About this file
This is an Industry Day presentation for the Norfolk Coastal Storm Risk Management (CSRM) Phase 1A Floodwall and Pump Stations project, held on October 29, 2026, by the U.S. Army Corps of Engineers Norfolk District.
The $6.2 billion overall Norfolk CSRM program includes storm-surge barriers, approximately 8 miles of floodwalls, nearly 1 mile of levees, nature-based features, 11 tide gates, and 10 pump stations. Phase 1A, spanning from Berkeley Bridge to Campostella, consists of 6 floodwall segments and 2 pump stations. A Single Award Task Order Contract (SATOC) valued at $200-$300 million with 4-6 task orders ($15M-$60M each) will be used for floodwall construction, with the base contract to be administered by USACE and awarded through negotiated procedures using best-value trade-off evaluation. The Phase 1A Water Street segment is being procured separately as a stand-alone $50-75M contract. The Harbor Park Pump Station ($40-60M) will be a design-build contract awarded by the City of Norfolk in January 2027, while Newton's Creek Pump Station ($100-150M) will be design-bid-build and advertised April 2028 with award targeted for October 2028. SATOC acquisition lead time is 12-24 months, with a 5-year base ordering period. A Project Labor Agreement (PLA) is mandated per Executive Order 14063 for contracts exceeding $35 million. All authorized funding is currently available. Proposals must be submitted through SAM.gov and the PIEE Solicitation module. Evaluation criteria include past performance, management approach, technical approach, small business participation plan, and seed project pricing. Small business subcontracting goals are under market research review. Sources Sought posting is anticipated for 2nd Quarter FY27 with a 2-week response deadline. Environmental permits required include VADEQ water protection certification, USACE regulatory clearance, VMRC review for future phases, Chesapeake Bay Preservation Act clearance, land disturbance permits, Coast Guard approval for navigable waters crossing, and SHPO cultural resources survey.

Feedback from Industry informed same scope contract benefits; Pump Stations are stand-alone and floodwall are separate scopes.
Smaller scope TOs/contracts are more acceptable.
Long lead times for significant utility relocations.
Phasing the floodwall construction allows for construction to start sooner.

In accordance with EO 14063, Use of Project Labor Agreement for Federal Construction Projects, dated 22 January 2024, mandates PLAs for large construction projects within the United States, with an estimated contract cost of $35M or more.
What is a PLA?
- A pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f).
- Establishes terms and conditions of employment for a specific construction project, including:
• Provisions that bind all contractors and subcontractors to the agreement;
• No-strike, no-lockout clauses included; and
• Grievance/arbitration procedures.
- USACE will neither negotiate nor become signatory to a PLA.
- The Solicitation will require all prospective offerors to submit a fully negotiated PLA with its price proposal offer (RFO 52.222-33).
- The PLA would be incorporated into the contract at time of award.
PROJECT LABOR AGREEMENT
The Solicitation will contain RFO 52.222-33 and the following language will be included:
Synopsis: Offerors shall submit an offer subject to Project Labor Agreement (PLA) requirements in accordance with RFO 22.502-2, General requirements for project labor agreements. Any PLA reached pursuant to the PLA requirements in the solicitation does not change the terms of the contract or provide for any price adjustment by the Government.
Solicitation: Supplementary Conditions Section 00 73 00: “Offerors shall submit a copy of a Project Labor Agreement (PLA) with its offer as set forth in [insert section] of this solicitation. Any PLA reached pursuant to the PLA requirements in this solicitation does not change the terms of the contract or provide for any price adjustment by the Government.
See RFO provision 52.222-33, Notice of Requirement for Project Labor Agreement, and RFO clause 52.222-34, Project Labor Agreement, for definitions and requirements pertaining to the use of a PLA on this contract.”
Submitted PLAs shall be reviewed for compliance with all statutes, regulations, Executive Orders, and agency/contract requirements as part of the responsibility determination, in accordance with RFO Subpart 9.1. Identified areas of non-compliance will be addressed with the offeror and corrected during discussions, if discussions are opened.
Please respond to Sources Sought questions regarding PLA. If more than 1 offeror, PLA will be required.
Award will only be made to an offeror with a compliant PLA

ENVIRONMENTAL CONSIDERATIONS AND
CONSTRAINTS
Chrissie Figueroa Program Manager
37ENVIRONMENTAL & CULTURAL RESOURCES PERMITS
NEEDED FOR PHASE 1A
- Virginia Department of Environmental Quality (VADEQ) Water Protection Permit/Section 401 Water Quality Certification
– For impacts to waters of the US, including wetlands
- USACE Regulatory – Regulatory Guidance Letter (RGL) 88-05 – USACE does not issue permits to itself for Civil Works Projects. USACE would need to be applicant/co-applicant
- VADEQ General Construction Permit/SWPP – Contractor requirement issued by City of Norfolk since DEQ has delegated their authority to the localities
- Virginia Marine Resources Commission (VMRC) –The Attorney General’s office has confirmed that no permit is required for the flood control project and related measures. However, Baylor Grounds in future phases must be reviewed by VMRC
- Local Wetlands Board Permit – Permit is not required. Exempt from City of Norfolk
- Chesapeake Bay Preservation Act (CBPA) – Will need clearance and is issued by City and currently working with the city
- Land Disturbance Permit from City of Norfolk – Contractor obtains before start of construction
- Coast Guard – Permit or waiver, for bridge over navigable waters at Newtons Creek
- State Historic Preservation Officers (SHPO) - Submittal of Phase 1 Survey
QUESTIONS AND ANSWERS SESSION
1. Please confirm whether USACE intends to award the SATOC to a single prime contractor who would then receive all anticipated Phase 1A task orders (currently identified as approximately 4 to 6 task orders), or whether individual construction segments and task orders may be separately competed and awarded to other contractors outside of the SATOC.
Answer: Single Prime Contractor. There is a separate action being solicited for PH1A Water Street which is procured as a stand-alone contract.
2. Please provide the anticipated procurement and construction schedule for the Phase 1A Floodwall SATOC, including the anticipated dates for issuance of the Phase One solicitation, Phase One submissions and shortlisting, Phase Two solicitation, proposal due date, SATOC award, issuance of the first task order, and anticipated construction
NTP.
Answer: There will be one Phase for the SATOC. See overall schedule provided with next question.
QUESTIONS RECEIVED FROM INDUSTRY
3. Additionally, please provide the anticipated sequencing and approximate timing of the remaining 4 to 6 task orders over the five-year ordering period, to the extent currently known.
Answer:
QUESTIONS RECEIVED FROM INDUSTRY CONTINUED…
4. What portion of the approximately $250 million shared SATOC capacity is currently authorized and funded, and is funding available for the anticipated first task order?
Answer: All is authorized and funded.
5. What type of procurement and source-selection method does USACE anticipate using for the base SATOC award? Specifically, will the procurement use sealed bidding or negotiated procedures, and will award be based on low bid, lowest-price technically acceptable, or a best-value? Are qualifications comparatively valuable, or are they only a pass/fail before price?
Answer: Negotiated procedures using Best-Value Trade Off.
6. Please provide the status of utility relocations within the SATOC limits of Phase 1A.
Which relocations are expected to be completed by utility owners or the City before each task order, and which utility relocations or installations are expected remain within the scope?
Answer: Utility conflicts will be relocated or removed before construction.
Stormwater rerouting to Ph1 pump stations are in scope. Also, any extension of services to the project area is in scope, and in some cases there are utility penetrations during or after construction.
7. What is the anticipated scope, magnitude, and construction duration of the first task order, and what are the current target dates for release of the base solicitation, proposal due date, SATOC award, and first task-order notice to proceed?
Answer: Information forthcoming in sources sought.
