About this file

This document is an Industry Day market research questionnaire issued by the U.S. Army Corps of Engineers (USACE) for the NCSRM Phase 1A Floodwall Construction SATOC project (Solicitation Number W9123627Z13MA, dated 29 October 2026).

USACE is conducting market research to inform procurement strategy, contract type selection, and market sources for a floodwall construction project involving three Designers of Record (USACE, Non-Federal Sponsor, and an Architect-Engineer). The project will be structured with task orders based on utility relocation and real estate requirements rather than linear progression. Key elements under evaluation include contractor capability to work with multiple design entities, potential for concurrent multi-reach construction, constructability methods (water versus land-based approaches), and management of significant utility relocation activities occurring during construction. The questionnaire also addresses top construction risks related to production rates, cost, schedule, and quality; foundation preparation and cutoff wall integration challenges; surface and groundwater control strategies; site access and laydown constraints with fixed construction limits; and any additional contractor concerns to improve project execution. Responses are voluntary and should be submitted by 2:00 PM EST on 4 November 2026 to three designated USACE points of contact. The Government will not reimburse respondents for costs associated with providing the requested information, which will be used to support market analysis prior to formal solicitation.

INDUSTRY DAY QUESTIONS TO CONTRACTORS

NCSRM PH1A FLOODWALL – CONSTRUCTION SATOC INDUSTRY DAY

W9123627Z13MA

29 OCTOBER 2026

To assist USACE with Market Research, it is requested that you provide a written response addressing the attached questions.

NOTE: Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The information received will be used to support a market analysis for the project.

We ask that replies to these questions be received no later than 2:00 PM EST on 04 November 2026 and shall be sent to the following: Raven.D.Sasser@usace.army.mil, Matthew.A.Pearston@usace.amry.mil, Candace.C.Lotomau@usace.army.mil.

Responses to partial or all the posted questions are voluntary, and the Government will not reimburse respondents for costs incurred to provide the information requested. Information gathered will be used to determine the procurement strategies, contract types, and market sources to fulfill important construction requirements.

QUESTIONS TO CONTRACTORS

1. We have three (3) designers of record (DORs) for 1A SATOC (USACE, Non-Federal

Sponsor, AE). How would the contractor work with that? Does the contractor have any recommendations on how to work with that or what to include in the RFP?

2. Current path forward is to base task order award on utility relocation and real estate requirements instead of linearly. Does this impact how you would propose on the project?

3. Certain task orders will have significant utility relocation ongoing during SATOC construction. What would we need to put in the RFP to ensure this is clear? Does this change your approach to the project?

4. Would contractors be able to construct more than one reach at a time?

5. Do you foresee any constructability issues?

6. Is there a preferred construction method? (i.e. water vs land)

7. List and describe the top five construction risks related to production rates and/or cost.

8. List and describe the top five construction risks related to schedule and/or quality.

9. Do you anticipate any challenges for foundation preparation/cleaning, closure of gaps in cut off wall, and tying into work completed by others? If so, provide suggestions to mitigate these challenges.

10. How would your firm approach control of surface and groundwater in this contract? Do you plan to maintain dewatering effluent on-site or will you discharge off-site?
