About this file
This is a comprehensive specifications document for the NASA Wallops Shoreline Stabilization Project Breakwater Construction, prepared by the U.S. Army Corps of Engineers Norfolk District as a 100% design submittal (not for construction).
The project encompasses the construction of breakwaters at Priority Areas 1 and 3 using marine mattresses, core stone, and armor stone at NASA Wallops Flight Facility in Accomack County, Virginia. The work involves furnishing and placing two to four breakwaters positioned approximately 200 feet offshore in water depths ranging from -9.5 to -12.0 feet NAVD88, constructed to a crest height of +7 feet NAVD88. Each breakwater requires approximately 10,000 tons of material, with Type II riprap armor stone (3-10 tons each, averaging 4 tons) placed over VDOT Class III core stone (500-1,500 pounds each) atop 12-inch-thick polymeric marine filter mattresses containing geotextile fabric and stone fill. Material delivery and construction may occur via land or sea routes. The contractor must comply with extensive administrative, safety, environmental, and quality control requirements including the submission of detailed plans for mobilization/demobilization, construction schedules using Primavera P6 software, quality control procedures with three-phase control implementation, accident prevention plans per EM 385-1-1, environmental protection plans addressing protected species (piping plovers, American oystercatchers, sea turtles, red knots, and seals), stormwater management, and operation and maintenance manuals. Critical submittals include shop drawings for marine mattresses and breakwater access, evaluation testing of stone sources, contractor quality control plans, and pre-construction certification of equipment and personnel qualifications. The contract includes provisions for mobilization/demobilization costs (60% upon completion of mobilization, 40% upon demobilization), unit price payment for marine mattresses (measured in square yards), armor stone, and core stone (measured in tons by certified weight scales), plus contracting officer-directed standby time for NASA rocket launch operations estimated at approximately 10 occurrences throughout the contract duration.

SOIL BORING DATA
02/16
PART 1 GENERAL
1.1 Soil Classification
The soil was visually classified in the field according to the "Unified Soil Classification System" and described utilizing ASTM D 2488 Standard Practice for Description and Identification of Soils (Visual-Manual Procedure). While it is believed that borings accurately indicate subsurface conditions for boring locations on the date taken, the Government assumes no responsibility for actual conditions which may be encountered in execution of Contract. Should the Contractor rely, for any purpose, upon the accuracy or completeness of said borings, or log thereof, he does so at his own risk. The geotechnical report, including soil boring drilling logs and data, is shown at the end of the specifications as Appendix A: Geotechnical Report. All samples contained in Appendix A: Geotechnical Report were obtained on various dates as designated on the respective boring. All Geotechnical analysis data is available for review at Norfolk District, 803 Front Street, Norfolk, VA 23510 (Attention: Jennifer Spitz, telephone 757-201-7098).
1.2 Sampling Method
There were a total of five (5) soil borings with Standard Penetration Tests (SPT), seven (7) Cone Penetrometer Tests (CPT), and eight (8) Dilatometer test soundings (DMT). All SPT, CPT, and DMT tests were taken at a depth of 70 feet below the seafloor. All boring samples were performed in accordance with ASTM D 1586 Standard Test Method for Standard Penetration Test (SPT).
1.3 Soil Consistency Determination
Estimated consistencies (med. stiff, soft, etc.) are from Terzaghi & Peck "Soil Mechanics in Engineering Practice".
1.4 Boring Elevations and Locations
All boring elevations and locations are approximated.

The work includes breakwater construction at Priority Area 1 and 3 using marine mattresses, core stone, and armor stone.
1.2.2 Location
The work is located at the NASA Wallops Flight Facility, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building(s) and launch sites near the project site will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 LOCATION OF UNDERGROUND UTILITIES
When work is occurring on NASA property obtain digging permits from NASA prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities. NASA will be responsible for marking utilities the first time upon dig request from Contractor and
SECTION 01 11 00 Page 1 at no cost to the Contractor. Once utilities are marked, Contractor will then be responsible for maintaining markings for the duration of the project.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground, pier deck or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

No buildings will be available for use by the Contractor, however the NASA POC may be able to schedule buildings and specific rooms for high-level meetings required for the execution of the contract. Contractor shall not enter buildings at Wallops Flight Facility unless for purposes of a meeting that has been scheduled by the COR and the NASA POC. Contractor shall coordinate with the COR if needed.
1.3.7 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS.
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, compressed air, and other public or private utilities are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS.
d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.
1.4 SECURITY REQUIREMENTS
NASA Wallops Flight Facility is a secured facility with controlled access.
All contractor functions on the island should relate to the contract only.
Badging is required to access the facility and can be in the form of long or short term badging.
