Spare parts and service shall be readily obtainable for all equipment and machinery.

During the maintenance and repair, protection shall be provided for the vessel and all associated items intended for use on the vessel as necessary.

The contractor shall be responsible for completing all the maintenance and repair items and ensuring the functionality of all areas and equipment worked on. Inspection by the Government is for the purpose of verifying the proper function of the contractor's quality control measures and is not to be used as a substitute for control of quality by the contractor.

B. INSTALLATION

Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance with the contract documents. The installation shall be accomplished by workers skilled in their specific trade

C. WORKMANSHIP

1. General

All labor shall be especially skilled for the type of work they are performing. Work shall be thorough and complete, and shall be performed under competent direction. Where work of one trade joins, passes through, or is integral with other work, there shall be no discrepancy or misfit when completed. When engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the work intended to join or bear upon others shall be complete and solid contact and shall fit together without excessive cold work during erection.

All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.

All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment. Limber holes shall also be provided to allow for the passage of air in tanks. Limber holes shall be located at the plate edge.

Ends of outstanding flanges shall be cropped. Lighting holes may be punched or flame-cut and all edges shall have burrs removed.

All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable. Holes in members having sharp curvature shall be avoided.

2. Welders and Welding

All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.

The contractor shall require any welder to repeat these tests when in the opinion of the Contracting Officer’s Representative, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he successfully passed the retest; otherwise, he shall be disqualified until he has successfully passed the retest.

The barge contractor shall maintain records of the individual welder’s certification during the course of the contract. The records are to be available for examination upon request of the Contracting Officer or his representative.

The electrodes used throughout the work shall be suitable for use with the parent metal at each weld.

Electrodes shall be received on the job in unbroken packages bearing the manufacturer’s label or be otherwise marked. Electrodes shall be stored in accordance with the manufacturer’s recommendations.

Electrodes shall meet all applicable American Welding Society (AWS) specifications for the type of electrode being supplied.

Assembly of all welded joints before welding shall be such as to secure proper gaps in butt welds and proper metal contact in fillet welds. Welding shall not be used to close openings larger than stipulated for each plate thickness by ABS. All watertight seal welds shall be of "bead" type; no "weave" or "stitch" welding will be permitted. Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be ground where directed by the Contracting Officer or their authorized representative.

A detailed description of all welding procedures being employed during repairs shall be available to the KO or their authorized representative.

At all times when welding operations are being performed, a strict fire-watch shall be maintained and a fire extinguisher be physically present at each welding site. Whenever the reverse side of a weld cannot be seen, a fire-watchman shall be placed at the reverse side if feasible.

Welding leads and ground wires shall be arranged to prevent grounding through bearings in machinery on the vessel.

The contractor shall be responsible for all damages caused by his employees and subcontractors while performing all welding work required in this specifications. The contractor shall repair and/or replace all damaged equipment, parts, or structures without any cost or charge to the Government.

3. Threaded Fasteners

Where the material, size, and type of a fastener are not specified in the specifications or on the contract drawings, the following requirements apply:

Bolts and machine screws of 3/8 inch in diameter or greater shall be used for structural applications. Bolt hole diameters shall not exceed bolt diameters by more than 1/32 inch for bolts up to and including 3/4 inch in diameter and 1/16 inch for bolts over 3/4 inch in diameter. Bolt ends shall protrude from the nuts not less than one nor more than three threads. The excess bolt length shall be removed without damaging the bolt threads.

One flat washer shall be used under each nut.

Where hardware (such as joiner hardware and hinges) is pre-drilled for fasteners sized less than 3/8 inch diameter, the size of fasteners used shall match the size of the pre-drilled holes in the part.

Fasteners for metal parts shall be of a similar material as the part except that fasteners in aluminum shall be corrosion resistant steel. Brass fasteners shall not be used unless specifically stated in this Contract.

Stainless steel fasteners shall be provided with insulating bushings and grommets for connections where dissimilar metals are attached to Aluminum.

Where nuts will become inaccessible after assembly, nuts shall be staked to prevent backing off. All other nuts shall be self-locking.

Countersinking for fasteners shall be specified by the fastener manufacturer. Fastening patterns shall be well arranged and consistent.

4. Plate Fairness

All steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.

Maximum allowable plating distortion is depicted in the “Guide For Shipbuilding And Repair Quality Standard For Hull Structure During Construction” from ABS. Distortion shall not exceed the amounts in this guide.

Upon completion of the shipyard work, the SHREVE shall be towed from the shipyard to the Louisville District Repair Station, Louisville, KY. If transportation of the vessel through saltwater occurs, a complete fresh water wash down of the entire crane and barge must be completed within 36 hours following exposure to saltwater.

Should the vessel be exposed to salt water, the contractor is responsible for fresh water wash down at the time of arrival at his facility as well as on the redelivery of the tow as soon as it leaves saltwater. The SHREVE and barge LD-780 shall both be fresh water washed down.

For purposes of bidding this contract, the following shall be the distance the barge is to be towed to the shipyard:

From Memphis District Ensley Engineering Yard, Mississippi River, Mile 725 A.H.P. (McKellar Lake)

To bidder’s shipyard

For purposes of bidding this contract, the following shall be the distance the barge is to be towed from the shipyard to the Louisville Repair Station:

From bidder’s shipyard To Louisville District Repair Station, McAlpine Locks & Dam, Ohio River Mile Marker 606.8

One Government Employee will accompany the SHREVE while being towed to and from contractor’s shipyard. During towing of SHREVE, the Contractor shall furnish meals and berthing for one Government Employee. The meals and berthing that the contractors personnel receive shall also be provided to the one Government Employee.
