1 .Bidder Inquiry on ProjNet closeout date is hereby changed from 7 January 2020 to 14 January 2020

2. Bid Opening date changed from 14 January to 21 January 2020

3. Bidder Inquiries and Corresponding Government Responses are hereby incorporated:

Bidder Inquiry number 8307676

a. Section 01 57 20 paragraph 3.1.1 states “The Contractor shall adhere to and perform all requirements stated in the Virginia Department of Environmental Quality and Virginia Marine Resource Commission permits”. Please have these permits sent out once acquired, to the Contractors so that they may be reviewed prior to the bid date.

Government Response to Bidder Inquiry number 8307676: Referenced permits will be included through an amendment to the solicitation.

Bidder Inquiry number 8307747

b. Are there any core borings available for this project? If so, can those please be sent out to the Contractors?

Government Response to Bidder Inquiry number 8307747: There have been no core borings or other tests done within the contract dredging area. It is expected that the material to be dredged is shoaled material from relatively recent sediment transport and deposit, mostly silts and fines.

Bidder Inquiry number 8307776

c. Is it to be assumed that the majority of material to be removed will be silt?

Government Response to Inquiry number 8307776: Please refer to government response to bidder inquiry number 8307747. It is expected that the material to be dredged is mostly silts and fines.

Bidder Inquiry number 8307791

d. It is understood that the Contractor is responsible for performing an after dredge survey of the overboard placement area. Who will be responsible for performing the pre-dredge survey of the overboard placement area?

Government Response to Inquiry number 8307791: An amendment will be issued to specify that a Before Placement and After Placement survey of the overboard placement area will be performed by the Contractor.

Bidder Inquiry number 8307805

e. The preferred route for the discharge pipeline is shown on the contract drawings. If the Contractor is to use the provided pipeline route, will there be any areas that need to remain floating? If so, can you please detail on the plan drawings which areas need to remain floating.

Government Response to Inquiry number 8307805: The pipeline may be floated in all areas other than where the pipeline is to cross the navigation channel. Refer to provisions in specification section 35 20 23 and EM 385-1- 1.

Bidder Inquiry number 8307812

f. Section 01 57 20 paragraph 3.3.1.1 "Any pipeline across the bounds of the public or private leased oyster and shellfish grounds shall be floating" In areas that the pipeline is required to be floating, will the Contractor be allowed to use anchors for their pipeline in order to keep it in place?

Government Response to Inquiry number 8307812: The contractor shall comply with all the provisions within EM 385-1-1 and the specifications regarding the use of submerged and floating pipelines.

Bidder Inquiry number 8308292

g. Please detail on the plan drawings where the designated staging area will be for the contractors use. (fueling, crew changes, etc.). It is critical that this staging area be provided to the Contractor prior to bid date as the lack thereof could render this project unbidable due to its location.

Government Response to Inquiry number 8308292: No staging area will be designated by the Government. It will be the Contractor’s responsibility to coordinate and secure a staging area (local marina or facility), if needed.

Bidder Inquiry number 8312868

h. For clarity, will the Contractors pipeline need to remain floating from the Lower Bradford Bay Channel approximately Sta. 38+54 to 112+00?

Government Response to Inquiry number 8312868: The pipeline does not need to remain floating, but needs to be safely secured to not impede navigation. Refer to section 35 20 23 and EM 385-1-1.

4. In Section 35 20 23 paragraph 1.4.4 Before Dredging Surveys, add the following paragraph after the existing paragraph:

“Perform a Before-Dredging-Survey of the overboard placement area prior to dredging. Survey shall be performed by an independent surveyor registered in Virginia and hired by the Contractor.”
