AMENDMENT 0001
W9123621R5015 Norfolk District Vessel Repair IDIQ MATOC is hereby Amended as follows:
1. ‘Within a 50 mile radius’ is hereby added to Instruction to Offerors, Paragraph A, and Performance Work Statement, Paragraph 1.1 Scope of Work.
2. Davis Bacon reference is hereby deleted from Instruction to Offerors, Paragraph B, Acquisition Approach.
3. Section G, Task Order Procedures, is hereby updated to incorporate the below Task Order Requirement:
“Contract awardees are required to submit a proposal for all Task Order Requests for Proposal (RFP) received from the Government. However, in the event a MATOC awardee is unable to submit a proposal on a particular RFP, the contractor is required to notify, in writing, the Contracting Officer who issued the RFP and the PCO for the basic contract within five (5) working days from receipt of the RFP.
Note: A MATOC awardee can only elect to withdraw from submitting a proposal on two (2) task order RFPs during the course of each year of the contract (base plus four options). Additional withdrawal requests, in excess of two per year, may result in the Government choosing not to exercise remaining option terms. Additional withdrawal requests in excess of two (2) per annum also automatically forfeits the contractor’s rights to minimum guarantee.”
4. DELIVER/TASK MINIMUM/MAXIMUM QUANTITY AND ORDER VALUE, MINIMUM AMOUNT is hereby Amended from $5,000.00 to $2,500.00.
5. Bidder Inquiries and corresponding Government responses, submitted and responded to via ProjNet, are hereby incorporated:
Bidder Inquiry No. 9044199: For Pool "B" contractors, when boat repairs are required to be accomplished in the contractors' facility, will the contractor be required to take possession and transport Army boats from the Government facility to the contractor's facility, or does the Government plan to deliver the boats to the contractor's facility?
Government Response Bidder Inquiry No. 9044199: The requirements for transport of floating plant will be determined in the scope of work at the task order level.
Bidder Inquiry No. 9049795: On page 3, section B of the subject solicitation, the Government indicated that Service Contract Act and Davis Bacon Act requirements are required to be met in performance of work. The Davis- Bacon Act normally provides for payment of local prevailing wages for laborers and mechanics on construction, alteration, or repair of public buildings or public works projects as opposed to ships. Would the Government confirm if this requirement is applicable to this solicitation and, if so, what facilities will be supported on this contract?
Government Response Bidder Inquiry No. 9049795: See amendment 001 for correction
Bidder Inquiry No. 9055201: With regards to the current proposal due date of March 12, 2021, will the Government consider extending the proposal due date for up to two-weeks?
Government Response to Bidder Inquiry No. 9055201: The Government does not currently intend to extend the proposal due date. Please continue to review Beta.Sam.gov for potential changes.
Bidder Inquiry No. 9055210: With regards to the requirement for a Master Ship Repair Agreement (MSRA), will a NAVSEA Agreement for Boat Repair (ABR)satisfy this requirement?
Government Response to Bidder Inquiry No. 9055210: No. The Government will draft a Master Ship Repair Agreement specific to this contract and Norfolk District Fleet and will distribute to all successful awardees.
