SECTION 35 20 23

DREDGING

04/06

PART 1 GENERAL

1.1 DESCRIPTION OF WORK

The work specified under this section consists of the dredging of contaminated material from the Southern Branch of the Elizabeth River as indicated on the Contract Drawings, placing dredged material into a scow, and providing necessary barge positioning for offloading from and/or amending dredged material in the barge, if applicable. The work of this section continues with addition of Portland Cement and placement of the amended dredged material in containment areas as specified in Section 02 61 13

HANDLING OF CONTAMINATED MATERIAL.

The intent of design is to remove contaminated sediment from the river for on-site consolidation. Limit A sediment, containing higher concentrations of PAHs, shall be placed in Containment Area No. 1 after amending. The requirements for the placement of amended Limit A dredged material will influence the dredging sequence. Amended Limit B dredged material will be placed in Containment Area No. 1 or Containment Area No. 2 and will be used as surcharge for Containment Area No. 1. Debris shall be separated and sent to Stockpile Area A in Containment Area No. 2.

The Northern Dredging Area must be dredged to completion prior to dredging the Southern Dredging Area. Completion of the required surveys and confirmation sampling for the Northern Dredging Area may occur during dredging of the Southern Dredging Area to avoid downtime of the Contractor’s operation. Any additional dredging required in the Northern Dredging Area, as determined by confirmation sampling, must commence within 10 days of the Contracting Officer providing direction for the additional dredging.

Notify the Contracting Officer within 24 hours if contaminated material is discovered that has not been previously identified or if other discrepancies between data provided and actual field conditions are discovered. All sediment, debris, sheen or NAPL releases, resuspended sediment deposition, and removable obstructions within the Limit of Work shall be considered contaminated material to be addressed as part this Work.

1.1.1 Scheduling

Notify the Contracting Officer 14 calendar days prior to the start of dredging of contaminated material. The Contractor shall be responsible for contacting regulatory agencies in accordance with applicable reporting requirements and for coordinating Notice to Mariners.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

The pre-construction and post-construction hydrographic surveys shall be multi-beam surveys providing full coverage of the Dredging Limit and adjacent federal navigation channel and positioned according to horizontal and vertical site datum identified in the Drawings. In the event shallow areas are not attainable by multi-beam survey, provide single beam survey in those areas using procedures described in this specification section; the Contractor shall provide justification for proposed single beam survey limits to the Contracting Officer for acceptance. Refer to Attachment A – Dredging Survey Requirements at the end of this section for detailed requirements.

Section 35 20 23 Page 2

Due to the pre-construction survey representing the current condition at the time of work, the volumes of removal will likely be different from the Contract Documents. As such, the Contractor shall submit a working drawing to the Contracting Officer showing differences between the design bathymetric surface and the pre-construction bathymetric surface.

1.2.1.5 Pre-Construction Survey of Containment Areas

The Contractor shall perform a pre-construction survey of Containment Area No. 1 and No. 2. This can be accomplished with a combination of field-run survey and hydrographic survey as required by the water elevations in Containment Area No. 1. The proposed surveying methodology shall be described in the Survey Control Plan for review and approval by the Contracting Officer.

1.2.1.6 Dredging Plan

The Contractor shall prepare a Dredging Plan and submit for approval. The plan can be submitted as a portion of the Work Plan described in Section 02 61 13 HANDLING OF CONTAMINATED MATERIAL. The Dredging Plan shall include, but not be limited to, the following:

• Means and methods to achieve the dredging design (including slope dredging, dredging in the navigable channel, and dredging near structures) providing sufficient detail to demonstrate procedures have incorporated environmental protection, debris removal operations to avoid or contain turbidity plumes or sheens, protection of existing structures, spill prevention and containment, and all other requirements of the Drawings and Specifications.

• Dredging template to achieve design surface for just Limit A, and dredging template to achieve Limit A + Limit B (total vertical extent of the dredging design). Include slopes and dredging near structures.

Submit as both hard copy and electronic files (both pdf and AutoCAD Version 2010 dwg relative to horizontal and vertical datums). Provide Contractor’s volume estimate for Limit A (plus minimum overdepth into Limit B). Describe dredging sequence that will allow the placement of all Limit A dredged material in Containment Area No. 1. Contractor’s approach to achieving Limit A design elevations and minimize overdepth of dredging into Limit B material shall be reflected in the dredging template. The dredging template shall be a complete surface of the dredge area and separate surface for the overdepths. The dredge template shall include cross sections of areas of slope dredging on 25 ft spacing demonstrating the Contractor’s approach to achieve the design slope. In cases with Limit A lenses occur within Limit B, illustrate on sections and describe detail the approach for removing Limit A including the anticipated number of dredging “cuts” and geometry for removal.

• Perform volume calculations and include a table (like the example below) that illustrates the anticipated movement of contaminated sediment from dredging through placement in each containment area.

Section 35 20 23 Page 5

1.3 MATERIAL TO BE REMOVED

The material to be removed is generally described as contaminated silt, clay, sand, organic matter and debris. The locations and limits of the project dredging are identified on the Drawings. The Contractor (and subcontractors) shall familiarize themselves with the subsurface conditions at the site as provided in the Specification Appendices.

1.4 DEBRIS

The Government has knowledge of debris such as, but not limited to, concrete rubble, various metal, wooden piles, and concrete piles. Given the presence of this debris and the history of the site, wood and other debris in locations other than provided in “APPENDIX B – POTENTIAL DEBRIS INFORMATION” of these Specifications may be encountered during dredging. It is the responsibility of the Contractor to perform debris removal and handling when it is encountered during dredging.

Sunken vessels also were located within the area to be dredged as identified in Section 01 11 00, SUMMARY OF WORK, Paragraph 1.3.4. The sunken vessels were investigated and a report was produced (Panamerican Consultants, Inc.

2010) and in 2009, probing investigation of the PER shoreline was completed.

The remnants of the sunken vessels have been removed; however, the sunken barges broke up during removal and some remnant wood and metal pieces likely still exist. Approximate locations of remnants are shown on the Drawings.

The Government has no knowledge of other material of similar size or character. The following are additional requirements for debris removal:

a. Prior to dredging, remove any large debris within the areas of former structures that would impede dredging in the dredging area.

b. During dredging, if encountering clusters of debris, or large pieces of debris that affect the progress of dredging, the Contractor shall notify the Contracting Officer and may move to an adjacent area to continue dredging. The Contractor shall present a brief debris removal plan and expected duration to the Contracting Officer to obtain approval to remove the debris in accordance with the pay items in Section 01 22 00 MEASUREMENT AND PAYMENT.

c. The handling and transport of all segregated or screened debris (or removable obstructions) to Stockpile Area A in Containment Area No. 2 shall be incorporated into the Contractor’s Fill Management Plan. All coordination activities with Containment Area No. 2 contractor are incidental to the work and shall be identified in the Dredging Plan.

d. A grapple, articulated fixed arm hydraulically closing bucket, or comparable equipment shall be assumed for debris removal encountered during dredging selected with intent to minimize turbidity and sheen.

A conventional clamshell bucket is allowable under the contract for debris removal encountered during dredging, as long this is not the sole bucket planned for the project. The Contractor shall provide the means and methods for removal of debris within the Dredging Plan.

e. Debris encountered during the work (including any remnant debris from the sunken vessels) shall be removed from the water using equipment and procedures that minimize turbidity.

Section 35 20 23 Page 6

f. The Contractor shall collect, store, and transport floatable debris occurring in the river during dredging or present in Containment Area No. 1 to Stockpile Area A in Containment Area No. 2.

g. When debris is encountered during dredging, debris larger than 6 in.

shall be screened out of the dredged material prior to placement in the scow using appropriately configured screens, and segregated for transport to Stockpile Area A in Containment Area No. 2.

1.5 QUANTITY OF MATERIAL

The total estimated amount of material to be removed from within the specified limits, including side slopes, but excluding overdepth, is found on the bid schedule. The quantities listed are estimates only. The Contractor shall plan the work to complete the dredging specified with the design, whether the quantities involved are greater or less than those estimated.

1.6 OVERDEPTH DREDGING

Overdepth dredging and overdredging are equivalent terms in these Specifications. Any material dredged beyond the Limit A + Limit B dredging design surface elevations (predominantly formed by the base of Limit B) will not be part of the payable dredging or dredged material management quantity.

1.7 SIDE SLOPES

Dredging on side slopes shall follow, as closely as practicable, the lines indicated or specified for the design. Limit A contours depicted in the contract drawings are a guide only; actual dredging to remove this material is expected to include nominal overdepth. The Contractor shall submit the dredging template to achieve the required dredge slope elevations shown in the Drawings, plus Contractor’s anticipated overdepth, including a series of cross sections along the slopes spaced at 25 ft. Slope dredging shall be performed working from top of slope and proceeding to bottom of slope, and will avoid use of sloughing, box cuts, or similar to achieve desired slope geometry.

1.8 EXCESSIVE DREDGING

Material taken beyond the limits specified in the Paragraphs entitled:

"Overdepth Dredging" and "Side Slopes" may be designated excessive dredging by the Contracting Officer if the overdepth consistently exceeds 1 foot.

Excess dredging can be assigned a penalty at the Contracting Officer’s discretion over the affected area, as a deduction in dredging quantity equivalent to the excess in-place volume.

1.9 ENVIRONMENTAL PROTECTION REQUIREMENTS

Contractor shall refer to Section 01 57 20 ENVIRONMENTAL PROTECTION in conjunction with the Contract Documents for environmental requirements.

Prior to removal/dredging activities, the Contractor shall submit a shop drawing, for review and approval, that shows the proposed combination Turbidity Curtain/Oil Boom Enclosure to be utilized for contaminated material containment within the area to be dredged. Debris removal and dredging activities shall be performed in a manner that will limit spills, contaminant

Section 35 20 23 Page 7 migration, and the potential for contaminated material to be mixed with uncontaminated material.

The Contractor shall provide and maintain during the life of the contract, any other necessary environmental protective measures. The Contractor shall also provide environmental protective measures required to correct conditions, such as oil spills, that occur during the dredging operations.

Comply with Federal, State, and local regulations pertaining to water, air, and noise pollution as coordinated through the Contracting Officer.

1.10 EQUIPMENT REQUIREMENTS

The following equipment requirements are considered incidental to the work of dredging and the listed equipment shall be available on site:

a. Contractor shall assume a grapple or comparable equipment for debris removal activities both prior to and during dredging.

b. Contractor shall use mechanical dredging methods using approved mechanical dredging bucket. This shall include both an environmental level cut bucket and a conventional clamshell bucket (the design intent for this bucket is dredging in areas of mixed sediment and debris) in the contract price and both shall be immediately available for use on the dredge barge – the Contractor shall provide adequate space and means of secure storage of idle bucket while not in use. Additionally, the Contractor shall have a contingency plan to bring in additional buckets or store additional buckets on site in the event of damage to the primary dredging bucket in active use.

c. A mechanical excavator bucket with hydraulics for complete bucket closure is permissible for dredging slopes or areas of mixed sediment and debris provided the equipment allows for adequate reach to achieve design elevations.

d. Environmental buckets shall have lips and seals in a state of repair such that they are watertight when filled to nominal capacity.

Evidence of this condition shall be demonstrated at any time during dredging and failure to maintain a leak free environmental bucket will be cause for the bucket's removal from service. Repair, replacement and lost time shall be at the Contractor's expense. The bucket will be sized to achieve an efficient filling pattern or bite depth relative to its open footprint and to minimize the cycles of bucket raising and lowering to accomplish the removal of material. Overfilling environmental buckets is not allowed. Environmental buckets shall provide a level cut during bucket closure to result in a relatively uniform surface over the dredge area. Environmental buckets shall be instrumented to signal the operator if incomplete closure has occurred due to debris or other factor to allow the crane operator to open the bucket and reattempt rather than raising a partially opened bucket through the water column. A shop drawing of the bucket proposed for use detailing dimensions in the open and closed position and indicating the plate thickness and overall weight of the bucket shall be submitted for approval by the Contracting Officer.

e. The operator shall have a computerized positioning system for his use in control of the dredge's excavation pattern and sensors to ensure full

Section 35 20 23 Page 8 bucket closure. Vessel positioning shall utilize RTK-GPS for the dredge barge and dredge bucket positioning. Software and display systems that show and record the bucket pattern throughout the dredging cycle and indicate the coverage area of the bucket footprint are to be installed and used. The system shall be capable of supplying digitized information as specified by the Contracting Officer for use in review of the dredging operations. Provide access for the Contracting Officer to monitor the dredging operator’s performance by viewing the positioning system display real-time from the crane cab or equipment cab upon request.

f. Scows or barges used for the dredging, transport, and decanting operations shall be watertight. The Contractor shall inspect all scows and material handling barges that will store and transport dredged materials for leaks once equipment is brought to the site. Any repairs necessary to maintain water tightness shall be made prior to its use.

The Contractor shall facilitate access for the Contracting Officer to inspect empty scows and material handling barges upon request. Any leaks in these barges that occur during construction will be promptly repaired by the Contractor.

g. Overflow of the barge hopper or coamings is prohibited. Scows shall be securely moored with a minimum of dual point anchor systems, integral spuds, or spud stake barges such that the location and orientation of the barge remains as moored and does not swing about a single mooring point. This shall apply to all barges. If spudding barges cause water quality exceedances upon anchoring or movement, the Contractor shall be prepared to switch to line anchoring at no cost to the Government.

h. All manned equipment shall be supplied with two way radio communication, fixed or portable, capable of transmitting and receiving on marine hailing and emergency channels 13 and 16 as well as two additional contractor-designated working channels.

i. All equipment shall have installed and utilize day shapes and lights as required by the latest version of United States Coast Guard regulations.

1.11 ONSITE CONDITIONS AND CHARACTER OF MATERIALS

Bidders are expected to examine the site of the work, including the containment areas and decide for themselves as to the conditions affecting their operations. It is the Government's position that sufficient information has been provided in the Contract Documents to enable the Contractor to establish the type and quantity of material to be removed.

However, prior to bidding, the Contractor may, at his discretion and expense, conduct additional investigations to further determine conditions at the site.

1.12 CONTRACTOR QUALIFICATIONS AND DREDGING OPERATOR QUALIFICATIONS

Provide corporate qualifications demonstrating minimum of 5 years of environmental dredging and contaminated sediment management. Volume calculation of the material dredged shall be performed by a licensed surveyor and/or professional engineer using a methodology that most accurately results in the actual quantity of material removed. The proposed

Section 35 20 23 Page 11 methodology shall be described in the Survey Control Plan for review and approval by the Contracting Officer. If a discrepancy is found between the volume calculated by the Contractor and the volume calculated by a Quality Assurance check, the Contracting Officer will utilize the Government's volume calculation(s) as the basis for payment.

3.3 CONTAMINATED MATERIAL REMOVAL

Areas of contamination shall be dredged in accordance with the Contract Drawings. During removal/dredging activities within the Southern Branch of the Elizabeth River, environmental monitoring shall be conducted as outlined in Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION.

If turbidity monitoring results exceed the defined criteria presented in Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION, the Contractor shall stop work and notify the Contracting Officer. The Contractor shall evaluate the condition of the environmental controls and report the results of the turbidity evaluation to the Contracting Officer. Any deficiencies in the environmental controls shall be addressed. With the approval of the Contracting Officer, work may be resumed and turbidity monitoring shall be performed after work has restarted.

In the event that environmental monitoring results continue to exceed the defined criteria presented in Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION, the Contractor shall stop work and notify the Contracting Officer.

The Contractor may propose additional environmental controls to meet the defined turbidity criteria during work activities.

3.4 WATER QUALITY MONITORING DURING DREDGING

Water quality monitoring will be performed by the Contractor as described in the Drawings and in Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION.

Compliance with water quality monitoring criteria is considered incidental to the work, and may require changes in dredge production rate, changes in dredge location within the dredging area temporarily, use of sediment resuspension control methods such as additional turbidity curtains, combinations of the above measures, and/or other mitigations as described in the specification.

3.5 CONFIRMATION SAMPLING AND ANALYSIS

Confirmation sampling shall be performed in accordance with Section 02 32 00

ENVIRONMENTAL SAMPLING.

3.6 INTERIM AND FINAL APPROVAL OF DREDGED AREAS

Two types of approval of dredged areas will be used for the project, which are interim and final. Interim and final approvals will only be granted for entire dredging grids as defined on the Drawings. Additionally, approval of the river bottom elevations of the federal navigation channel is required after all dredging is complete.

3.6.1 Interim Approval

Interim approval of a dredging grid may be requested by the Contractor when the grid is more than 300 feet from areas subject to disruption by the Contractor’s operations (including dredging, spudding of barges, anchoring

Section 35 20 23 Page 12 vessels, propeller wash, etc.). This distance may be reduced to 100 feet if the Contractor installs and maintains a turbidity curtain - oil boom (refer to Drawing CN-501) between the grid to be approved and the work area subject to disruption. The Contracting Officer will grant interim approval of grids based on the verification that dredged surface elevations have achieved the design elevations in the Contract Drawings, as follows:

• Limit A – verification to be provided by Contractor-supplied graphical output from Hypack (or approved equivalent) dredging software showing both plan and section views demonstrating that the lateral and vertical extent of dredging has achieved design elevations across the entire grid.

• Limit A + Limit B — verification to be provided by Contractor-supplied single-beam or multi-beam hydrographic survey demonstrating that the lateral and vertical extent of dredging has achieved the total (Limit A + Limit B) design elevations across the entire grid.

3.6.2 Final Approval

Interim approval of dredged grids is required before final approval will be given by the Contracting Officer. Final approval of Limit A requires interim approval of dredged elevations only – the Contractor shall achieve the design elevations of Limit A for this approval.

Final approval of Limit A + Limit B requires interim approval of dredging design elevations based on the hydrographic survey, in addition to the following activities:

• Perform multi-beam hydrographic survey and submit x,y,z data as elevations on a drawing with overlay of dredge grids, dredging limits, and essential base map information to facilitate timely review and approval by the Contracting Officer;

• Redredge any areas that have not met design elevations;

• Perform confirmation sampling and analysis in accordance with Section

02 32 00 ENVIRONMENTAL SAMPLING;

• Submit an amendment to the Dredging Plan for additional dredging required by the confirmation sampling results;

• Dredge additional volume of contaminated sediment; and

• Perform multi-beam hydrographic survey to confirm additional dredging has met required elevations.

3.6.3 Federal Channel Approval

Upon final approval of all dredging grids, the Contractor shall complete the post-dredging hydrographic survey of the federal navigation channel adjacent to the Dredging Limits. The Contractor shall compare the pre-dredging and post-dredging surveys and identify areas where the post-dredging survey is more than 3 in. above the pre-dredging survey. The Contractor shall dredge sediment in those identified areas to pre-dredging elevations and amend the

Section 35 20 23 Page 13 sediment and place it in the containment areas. The Contractor shall complete another post-dredging hydrographic survey in the areas where additional dredging was performed to confirm that the required material has been removed.

3.7 GOVERNMENT INSPECTION

The Government will inspect the work, keep records of work performed, and ensure that gages, targets, ranges, and other markers are in place and usable for the intended purpose. The Contractor shall furnish, at the request of the Contracting Officer, boats, boatmen, laborers, and materials necessary for inspecting, supervising, and surveying the work. When required, provide transportation for the Contracting Officer and inspectors between the dredging plant and the shore.

3.8 CONDUCT OF DREDGING WORK

The Contractor shall perform all work in accordance with the sequence of construction defined in the Contract Documents. Conduct dredging work consistent with accepted standards of practice for environmental dredging of contaminated sediment. No dragging, sweeping, raking, leveling, or pot-holing while conducting dredging is permitted.

3.8.1 Interference with Navigation

Minimize interference with the use of channels and passages. The Contracting Officer will direct the shifting or moving of dredges or the interruption of dredging operations to accommodate the movement of vessels and floating equipment, if necessary.

3.8.1.1 Compensation for Interruption of Operations

If dredging operations are interrupted due to the movement of vessels or floating equipment, an adjustment in the contract price or time for completion, or both, will be made as provided by the contract and approved by the Contracting Officer. The Contractor shall notify the Contracting Officer of any known ship movements that will affect dredging operations based upon coordination with the Navy and commercial users of the Elizabeth River.

3.8.2 Lights

Each night, during dusk hours and between sunset and sunrise and during periods of restricted visibility, provide lights for floating plants, pipelines, ranges, and markers. Also, provide lights for buoys that could endanger or obstruct navigation. When night work is in progress, maintain lights from sunset to sunrise for the observation of dredging operations. Lighting shall conform to United States Coast Guard requirements for visibility and color.

3.8.3 Ranges, Gages, and Lines

Furnish, set, and maintain ranges, buoys, and markers needed to define the work and to facilitate inspection. Establish and maintain gages in locations observable from each part of the work so that the depth may be determined.

Suspend dredging when the gages or ranges cannot be seen or followed. The Contracting Officer will furnish, upon request by the Contractor, survey lines, points, and elevations necessary for the setting of ranges, gages, and buoys.

Section 35 20 23 Page 14

3.8.4 Plant and Equipment

Maintain the plant, scows, coamings, barges, and associated equipment to meet the requirements of the work.

3.8.5 Dredging Operations

a. If significant, unexpected debris is encountered, the Contractor shall perform debris removal as described in the Contractor’s Dredging Plan upon approval by the Contracting Officer.

b. The dredging will be carried out using the environmental bucket until the dredging template is achieved for Limit A + Limit B elevations or refusal of the bucket. If refusal occurs from the environmental bucket, the Contractor shall reattempt using the conventional clamshell in an additional pass over the area, at no additional cost to the Government.

c. The bucket shall be raised from the bottom at a reduced speed to minimize generation of a sediment turbidity plume at the dredging site.

The coamings and sides of the scow shall not be washed off during the dredging process except to prevent safety hazards to the personnel working on the scows.

d. Dredged material will be loaded evenly without large depressions in the material so as to facilitate the dewatering of the material in the scow.

e. The maximum scow load including free water shall not be higher than 2 ft below the coaming. No barge overflow is allowed.

f. Slope dredging may require a specialized environmental bucket, articulated fixed arm excavator (mechanical excavator with hydraulics providing bucket closure), or other similar equipment that can achieve the design elevations without dislodging sediment downslope of the bucket and creating sloughing failures or other uncontrolled movement of sediment from the point of dredging. The Contractor shall choose equipment, dredging procedures, and production rate to avoid sloughing of sediment below the bucket, avoid excess water entrainment compared to dredged material solids with each bucket, and avoid over-depth dredging. Slope dredging will occur from the top of the slope working to lower elevations and not by over-cutting the toe of slope to allow sloughing to meet final grade. Redredging or repair of destabilized slopes shall be performed by the Contractor at no cost to the Government.

3.8.6 Additional Dredging Methods Near and Under Structures

It is the intent of the design to remove contaminated sediment in proximity to existing structures (Offshore Sheet Pile Wall and South Norfolk Jordan Bridge Piers and potentially Navy Piers and the Navy Bulkhead). The Contractor shall remove contaminated sediment in close proximity to these structures using equipment necessary to supplement production dredging equipment which may have limitations with proximity due to crane configuration, bucket geometry, operator decisions, and other factors. The Contractor shall supplement production dredging equipment using smaller-sized sectional barges with long-reach excavation equipment or other methods to

Section 35 20 23 Page 15 remove sediment near the structures. Rubber-coated buckets may be necessary to adequately protect existing structures while dredging between pilings or near structures with protective coatings. No mooring or berthing to in-water structures is allowed unless protective measures approved in the Infrastructure Protection Plan are in place.

The Contractor shall coordinate with the Contracting Officer for approval to proceed prior to commencing work at each structure and to confirm offset dimension from structural elements for removal. Dredging near these structures shall occur only after production dredging has been completed in the vicinity of those structures.

3.8.7 Additional Dredging Methods in the Navigable Channel

To minimize disruption to shipping traffic, the Contractor is not required to use a turbidity curtain while dredging in the navigable channel or within 100 feet of the edge of the channel shown on the Drawings. Use of an oil boom is still required. The Contractor is required to meet the environmental protection standards defined in the Contract Documents whether using a turbidity curtain or not. The Contractor shall use an environmental bucket to the maximum extent practicable while dredging without use of a turbidity curtain.

Before dredging in areas without a turbidity curtain, the Contractor shall perform a full-scale prove-out of the dredging method (including sediment removal thickness and rate of bucket movement) to be used when dredging without a turbidity curtain. The prove-out shall be performed within another area to be dredged that is surrounded by turbidity curtain and shall be used to document that the proposed dredging method can meet the environmental protection requirements without use of a turbidity curtain. The prove-out shall include water quality monitoring readings 100 feet from the dredge as described in Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION. Based on the results of the water quality monitoring, the dredging method may require adjustment before it is utilized outside of the turbidity curtain.

3.8.8 Method of Disposal

Deposit dredged material into scows or barges. Maneuver barges carefully into position at the offloading location and bring into position with mooring lines. Dredged material shall be amended in scows/barges or offloaded and amended on land in accordance with Section 02 61 13 HANDLING OF CONTAMINATED MATERIAL, while maintaining all environmental protections described in the Drawings and Specifications. Notify the Contracting Officer when scows or barges are returned to the dredging area.

3.8.9 Method of Communication

Provide a system of communication between the dredge crew and the land-based crew. A portable two-way radio is acceptable.

3.8.10 Salvaged Material

Anchors, chains, firearms, and other articles of value that are brought to the surface during dredging operations shall remain or become the property of the Government and shall be deposited in Containment Area No. 2, as directed.
