1. PROJECT DESCRIPTION

The Government will award a single-award task order contract (SATOC) to provide for the maintenance dredging requirements for the James River Federal Navigation Project.

The contract will include a base twelve-month ordering period with two optional twelve-month ordering periods. The contract will have a total ordering capacity of not to exceed $30 million.

The Government does not anticipate utilizing more than $10 million capacity per ordering period and reserves the right to exceed that amount to the extent otherwise allowed in the contract. Any remaining ordering capacity at the end of an ordering period will carry-over if an optional ordering periods is exercised, as applicable.

The Government anticipates on an overall basis taking into account all anticipated task orders that might be issued over the potential thirty-six month contract life, the successful contractor may be required to dredge approximately 4 million cubic yards of material, including allowable over-depth dredging and estimated accretion to December 2022.

The base SATOC contract, including the two option periods, will include binding pricing as defined in the bid schedule.

In accordance with the plans and specifications included in the solicitation (which will be incorporated into the base contract), the contractor will perform task orders for maintenance dredging and disposal of dredged material by hydraulic dredge and pipeline at various shoal locations on the James River Federal Navigation Channel, spanning from Rocklanding Shoal to the Richmond Harbor locks.

In accordance with the plans and specifications, performance of task orders will require maintenance dredging to depths ranging from 18 to 26 feet mean lower low water (MLLW) with one foot allowable over-depth at each respective dredging depth unless indicated otherwise in the issued Task Order.

To accomplish the anticipated volumes in the task orders the Government expects to issue under the contract, the Government projects that the successful contractor will need to have capacity to dredge, on average, a minimum of 7,500 cubic yards per day. The successful contractor must have sufficient operating capacity to meet all requirements specified or indicated in the solicitation.

The Contractor shall place the dredged material in the designated Government-furnished upland or overboard placement areas as identified in the task order as specified or indicated in the plans and specifications.

The Government anticipates that it will issue a request for price proposal for the first task order immediately after the base SATOC contract is awarded.

For each task order that the Government anticipates issuing, the Contractor shall begin performance within 10 calendar days of receipt of Notice to Proceed (NTP). Period of performance for each task order will be variable based on scope of work issued within each task order. Period of performance will be based on a rate of dredging and placing 7,500 cubic yards per day plus 10 days to allow for mobilization, and an additional 3 days for each required move from one shoal to the next shoal.

2.SAFETY REQUIREMENTS

The Contractor shall comply with the provisions of EM 385-1-1. If the Contractor is a currently accepted participant in the Dredging Contractors of America (DCA)/United States Army Corps of Engineers (USACE) Dredging Safety Management Program (DSMP), as determined by the DCA/USACE Joint Committee, and holds a current valid Certificate of Compliance for both the Contractor Program and the Dredge(s) to be used to perform the work under this contract, the Contractor may, in lieu of the submission of an Accident Prevention Plan (APP),

• make available for review, upon request, the Contractor’s current Safety Management System (SMS) documentation,

• submit to the Contracting Officer the current valid Company Certificate of Compliance for it’s SMS,

• submit the current dredge(s) Certificate of Compliance based on third party audit, and submit for review and acceptance, site-specific addenda to the SMS as specified in the solicitation.
