In order to be determined responsible in accordance with the Definitive Responsibility Criteria (DRCs) as stated in the solicitation, the example projects must have been performed by the prime contractor submitting the bid. The work may have been performed by the bidder (i.e., the company that will be the prime contractor if awarded the contract) in a previous contract in which it served as the prime contractor or where the bidder performed a substantial portion of the feature of work as a subcontractor. Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) In the Earthwork section 3.3 it mentions that undercutting of unsuitable soils will be backfilled with 21-A. lease confirm this is the material to be used and no geogrid is needed.

1-1 Government Response. If the Contractor performs the additional undercutting (up to 12-inches) and compaction can be achieved on the subgrade soils, then only VDOT 21A is required to be used as backfill. If the maximum amount of additional undercutting of 12-inches has been performed and compaction requirements still cannot be achieved on the subgrade soils, then geogrid will need to be placed over the subgrade soils as described in Earthwork Section 3.13.1 Existing Subgrade Soil Conditions and Recommendations, paragraph 4. Will the use of the excavated materials be used as backfill material?

1-1 Government Response. If the existing soils within the roadway meet the criteria for controlled structural fill as per Earthwork Section 3.4.7 Trench Excavation Requirements, paragraph 2, the Contractor may reuse the excavated material.

For the storm drain realignment area within Lawton Drive and Memorial Drive Sections 23 and 46 of the Cemetery, Earthwork Section 3.3 Controlled Structural Fill states: "Areas where soils are excavated for the storm drain realignment portion of the project shall be backfilled with the excavated soils." If additional structural fill is needed for the storm drain realignment area, structural fill and sodding requirements are also provided in this section On: Apr 03 2020

8478075 Contracting G-004 03 30 00.00 10 Cast-In- Place Concrete

On sheet G-004 note 27 states that existing concrete pads that abut the curb shall be removed and replaced. The plans do not show these pads or have clear detail for them. Please provide a number of pads with dimensions and the approved pad detail.

Will USACE accept VDOT A4 concrete for the curb and gutter and sidewalk since it is the most common local design to fit the strength? If so will USACE follow the VDOT specifications for that mix design?

1-1 Government Response. The strength of concrete provided in the plans and specifications is a minimum strength. VDOT Class A4 concrete will be acceptable for cast in place. VDOT mix designs are typically approved upon submittal review. On: Apr 03 2020

Please confirm that specification sections 330200 and 33052313 do not apply to this project as none of the drawings indicate this type of work occurring.

Work Requirement number 2 states that background checks and badging are required. Will this apply to all workers and delivery drivers?

1-1 Government Response. Per the RTA Submittal Specification, and the general protection and security policies of ANC, all contractors and all associated subcontractors and employees with an area of performance within an Army controlled installation, facility, or area, shall provide information for background checks in order to meet installation/facility access requirements.

However, Road construction projects continue, and will continue, to be allowed to utilize escorts for non-badged / non-tagged vehicles provided escorts are present for the entire duration of a vehicle's presence on / within ANC. This allowance ONLY applies to Road Construction projects.

Large deliveries that could be deemed disrupted to cemetery operations must be coordinated through the C.O.R at least two working days prior to arrival on the jobsite. 8484612 Paving C-505 32.11.16 pg 5, 2.3

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) The plans indicate the Asphalt Surface is SM-9.5A (sheet C-505 ) however the Asphalt spec section 32.11.16 page 5, 2.3; indicates SM-12.5A. Please clarify.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Spec section 32.12.16 page 12 3.6.1 indicates a Transfer Machine is required any asphalt placement. Please confirm this is correct and will be required. OR is just for surface placement.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Reference Specification 33 1 02 Part 3 Execution Sub Paragraph 3.1 next to the last paragraph.

The requirement for a 4/0 copper ground wire installed in the bottom of ductbank does not apply to this project. The drawings indicate the WIFI conduit is direct buried. Please confirm.

1-1 Government Response. We concur. The paragraph located in 3.2 referring to the 4/0 copper ground wire will be removed from Specification 33 71 02 upon project award. On: Apr 03 2020

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Specification Section 33 71 02 and Drawing G004 specify S40 and S80 PVC for the WIFI conduit. S80 PVC is to be installed under roadways. The Keyed Note Number 2 shown on the new work plans specifies HDPE conduit for the entire system. Which is correct? If a combination of pvc and hdpe conduit is used please provide a detail as to how they are connected.

1-1 Government Response. Only PVC is to be used for the wifi conduit.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) In Specifications Section 011100.0050 1.5 Work Rescheduling, states to "allow 3 calendar days where construction activity is determined prohibitive...requiring work rescheduling the time periods will range from 10min to 4hr delay." The language is unclear. Are we to assume the total delay time may be multiple instances ranging from 10 min to the entire day and 3 days is the summation of all those instances throughout the contract?

1-1 Government Response. The total of 3 calendar days is already included for multiple instances ranging from 10 minutes to a 4 hr delay throughout the construction activity, within the 365 calendar days of construction. In other words expect up to but not more than 3 calendar days of delay due to ANC restrictions. . On: Apr 03 2020

8484989 General 013000.10

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) In section 013000.10 1.3.1 Period of Performance, it states "Adverse weather, holidays and ceremonies durations are included in the construction period and are 108 days." Does this include the 3 days of delay mentioned in section 011100.0050 1.5?

8485686 Specifications 01 50 00.00 50 2.2.2 Temporary Wiring

Please clarify where temporary wiring is required for this contract including all the necessary details to price the work i.e. locations, lengths, conduit sizes, conductor sizes, etc.

1-1 Government Response. Paragraph 2.2.2. is in regards to contractor wiring used for their own on-site equipment; not for temporary wiring as part of project related construction. On: Apr 03 2020

8485691 Specifications 02 82 14.00 Asbestos Hazard Control Activities

Please clarify the diameter and class of asbestos pipe material to be removed and disposed of.

1-1 Government Response. The irrigation line size varies from 4" to 12" as noted on the demolition plan sheets. Specifications 02 81 00 and 02 82 14 00.10 provide guidance for the irrigation line removal. See Specification Appendix C, ANC Burial Section Maps, for location and size of potential asbestos lines. 8485693 Specifications 50 00.00 50 3.1 Employee Parking

Where is the employee dedicated parking area located?

1-1 Government Response. There is limited space for parking. See 3.3.1, Contractor Parking: there is very limited overall space for contractor employee and delivery truck parking. Space available is shared space in the main Visitor Center parking area used by staff, visitors, and family/friend attending scheduled funerals. There are a multitude of mass transit services available. Use of these are highly encouraged. More information on these services is available upon request by the Contracting Officer. On: Apr 03 2020

8485694 Specifications 31 00 00.00 51 3.4.1 Structure Protection and Monitoring

Please clarify which specific structures on the project will require structure protection and monitoring.

1-1 Government Response. Prior to construction the Contractor, COR, and the ANC team members will perform a prewalk on the project site to determine which structures will require structure protection and monitoring. In specification 31 00 00.00 51, paragraph 1.4 Submittals, a Preconstruction Structural Survey Report is required for submittal 30 days prior to starting work. It must receive approval before start of work.

Please refer to the information provided in section 3.4.1 Structure Protection and Monitoring for typical structures that are considered, and the extents to which the monitoring will occur. On: Apr 03 2020

8485696 Specifications 01 50 00.00 50 3.9 Restoration of Storage Area

We assumed that the storage area shown during the site visit was semi-permanent and transferred to each subsequent contractor as is. Please confirm the staging area will be available as shown and no restoration is required by this contract.

Undercut and refill of roadway subgrade areas is a unit price item on the contract. Will the undercut and refill of pipe trench subgrade be paid by this item also?

8485700 Specifications 31 05 19 3.3.1 Overlap Seams (For Geotextile)

Please confirm the Contractor will be allowed to overlap seams of geotextile material in lieu of sewn seams.

8485701 Specifications 32 05 33.00 51.3.1.2 Maintenance Visits

Please confirm the worked outlined in this section is limited to the area of work bounded by the silt fence and tree protection fence only.

1-1 Government Response. The area of responsibility is defined in Paragraph 3.1 EXTENT OF WORK: Provide landscape maintenance to include mowing, edging, overseeding, aeration, fertilizing, watering, weeding, pruning, and stake and guy adjusting, for all newly installed and renovated landscape areas and existing plant material, unless indicated otherwise, and at all areas inside or outside the limits of the construction that are disturbed by the Contractor's operations.

Will ANC/USACE accept turf areas as they are completed and assume all the maintenance required?

Per paragraph 1.6.h, the contractor shall be responsible for landscape maintenance until the Notice of Termination from the Virginia Department of Environmental Quality (VA DEQ) Construction General Permit (CGP) is issued. 8485706 Specifications 32 05 33.00 51 3.2.7 Final Inspection and Acceptance (of Turf Areas)

Will ANC/USACE allow all the perimeter erosion controls and tree protection fence to be removed upon acceptance of turf areas and prior to final surface asphalt paving?

1-1 Government Response. The erosion and sediment control can be removed upon turf stabilization per 01 57 20.00 50 paragraph 3.2.3.

8485707 Specifications 33 40 00 3.4.1.3 Flexible Watertight Joints

Please confirm the Contractor has the option to use flexible joints and that mortar joints (3.4.1.2) will not be required.

8485709 Specifications Appendix A - ANC Preservation Specification

Please confirm all the tree preservation work including root pruning will be performed by others and is not included in the scope of this contract.

1-1 Government Response. Appendix A, the ANC tree preservation specification, provides guidance on the responsibilities for the project contractor. The project contractor is not responsible for the items identified for completion by the Urban Forester or the Cemetery Tree Care Contractor including root pruning. On: Apr 03 2020

8485713 Site All Plans

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Numerous small diameter water lines are shown in the work zones located directly behind the back of curb which we assume are sprinkler systems. Will the sprinkler systems located in the work zones be temporarily capped, removed, relocated or restored by others?

1-1 Government Response. It is not anticipated that numerous active water lines will be encountered with the project. See demolition plans abandoned lines that are shown for demolition. On: Apr 03 2020

8485717 General CG-101

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Plan sheet CG-101 shows storm sewer installation in the work zone corridors varying in width from 5'-12' (silt fence to silt fence). These lines vary in depth from 5' to 15' deep which will require track equipment and shoring systems greater than the width provided. The typical pipe trench section shown on plan sheet C-503 is 5.22' for 18" pipe. Will the contractor be allowed to widen the working zone widths shown?

1-1 Government Response. The direction is to work within the project limits due to the constraints of potential impact to existing landscaping and grave areas. Any deviation will have to be coordinated with the contracting officer in the field. On: Apr 03 2020

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) The grading plans show proposed contour lines. No other survey layout information has been provided such as top of curb, centerline grades, super elevations, etc. Will this information be provided to the contractor?

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) The phasing of work is shown on plan sheet G-002. The bidders were told at the pre bid meeting that the work would be built in 2 phases (North and South). Will the contractor be allowed to work continuously in the entire South Phase without any intermediate phase requirements or disruptions such as the individual completion of 1A, 1B, 1C, 3, 4A and 4B?
