About this file
This is a Questions and Answers document from a NASA Wallops Island Industry Day, capturing industry feedback on a proposed dredging and breakwater construction project involving USACE and NASA.
Key topics addressed include: marine mattress assembly (historically imported offsite with no site assembly required), construction methods for offshore breakwater structures in limited beach areas, equipment mobilization requirements within NASA's flight zone (24 hours notice sufficient for demobilization), hopper dredge availability constraints, and scheduling challenges related to site limitations and environmental restrictions. Industry respondents expressed strong preference for two separate contracts rather than a single combined contract, citing greater competition and value for USACE and NASA. Specific contractors mentioned as interested parties include KML (interested in breakwaters as a separate contract). Regarding dredging timing, summer months were identified as preferable due to better weather conditions on the east coast and reduced competing activities. Breakwater construction was confirmed to occur during daylight hours only, with industry experience indicating a 10,000-ton breakwater can be completed in approximately 37 hours under favorable weather conditions. Environmental considerations noted include bird and sea turtle protection restrictions with no seasonal restrictions imposed. The document also indicates that the agency will consider a standby time bid item for contractor payment during periods when the dredge must leave the area, and no responses were received regarding access roadway construction experience for offshore structures 200 feet from shore.

Q&A – NASA Wallops Island Industry Day
Amy Parker: Will there be a standby time bid item for the contractor to get paid during the times the dredge is required to leave the area?
- Question received. We will consider this question when drafting the bid schedule.
1. Are the marine mattresses usually assembled on site or are they imported from oƯsite? If they are assembled on site typically how large of an area is required to assemble them?
Assembled oƯsite but a barge was being used to construct the breakwater but using material from Cape Charles
Tyler Evarts - In the past we import them from oƯsite. No site assembly required.
2. What means and methods would the Contractor propose to construct the breakwater structures within the area oƯshore of the seawall since there is limited beach available?
No responses
3. If construction equipment is mobilized within NASA’s flight zone, what advance notice would be required to demobilize the equipment from the flight zone prior to a launch date? How long does it generally take to mobilize and demobilize the equipment from a construction area to a staging area outside of the flight zone?
Tyler Evarts - 24 hours notice is enough notice to demob
JeƯ Myers - Two separate contracts would provide greater competition and value for
USACE & NASA
4. With the limited availability of hopper dredges, what would be a period of performance that would encourage bidding?
Timing (if allows) in the summer would provide more flexibility Ashley Richardson
Tim Ekren – no seasonal restrictions but birds and sea turtles are listed
5. How could scheduling be accomplished with the known site limitations/restrictions?
JeƯ Myers - Two separate contracts would provide greater competition and value for
USACE & NASA
Tyer Evarts - KML is interested in the Breakwaters as a separate contract.
6. Is there industry interest in one contract or two separate contracts?
JeƯ Myers - Two separate contracts
7. Does the Contractor have had experience with constructing access roadways to breakwaters that are 200 feet oƯshore during construction? What measures and methods would they consider constructing and using?
8. What time of the year would the contractors typically consider dredging for the project?
Ashley Richardson – when there is less going on in summer. The summer months oƯer better weather on the east coast compared to the winter months
9. When breakwaters are constructed, are they usually constructed around the clock until the structure is complete if the structure is in an active tidal environment? How long does it typically take to construct one breakwater structure (depending on size)?
Tom Fargnoli – stick to daytime hours
Tyler Evarts - Generally, daylight hours only. We completed a similar 10,000 ton breakwater in roughly 37 hours with good weather.
