SECTION 35 31 19

SUBAQUEOUS COVERS

PART 1 GENERAL

1.1 DESCRIPTION OF WORK

This section includes requirements for placement of subaqueous covers within the dredging area. Two discrete covers are required; one for potential cover in the dredging area after dredging is complete and one to cover contaminated sediment that is not removed as part of this contract.

1.2 REFERENCES

Not used.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

• Subaqueous Covers Work Plan; G.

SD-03 Product Data

• Coarse sand or equivalent; G

• Stone Aggregate; G.

PART 2 PRODUCTS

2.1 COARSE SAND

Coarse sand shall have a D50 >= 1.2 mm and 0 percent passing the No. 200 sieve. The sand shall not contain fine particles that could results in increases in turbidity in the surrounding water column during placement.

2.2 AGGREGATE

Aggregate shall have a D50 >= 7 in. and 0 percent passing the No. 4 sieve.

The aggregate shall be washed stone to limit turbidity produced during placement.

PART 3 EXECUTION

3.1 SUBAQUEOUS COVERS WORK PLAN

The Contractor shall provide a Subaqueous Covers Work Plan to the Contracting Officer, detailing the means and methods, as well as materials and equipment to be utilized as part of subaqueous granular material placement. This plan shall detail locations of respective cover types, sizes and quantities of materials, and any material substitutions the Contractor proposes for the

Section 35 31 19 Page 1

Atlantic Wood Industries Superfund Site February 2014 (rev May 2014) Dredging and Dredged Material Handling Portsmouth, Virginia plan. The plan shall include details of the sediment profile imaging (SPI) survey to be performed, including the qualifications of the SPI surveyor that document experience executing a minimum of 15 previous SPI surveys, SPI survey methodology, and content of the SPI survey report.

3.2 SAND SUBAQUEOUS COVER PLACEMENT

The Contractor shall place coarse sand in locations identified by the Contracting Officer following confirmatory sampling. These locations will include areas that have been dredged into marine clays (to provide a habitat layer) and may include areas with total residual tPAH concentrations greater than 45 ppm and less than 100 ppm (in lieu of additional dredging). The location is expected to include the majority of and possibly all of the dredged area within the Southern Dredging Area and a contiguous portion of the Northern Dredging Area approximately 300 feet from the Southern Dredging Area.

The Contractor shall place sand cover to a minimum thickness of 6 in. across the areas to be covered in accordance with the approved Subaqueous Covers Work Plan. Sand shall be placed by bucket or clamshell lowered through the water column.

3.3 STONE SUBAQUEOUS COVER PLACEMENT

The Contractor shall place aggregate in locations identified by the Contracting Officer during construction. The cover will be placed primarily on dredged surfaces where contaminated sediment is not removed as part of this contract.

The Contractor shall place an 8" thick layer of coarse sand over the in-situ sediment across the area to be covered. The Contractor shall then place aggregate to a minimum thickness of 14 in. over the coarse sand layer.

Aggregate and sand shall be placed by bucket or clamshell lowered through the water column. All work shall be in accordance with the approved Subaqueous Covers Work Plan.

3.4 SURVEYS AND CONFIRMATION

The Contractor, by means of pre-cover placement and post-cover placement multi-beam bathymetric surveys and the approved Survey Control Plan, as specified in Section 35 20 23 DREDGING, shall verify the placement of covers.

Bathymetric surveys shall be performed before and after Sand Subaqueous Cover placement, before and after coarse sand placement for the Stone Subaqueous Cover, and after placement of the aggregate for the Stone Subaqueous Cover.

The Contractor shall perform an SPI survey at a minimum of one location in each sampling grid shown on Drawing CN-103 in the Sand Subaqueous Cover area to demonstrate a minimum of six inches of clean sand cover placement in the placement areas. The Contractor shall perform an SPI survey at a minimum of one location in each sampling grid shown on Drawing CN-103 in the coarse sand layer of the Stone Subaqueous Cover area to demonstrate a minimum of eight inches of clean sand cover in the placement areas. The surveys shall include duplicate images at each location.
