About this file
This is a comprehensive 100% Design Submittal specification document for the NASA Wallops Beach Renourishment Project prepared by the U.S. Army Corps of Engineers Norfolk District. The project involves beach fill placement at NASA Wallops Flight Facility in Accomack County, Virginia, using sand material dredged from the unnamed "Shoal A" borrow area offshore and transported via hopper dredge to a pump-out buoy, then via pipeline to designated beach segments. Beach fill will be placed between Station 0+00 and Station 150+00 with a finished berm elevation of +7.5 feet (NAVD 88). The contractor must establish comprehensive quality control systems including three-phase control (Preparatory, Initial, and Follow-Up phases) for definable features of work, conduct pre- and post-placement topographic and hydrographic surveys at 100-foot station intervals, obtain sand gradation testing per ASTM standards, and submit daily reports documenting operations and quality metrics.
The specifications impose extensive administrative, safety, environmental, and technical requirements across 27 specification sections totaling over 150 pages. Key obligations include: developing project schedules using Primavera P6 with Standard Data Exchange Format (SDEF) coding; submitting schedules at 15 days, 42 days, and monthly intervals thereafter; providing monthly payment certifications through the Resident Management System (RMS); maintaining a dedicated Site Safety and Health Officer and Quality Control Manager on-site at all times; complying with dredging quality management program requirements including real-time positioning and National Dredging Quality Management (DQM) certification; implementing protective measures for threatened and endangered species (piping plovers, American oystercatchers, sea turtles, and red knots) with mandatory 1,000-foot work cessation radius around nests; maintaining environmental controls and erosion/sediment prevention practices; and completing all demobilization, cleanup, and restoration activities with final payment contingent upon Government acceptance of as-built drawings, record drawings, equipment records, and operation and maintenance manuals. The document references EM 385-1-1 for safety requirements, 29 CFR standards for OSHA compliance, and Virginia and federal environmental regulations governing wetlands protection, water quality, and protected species management.

SOIL BORING DATA
02/16
PART 1 GENERAL
1.1 Soil Classification
The soil was visually classified in the field according to the "Unified Soil Classification System" and described utilizing ASTM D 2488 Standard Practice for Description and Identification of Soils (Visual-Manual Procedure). While it is believed that borings accurately indicate subsurface conditions for boring locations on the date taken, the Government assumes no responsibility for actual conditions which may be encountered in execution of Contract. Should the Contractor rely, for any purpose, upon the accuracy or completeness of said borings, or log thereof, he does so at his own risk. The geotechnical report, including soil boring drilling logs and data, is shown at the end of the specifications as Appendix A: Geotechnical Report. All samples contained in Appendix A: Geotechnical Report were obtained on various dates as designated on the respective boring. All Geotechnical analysis data is available for review at Norfolk District, 803 Front Street, Norfolk, VA 23510 (Attention: Jennifer Spitz, telephone 757-201-7098).
1.2 Sampling Method
There were a total of five (5) soil borings with Standard Penetration Tests (SPT), seven (7) Cone Penetrometer Tests (CPT), and eight (8) Dilatometer test soundings (DMT). All SPT, CPT, and DMT tests were taken at a depth of 70 feet below the seafloor. All boring samples were performed in accordance with ASTM D 1586 Standard Test Method for Standard Penetration Test (SPT).
1.3 Soil Consistency Determination
Estimated consistencies (med. stiff, soft, etc.) are from Terzaghi & Peck "Soil Mechanics in Engineering Practice".
1.4 Boring Elevations and Locations
All boring elevations and locations are approximated.

The work is located at the NASA Wallops Flight Facility, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building(s) and launch sites near the project site will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 LOCATION OF UNDERGROUND UTILITIES
When work is occurring on NASA property obtain digging permits from NASA prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities. NASA will be responsible for marking utilities the first time upon dig request from Contractor and
SECTION 01 11 00 Page 1 at no cost to the Contractor. Once utilities are marked, Contractor will then be responsible for maintaining markings for the duration of the project.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground, pier deck or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

Deliveries can be delivered straight to the project site and unbadged delivery drivers can be escorted on base past the island gate by long-term badged employees of the contractor. Contractor Escorts must stay within eyesight of the delivery driver/vehicle until they leave the base.
1.7 OTHER SERVICES
Electrical services can be provided to the Contractor upon request to the COR from NASA. No other services, such as water, sewer, telecommunication, etc., will be provided and will be the responsibility of the Contractor, if needed. d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.
1.4 SECURITY REQUIREMENTS
NASA Wallops Flight Facility is a secured facility with controlled access.
All contractor functions on the island should relate to the contract only.
Badging is required to access the facility and can be in the form of long or short term badging. Sixty percent (60%) of the lump sum price will be paid to the Contractor upon completion of mobilization at the work site. The remaining forty percent (40%) will be paid to the Contractor upon completion of demobilization. In the event the Contracting Officer considers that the amount in this item, sixty percent which represents mobilization and forty percent which represents demobilization, does not bear a reasonable relation to the cost of the work in this contract, the Contracting Officer may require the Contractor to produce cost data to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer will result in payment of actual mobilization costs, as determined by the Contracting Officer, at the completion of mobilization, and actual demobilization costs, as determined by the Contracting Officer, at the completion of demobilization. The determination of the Contracting Officer is not subject to appeal.
Mobilization
Mobilization shall include all costs for operations accomplished prior to commencement of actual sand excavation and truck haul, and beach fill placement operations. This shall include transfer of trucks, bulldozers and other like equipment and machinery associated with beach fill placement operations, preparation of the Contractor's staging area and any long term staging area(s) used for off beach equipment and material storage, and any other associated work that is necessary in advance of the actual sand excavation, truck haul, and beach fill.
Demobilization
Demobilization shall include general preparation for transfer of all
