NOTE: The following included responses to questions received from potential bidders following the virtual Pre-Bid Meeting for the Zoar Levee DSM EIT and Berm Project. USACE responses are included in blue italicized font below each question.
Please see the questions below concerning Zoar Levee IFB:
1. CLIN 0017 Asphalt Removal - Based on the limits identified in the bid drawings our takeoffs for Asphalt Removal over 50% less than the current estimated quantity of 55,700 SF. Please confirm that the estimated quantity of 55,700 SF is correct and provide information on how this quantity is calculated?
USACE Response: The current estimated quantity of 55,700 SF conservatively includes all asphalt located within the CWL/LWL for the project. A portion of the existing asphalt requires permanent removal, as indicated on sheet CD101. However, also note paragraph 1.7.2 of SECTION 01 50 00 which states that “Existing asphalt access roads included in Limited Work Limits (LWL) on the drawings shall be maintained and repaired, as directed by the Contracting Officer. The Contractor shall leave existing asphalt access roads, after completion of the work, in pre-construction or better condition.” See quantities in the bid schedule for other asphalt pavement related items; several have units of square yards (SY) instead of (SF) as used for CLIN 17 asphalt removal.
In review of estimated quantities for other items provided in this solicitation, it was observed that CLIN’s 0012 and 0027 were incorrectly shown; quantities for these items have been revised to 11,400 CY and 375 LF, respectively, in Amendment 0001.
2. Sheet CG501 Typical Section - Seepage Berm Sta. 11+60 to 24+00 calls out fill added during collector system installation to be removed. Please identify which CLIN should contain the costs for the removal and handling of this material? Where should this material be disposed of?
USACE Response: Some excavation of this material will be incidental to raising collector system manholes and relief well housings, but most should be included in CLIN 0025 Site Work – see paragraph 3.14.9 Site Work of SECTION 32 01 00. As stated in Paragraph 3.2 of Section 31 00 00, “satisfactory excavated materials shall be reused as fill where it meets the specifications for fill materials. Excavated unsatisfactory materials or excess encountered within the limits of the work shall be disposed of in the onsite disposal area as shown on the plans or as approved by the Contracting Officer.” Information and location of the spoil site is included on sheet CG107.
3. Sheet CG501 Typical Section - Seepage Berm Sta. 11+60 to 24+00 shows a ditch at the toe of the Seepage Berm? Please Identify which CLIN should contain the costs for the excavation and grading of this toe ditch? Please confirm the estimated total Cubic Yards of material to be excavated and where this material should be disposed of?
USACE Response: This shallow toe ditch shall be paid for under CLIN 0025 Site Work – see paragraph 3.14.9 Site Work of SECTION 32 01 00. As stated in Paragraph 3.2 of Section 31 00 00, “satisfactory excavated materials shall be reused as fill where it meets the specifications for fill materials. Excavated unsatisfactory materials or excess encountered within the limits of the work shall be disposed of in the onsite disposal area as shown on the plans or as approved by the Contracting Officer.” Information and location of the spoil site is included on sheet CG107.
4. Please confirm the limits of the required Work Platform and Seepage Berm Fill Limits for the IEIT - Sheet CG102 Note 8 States "Work Platform is Placed Prior to IEIT Construction from 0+50 to 10+79; While Seepage Berm is Placed Following IEIT Construction From Levee Sta. 10+79 to 20+50" this contradicts Note 8 Sheet CG701 which states "Work Platform is Placed Prior to IEIT Construction from 1+50 to 11+66; While Seepage Berm is Placed Following IEIT Construction From Levee Sta. 11+66 to 23+00" . Please confirm which is correct?
USACE Response: Note 8 on sheet CG102 contains several typos, and has been corrected in the revised sheet CG102 provided with Amendment 0001. The revised note now reads the same as Note 8 on sheet CG701. Note that the levee alignment stationing varies from the IEIT alignment stationing; see plan view on sheet CG701 with location of callout for “END WORK PLATFORM FILL/BEGIN SEEPAGE BERM FILL” in reference to the levee alignment stationing and the IEIT alignment stationing.
5. Bid Schedule Item No. 24 includes a typo, we are assuming this should read "Geotextile". Please confirm?
USACE Response: Yes, that was a typo and is corrected in Amendment 0001.
6. Please confirm where the Geotextile for CLIN 024 should be placed? We do not see it identified in the drawings as indicated in Specification Section 32 01 00 paragraph 2.1 Geotextile.
USACE Response: As per Paragraph 3.3 of Section 32 01 00, “Geotextile shall be placed under all aggregate base course as shown on the drawings.” The location of Aggregate Base Course is shown on the Pavement Transition Detail on sheet CS401. Note that paragraph 1.7.2 of SECTION 01 50 00 states that “Existing asphalt access roads included in Limited Work Limits (LWL) on the drawings shall be maintained and repaired, as directed by the Contracting Officer. The Contractor shall leave existing asphalt access roads, after completion of the work, in pre-construction or better condition.” Also see quantities in the bid schedule for other asphalt pavement related items.
7. Bid Schedule Items 19 and 20 are both listed as "Asphalt Concrete Surface Course", We are assuming this is incorrect and that one of them should read "Asphalt Concrete Base Course" and one "Asphalt Concrete Surface Course". Please confirm what these items should be named and the if the quantities are corrected since we requested clarification on the quantity for Asphalt Removal?
USACE Response: Bid schedule item no. 19 should be Asphalt Concrete Base Course. This typo was corrected in Amendment 0001.
8. Spec Section 31-09-06 Vibration Monitoring, Bid Item 14
* Section 3.2.1 - Please further identify which structures/utilities within the purple shaded area on Sheet BS101 are subject to individual preconstruction and post construction surveys.

| * | Alternatively, is the designation and quantity of structures to be surveyed left up to the Seismologist/Vibration Consultant? |
USACE Response: As stated in Section 3.2.1, the contractor shall perform Preconstruction Condition Surveys on “…all existing structures and utilities within the area designated in the plans.” Therefore, all structures are subject to individual preconstruction and post construction surveys. A schedule and quantity of structures have not be compiled nor will they be supplied. The designation and quantity of structures will not be left up to the consultant. The consultant, as stated, will survey all structures in the designated area.
9. Section 3.2.2 – Will post construction surveys be performed if:
| * | Vibration monitoring indicates that PPVs are within or below acceptable limits? |
| * | Vibration monitoring indicates that ZERO vibrations above ambient/baseline levels are recorded at the closest structures to the IEIT alignment? |
USACE Response: Yes, Post Condition Surveys will be performed on all structures within the designated area, regardless of the vibrations values that are measured during construction. As stated in Section 3.2.2, Post Condition Surveys shall be performed on “… all structures and utilities that previously had a Preconstruction Condition Survey.” In addition, Post Condition Surveys will also be performed on structures outside of the designated area, if, as stated in Section 3.2.2, “… any additional properties, structures, and conditions for which complaints of damage have been received or damage claims have been filed.”
10. Can the IEIT strength be reduced if width is increased to effective widths greater than 24?
USACE Response: No.
11. Why is the slag cement limited to 75% of the overall total cement content?
USACE Response: USACE has recently had quality/durability issues with walls constructed using high slag cement contents as part of the total cement content of the mix.
