STATEMENT OF WORK

1.0 DESCRIPTION

1.1 This contract shall apply to projects at Arlington National Cemetery. The term of the contract is limited to a one year base period and four 1-year option periods.

1.2 The Contractor shall complete all work under this contract in accordance with schedules that are established in each task order. Work will vary from project to project and will require extensive knowledge of construction and renovation projects. The types and numbers of submittals and dates and places for review meetings shall be established by each task order under this contract.

2.0 OBJECTIVE

This contract is intended to provide for cost effective responses to repairs, renovations, demolition and construction situations relating to, but not limited to: (a) Repair or expansion of parking structures to include: structural, drainage, driving surface (if separate from structural), signage, traffic controls, associated landscaping and site work; (b) New work, repair, or improvements to roads, pavement, outdoor assembly areas and walkways to include: concrete, flagstone, associated landscaping, utility relocations and improvements, drainage, soil erosion control; (c) New work, repair, or expansion of existing columbaria to include: landscaping, monumental natural stone, tuck pointing with Portland cement-based mortar, sealants, lighting and power, access walks, drainage; (d) Re-routing underground utilities including: water, sanitary sewer, electrical, drainage and storm sewers, natural gas, communications; (e) Building restoration in accordance with the Secretary of the Interior’s standards for Historic Preservation; (f) New work, repair or improvements to landscaping or construction approved by either the National Capitol Planning Commission or the Commission on Fine Arts; (g) Repair or expansion of office buildings or special use buildings including: HVAC, plumbing, structural, electrical, roofing and flashing, exterior envelope, fenestrations, architectural, finishes. The work may involve replacement in kind, renovation, repairs and modification work and/or new construction. It also may include incidental design and testing, and survey and abatement for lead based paint (LBP) and asbestos containing materials (ACM) and mold containing materials (MCM) as identified in the Task Order. Facility repairs, renovations and construction shall conform to the requirements of the technical criteria listed in the task order. This objective shall be achieved through the implementation of task orders issued under the terms of this contract for all of the herein described tasks or additional tasks described in specific task orders. The maximum size of single Task Orders is anticipated to be no more than $3 million.

3.0 SCOPE OF WORK

3.1 Work to be Done: The Contractor shall furnish all management, quality control, plant, labor, materials and equipment to perform all work in strict accordance with these specifications and specific task orders. The Contractor may be required to meet compressed schedules to deal with emergency or urgent requirements. Facilities will be identified in each task order. Work will vary from project to project. Since the Cemetery will be in full operation, the Contractor shall be required to minimize interference with the daily operation of the Cemetery, the scheduled funerals, the visiting public, and the families of those buried here.

3.1.1 Preparation of an Accident Prevention Plan and/or a Site Specific Health and Safety Plan, and a Quality Control Plan, will be required as part of each task order.

3.1.2 The Contractor shall provide professional design or engineering services when required by the Task Order. This IS NOT the primary focus of this contract. If a task order is not fully designed, the Contractor shall complete the design and construct the work. The level of design effort required will be identified in the individual task order requirements.

3.1.3 When site visits are made by the Contractor to assist in the determination of the work scope or to gather information for the purpose of preparing a proposal, they are considered “ordinary” visits.

“Ordinary” site visits are considered a normal cost of doing business, and no additional task orders or compensation will be made for them. In unusual situations where the determination of the scope of work or problem definition cannot be determined by an “ordinary” site visit, incidental facilities assessment, testing or diagnostics by professional personnel may be required. For example, if demolition of an existing facility is required to uncover areas of asbestos, lead paint, or mold contamination is required to determine conditions in a space with limited accessibility or in order to establish a reasonably well defined scope of work, a task order under this contract may be used to accomplish investigation and testing.

3.1.4 Reports, surveys, and written analysis of findings will be required and will be identified by task order.

3.1.5 The Contractor shall be familiar with and work shall conform to codes governing the construction of facilities as set forth in each task order.

3.1.6 Coordination:

3.1.6.1 The Contractor will be required to coordinate work with the Contracting Officer’s Representative (COR), the Cemetery Facility Engineering staff, and the staff of any occupied facilities, as well as other Contractor’s personnel that may be providing services on the Cemetery.

The Contractor will also be required to coordinate with the Utilities on the Cemetery for Power, Water, and Sewer.

3.1.6.2 The Contractor’s Site Supervisor and the COR shall hold weekly coordination meetings for the duration of the work period for each Task Order.

3.1.7 Safety:

3.1.7.1 The Contractor shall comply with Corps of Engineers Manual EM-385-1-1, and other safety requirements as specified herein or in specific Task Orders.

3.1.7.2 The Contractor shall establish a comprehensive safety program which shall consist of engineering, education, training, and enforcement of safety standards. All equipment and facilities shall be maintained in accordance with safe engineering practices. In general, safety engineering involves controlling the work situation to minimize safety hazards.

3.1.7.3 The Contractor shall be responsible for planning, organizing, implementing and managing a Safety Program that complies with regulatory directives; accident prevention and control; safety education and promotion; accident investigation, analysis, and reporting; and coordination in support of occupational health and sanitation.

3.1.7.4 During the execution of a Task Order, the Contractor shall conduct a monthly safety meeting for all employees. These meetings shall be documented and maintained on file by the Contractor.

3.1.7.5 The Contractor shall become familiar with and comply with the Cemetery and OSHA established policies and procedures relating to Lockout/Tagout and Confined Space Entry Program.

3.1.8 Building Security:

3.1.8.1 The Contractor shall be provided with access to all areas when required to perform work. If approved by the Cemetery, any keys provided to the Contractor shall not be removed from the premises of the facilities buildings, duplicated, or issued to any individual to be retained in his possession while not physically performing duties included in the task order. All lost keys shall be replaced at the Contractor’s expense. In the event that a master key is lost by Contractor personnel, the Contractor shall replace all keys and locks in that system. A keying scheme compatible with the remaining building lock system, and an equal number of keys existing in the old system, shall be provided at no additional cost to the Government.

3.1.8.2 Whenever areas are locked, Contractor employees shall not permit the use of keys in their possession by other persons for the purpose of gaining access to such locked rooms or areas; and likewise, Contractor employees shall not open locked rooms or areas to permit entrance by persons other than the Contractor’s employees in the fulfillment of their duties.

3.1.8.3 Upon the completion of their duties, Contractor personnel shall secure all utilities in occupied areas, unless otherwise coordinated with the COR. It shall be the responsibility of Contractor personnel observing open and/or unlocked windows in their respective work areas to close and secure such windows. Where difficulty is encountered in keeping areas locked or windows closed and locked, the COR shall be notified.

3.1.8.4 There are areas that require all personnel entering that area to sign a sign-in/sign-out sheet.

The Contractor shall comply with all Cemetery policies in these areas.

3.2 Responsibility: The above outline of the features of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, materials, and equipment required by the specifications, plans and drawings, as defined in the task order.

4.0 ORGANIZATION-RESPONSIBILITIES:

4.1 Responsibilities: The Contractor shall be responsible for fulfilling the requirements of all Task Orders awarded. The Contractor shall also be responsible for meeting the following requirements:

4.1.1 Administration. The Contractor shall establish a temporary project office, as required in individual task orders, coordinate the location and points of contact with the COR. Space on the Cemetery grounds is exceptionally limited and office trailers will in most cases not be possible.

4.1.2 Reports and Correspondence. The Contractor shall be required to prepare reports and correspondence as required by the Contract Clauses, Additional Contract Clauses, and by the individual task orders.

4.1.3 Employee Identification. The Contractor shall coordinate with the Cemetery Security Personnel to obtain approval of Identification Badges for each employee. All Contractor employees must wear the badge in a visible location at all times while working on the Installation. Vehicle access to the Cemetery shall be as defined in each Task Order.

4.1.4 Environmental Compliance: The Contractor is responsible for knowledge of and compliance with all applicable U.S. and State of Virginia environmental laws, regulations, and programs as well as those of the Cemetery that relate to the performance of this contract or individual task orders.

4.1.5 Staffing:

4.1.5.1 The manpower and staffing requirements for work will vary. The Contractor shall employ adequate manpower capabilities to perform the functions detailed in each task order.

4.1.5.2 Contractor’s Representative. The Contractor shall execute the work under the direction of a Contractor’s Project Manager approved by the Contracting Officer. All work shall be accomplished with adequate internal controls and review procedures which will eliminate conflicts, errors and omissions, and ensure the technical accuracy of all output.

The Contractor shall comply with all Cemetery security regulations.

9.0 PUBLIC AFFAIRS

The Contractor shall not publicly disclose any data generated or reviewed under this contract. The Contractor shall refer all requests for information concerning site conditions to the COR for comment.

10. OUTLINE OF THE TASK ORDER PROCESS

10.1 Step 1. Project Identification and Prioritization

10.1.1 Typical projects using this process will include utility upgrades, streets, parking lots and parking structures, facility renovations, and the repair or replacement of facilities or real property equipment.

10.1.2 The award of this Solicitation in addition to previously awarded contract(s) may result in two or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts which contain duplicative scopes of work in for the Norfolk District, Corps of Engineers. The Government reserves the right to consider pre-existing IDIQ contracts and/or award additional contracts that are comparable to the defined scope of this contract. These additional IDIQ Contractors, in accordance with the terms of their contracts, may be considered for Task orders along with the Contractors selected under this Solicitation.

10.1.3 When determining a Contractor’s eligibility for award of task orders among all of the contracts available to the Government, the Contracting Officer will consider such criteria as: (a) The quality of the performance of the Contractor(s) under the current and/or past ID/IQs; (b) The Contractor's or Contractors' current capacity to accomplish the task order in the required time; (c) Uniquely specialized experience for specialty type requirements; and (d) Pricing history and other relevant factors.

10.1.4 The Contractors will be given a fair opportunity to compete for task orders, unless the Contracting Officer determines:

a. An urgent need exists, and seeking competition would result in unacceptable delays,

b. Only one Contractor is capable at the level of quality required because the requirement is unique or highly specialized,

c. A sole source acquisition is in the interest of efficiency and economy as a logical follow-on to an order already completed, or

d. To satisfy contract minimum award obligations.

10.2. Step 2. Statement of Work and Request for Proposal

10.2.1 The Contracting Officer will provide a Statement of Work and a Request for Proposal ("RFP") to the Contractor(s).

10.2.2 The Contractor(s) will visit the project site with the Contracting Officer and/or other Government representatives and may support project scope of work development by performing a site survey or a facility assessment. The Government and/or Contractor(s) will prepare or discuss a project budgetary estimate at this time to verify the estimate used in the project approval document.

10.2.3 Statement of Work.

10.2.3.1 The Government may issue a Statement of Work which is less than a fully designed project, and will require the Contractor(s) to furnish professional design services to develop the scope of work to a level sufficient for the Contractor(s) to understand and be able to price the actual work. No separate payment will be made for such efforts which are required as part of Task Order proposal preparation.

10.2.3.2 The Government may furnish the Contractor(s) a Statement of Work in sufficient detail of design development to be able to accurately price the work, using normal estimating and take-off procedures. The Contractor(s) may have to visit the site and/or perform normal measurement surveys and calculations or standard extensions to Government furnished designs. No separate payment will be made for such efforts.

10.2.3.3 Design-Build Statement of Work.

10.2.3.3.1 For projects estimated to cost less than $1,000,000, the Contractor(s) may, or may not, be required to submit preliminary designs or other technical information to show a general approach to the final project. For projects in excess of $1,000,000, the Contractor(s) will be required to submit preliminary designs or other technical information. The extent of design or the information required to be submitted for review and evaluation will be outlined in the RFP. The design or technical submittals typically include a general methodology for performing the work (work plan), floorplans, exterior elevations, technical narratives, single-line diagrams, catalog cuts of major equipment, and manufacturers’ installation requirements. The level of detail will vary, depending upon the complexity of the project. The proposal design or technical information will not be a 100% complete set of plans and specifications.

10.2.3.3.2 The Contractor(s) will submit the above information in response to the RFP, and the information will be evaluated as defined in the Task Order.

10.2.3.3.3 If task orders are issued under this contract that involve design-build work, the special contract requirements included at Section 7300 of the solicitation will apply to those task orders.

10.2.3.4 Fully Designed Project Statement of Work.

When the Statement of Work is a complete design package, no design or other technical information will be required.

10.2.4 Request for Proposal. The KO will request proposals from the Contractor(s) to execute the project.

10.3. Step 3. Proposal Preparation and Negotiation

10.3.1 The Contractor(s) will submit proposal(s) for execution of the task order. No separate payment will be made for the cost to prepare, submit and/or negotiate a task order proposal. The proposal(s) will be evaluated and/or negotiated either as sole source actions, or competitive actions if two or more Contractors are competing for a task order.

10.3.2 Contractor(s) shall respond to the RFP within the number of calendar days stated in the RFP.

In the event a Contractor is unable to submit a proposal or offer in response to an RFP, the Contractor shall notify the Contracting Officer in writing.

10.3.3 Competitive Proposal Submissions and Evaluation.

10.3.3.1 When an RFP is issued under the competitive process, the Government intends to select the proposal that is most advantageous and responsive to the Government’s needs, price and other factors considered. The “other factors” to be considered include, but not limited to, preliminary design, technical information, past performance on earlier task orders, including quality of work, timeliness, safety, or other factors that the Contracting Officer determines to be relevant to the task order. It is anticipated that most design-build task orders will be evaluated considering technical quality to be more important than price, within the construction cost limitation set forth in each Task Order.

10.3.3.2 Each RFP will describe the criteria to be utilized in evaluating task order proposals. The determination of the successful Contractor for a design-build task order will be as follows:

10.3.3.2.1 An evaluation system will be employed by the Government to evaluate the technical and performance factors, and to rate each proposal. The results will be documented by the Contracting Officer.

10.3.3.2.2 Technical Quality will normally be weighted more heavily than the other factors, however, there may be instances where the technical quality becomes equal in importance with price.

10.3.3.2.3 The RFP will describe the manner in which the proposed prices are to be submitted. This will normally be lump sum and/or unit prices for Bid Items designated in the RFP. The Government reserves the right to obtain breakdowns of the proposals, in the event discussion of prices are required in order to resolve differences between the proposals and the Government’s estimate. Such price discussions, normally, will be conducted with all Contractors that are competing on the same Task Order. However, a Contractor may be excluded from discussions, in the interest of efficiency and timeliness of the award of a task order, if their price is so unreasonable that it will have little or no chance of becoming competitive.

10.3.4 Sole Source Proposal Submission and Negotiation.

10.3.4.1 When a sole source action is selected, a detailed proposal is to be submitted in response to the RFP. The proposal will be prepared as follows:

(a) The Contractor shall prepare their task order proposal in the same format described for modifications under the Contract Clause, Modification Proposals-Price Breakdown. The Contract Line Item Prices (CLINs) included in the Task Order shall serve as the basis.

(b) Prices for construction equipment shall be based on the Contractor’s costs in accordance with the Federal Acquisition Regulations, Part 31, Paragraph 31.105(d)(2).

(c) The Contractor shall provide copies of their proposed subcontractors' proposals as part of their proposal for a Task Order. Except as provided below, each subcontractor shall prepare its proposal in the same detail and format as required from the Contractor in Paragraph (a), above.

(d) Except for professional design services, the Contractor may provide copies of competitive quotes from subcontractors, in lieu of providing a detailed subcontractor proposal with separately identified labor, material, equipment costs and markups. Adequate competition may normally be assumed when there are at least three independent quotes. The Contracting Officer may allow two quotes, upon request of the Contractor, prior to submission of the Task Order proposal in extenuating circumstances. Subcontractors shall provide quotes in reasonable enough detail for the Government and the Contractor to be able to accurately confirm the scope of services and materials included in the quote. The Government reserves the right to require a detailed breakdown of a proposed subcontract proposal or quote, if necessary to determine its reasonableness.

(e) If professional design services are included in a task order (i.e., design-build), a separate CLIN for design services will be included in the Task Order. Prices shall include all costs to the Contractor, such as direct salary costs, all insurance, taxes, workmen’s compensation and other benefit costs, all A/E firm overheads, profits and other costs for professional services. No additional costs/markups from an A/E firm to the Contractor on any other CLIN will be allowed.

(f) The Contractor must support its proposal by necessary documentation to indicate that adequate planning to accomplish the requirement has been done. The proposal must have adequate detail for the Contracting Officer to analyze to determine fairness and reasonableness in accordance with FAR Subpart 15.4, CONTRACT PRICING.

(g) Time for submittal of the Contractor's proposal will be as indicated in the Task Order.

(h) In accordance with FAR Subpart 15.4, the Contractor's proposal for any task order exceeding $550,000 is subject to the requirements of the Truth in Negotiations Act ("TINA"). The Contractor shall submit "Cost or Pricing Data" to support all non pre-priced items in the proposal, unless a waiver under the above cited FAR provisions applies. The Government may audit a proposal subject to

TINA.

10.3.4.2 Upon receipt of the Contractor's proposal, the Government will review the proposal for completeness and for fairness and reasonableness.

10.4 Step 4. Award of Task Order.

10.4.1 Upon conclusion of evaluations and/or negotiations, the Contracting Officer will issue a Firm, Fixed-Priced task order. Each task order will include, as a minimum, the following information:

(a) The task order date.

(b) Contract and task order numbers.

(c) The task order Contractor's evaluated or negotiated proposal and amount(s).

(d) Task order price and performance requirements (duration).

(e) Liquidated Damages rates.

(f) Any other pertinent data.

10.4.2 In accordance with FAR 16.505(a)(7), no protest under FAR 33.1 is authorized in connection with the issuance or proposed issuance of an order under a task order contract, except for a protest on the grounds that the order increases the scope, period or maximum value of the contract.

10.5 Step 5. Repair, Construction or Design-Build.

10.5.1 After the task order award the Contractor develops project specific quality control (QC) and safety plans, and the parties conduct a post-award (pre-work) conference at the site. The Government will issue the task order Contractor a specific “Notice to Proceed” with the task order to perform the construction/repair/renovation, or design-build work.

10.5.2 The task order Contractor will then proceed with the work in accordance with the Statement of Work, or definitized design. The COR will provide the on-site contract administration and quality assurance of the task order Contractor. The COR will review and accept the work and certify the task order Contractor’s payment invoices.

10.5.3 Modifications to task orders will be priced using the same method by which the Task Order price was established. Pricing of modifications will be in accordance with the Federal Acquisition Regulations, part 31, "COST PRINCIPLES AND PROCEDURES."

10.6 Step 6. Turnover and Closeout.

10.6.1 The final step will be the acceptance of the project by the Government, turnover to the Installation and closeout of the project task order. Deliverables to the customer will include O&M documentation and manuals, O&M training, warranty information, and as-built drawings.

10.6.2 In accordance with FAR 36.201, the Contractor's or Contractors' performance will be evaluated upon completion of each task order of $500,000 or more; at the end of the base contract period; and at the end of each option period. Interim evaluations may be prepared at any time during contract performance when determined to be in the best interests of the Government. The individual task order evaluations will be prepared by the COR, with Contracting Officer approvals required for any ratings of Marginal and Unsatisfactory (Interim and Final) and Outstanding (Final). The base year and option year evaluations will be prepared and approved by the Contracting Officer.

1. OVERVIEW

1.1 The Government is looking for ways to streamline construction, manage labor and other resource constraints in an effort to reduce costs and achieve an aggressive schedule in executing task orders to meet the needs of Arlington National Cemetery. In this selection procedure, interested firms or joint venture entities (referred to as ”Offerors”) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the construction contract resulting from this solicitation. The Government will evaluate the qualifications in accordance with the criteria described herin and will short-list approximately no more than five (5) of the Phase 1 offerors to compete for the contract in Phase 2.

1.2 In Phase 2, the short-listed offerors will submit proposals in accordance with Section 00 22 20. In Phase 2, the short-listed offerors will be evaluated based on the additional evaluation criteria contained in Section 00 22 20. This procurement contemplates the initial award of a task order for a project whose specifications will be defined as part of an amendment to this solicitation.

2. GENERAL INSTRUCTIONS

2.1 Proposals should be submitted in Phase I on the most favorable terms from a capability standpoint. Do not assume that offerors will be contacted or afforded an opportunity to clarify, discuss or revise their proposals.

If the Offeror is a joint venture or limited liability corporation provide experience information demonstrating the experience of each proposed entity as is relevant to their proposed role in this procurement. Submit projects that are currently well underway (designed and at least 50% construction progress completed) or completed and turned over no more that five (5) years preceding the date of this Solicitation. If any firm has multiple functions or divisions, limit the project examples to those preformed by the division or unit submitting the offer or by the team member. The Offeror shall submit not less than three (3) projects nor more than five (5).

4.2.1.1 The offeror’s specialized experience will be considered relevant to the Government’s requirements per this solicitation based upon: scope and type of work, magnitude, and complexity compared to the following list. The work contemplated in this procurement will include the following features:

(a) Repair or expansion of parking structures to include: structural, drainage, driving surface (if separate from structural), signage, traffic controls, associated landscaping and site work.

Offeror may describe design-build experience on other type projects. The above information is limited to projects that are well underway or that have been completed and turned over no more than the past five years preceding the date of this solicitation. Provide no more than five pages of supplemental narrative information for specialized experience.

4.2.2 EVALUATION CRITERIA:

4.2.2.1 The following extent of experience elements are in order of relative importance (not separately rated):

(1) Prime/construction Construction contractor (most important)

(2) Design firm(s) and subcontractor design consultants ( important)

4.2.2.2 The Government will evaluate the extent of recent, relevant experience of the prime contractor and design firms Offeror in design, construction or design-build construction projects. , as relevant to their role in this procurement. The Government’s evaluation will assess the extent of the relevancy and breath of the Offerors’ experiences as measured against the range of project features listed in paragraph 4.2.1.1 above. If the design will be accomplished in-house, rather than by subcontract, then the design element of specialized experience will still be evaluated, realizing that the work is being done in-house.

Experience on the relevant projects identified in the project Specialized Experience Forms lists will receive more consideration than experience provided in the supplemental narrative.

The Government may place greater importance on projects performed as a prime contractor than as a subcontractor, depending upon overall role and relevancy considerations. Federal Government project experience will not be rated inherently more important than non-Federal Government project experience.

4.2.2.3 The Offeror must submit the requested information to demonstrate a record of recent, relevant experience in both design and construction of the types of work listed (which can include similar state or local government or private counterparts) in this solicitation.

Recent experience includes projects well underway (see above criteria) or those completed and turned over within five (5) years of the solicitation issue date for this RFP for design or construction experience. Joint Venture partners should each demonstrate experience commensurate with their role on this project or explain in the supplemental narrative how their experience qualifies them for their role on this project.

4.2.2.4 The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Corps of Engineers Construction Contractor (or Architect-Engineer) Appraisal Support System (CCASS/ACASS), other DOD or Government appraisal systems or to interview owners or references. The Government may check any or all cited references to verify supplied information.

4.2.2.5 The Offeror and its proposed design firm(s) shall demonstrate a history of recent, relevant experience. Relevant experience of proposed key personnel alone will not be sufficient to demonstrate a firm’s specialized experience.

4.2.2.6 The Government will consider extent of recent experience, degree of relationship of such experience to this project, demonstrated familiarity with applicable codes and local conditions. Some examples of relevancy to this project may include, but not be limited to:

(1) Number, size, type work, complexity, location

(2) Dates (well under way or completed no more than 5 years preceding date of this Solicitation)

(3) Firm's Offeror’s role and extent of work self-performed (brokering out all work and simply “pouring the sidewalks” on a cited project are examples of less relevant experience)

4.2.2.7 Previous design-build experience is not necessary to be eligible for award, but the Government may consider previous D-B experience a strength, even if the experience is on different type projects than this project. Similarly, the Government may consider previous recent teaming experience among the team members as value added, even if on different type design and/or construction projects than this project.

4.2.2.8 The Offeror Prime Contractor or design firms, if design is not to be self-performed, must demonstrate qualifications and experience in sustainable design. The Government will evaluate the Offerors’ experience on projects that have achieved US Green

Building Council’s LEED certification or project experience on completed design-build projects that were validated as having achieving LEED Silver rating or higher. Additional consideration will be given if both the Prime and its design firms demonstrate qualifications and experience on LEED projects. The Government will evaluate the Offerors’ experience with work approved by the National Capitol Planning Commission (NCPC), or approved by the Counsel on Fine Arts (CFA), or compliant with the Secretary of the Interior’s Standards for Historic Preservation (SIHP). Additional consideration may be given where both the prime contractor and its designers constructors and designers demonstrate qualifications and experience on real property work approved by the NCPC or CFA, or where both the prime contractor and designers demonstrate work in compliance with the SIHP.

4.3 TAB C – PAST PERFORMANCE

4.3.1 SUBMISSION REQUIREMENTS:

Past performance refers to relevancy of the experience provided by the offeror to the Government, and quality of recent project experience from the owner’s perspective. The Offeror shall provide customer reference name(s), company affiliation and current phone numbers, as well as other information indicated on the “Company Specialized Experience” forms. If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer. Additional past performance examples may be submitted for consideration on any other member of a Teaming Arrangement that will perform a major or critical aspect of the project. Projects cited shall be currently well underway (fully designed and at least 50% construction progress completed) or construction substantially completed within five (5) years preceding the date of this solicitation. The Government may contact and interview the points of contact and reserves the right to interview other individuals acting for the listed reference, if the listed reference is not available. See the sample questionnaire shown at Attachment 9. The Offeror may briefly provide information on problems encountered on identified projects and any corrective action. In addition to the references provided under TAB B, Specialized Experience, provide no more than five (5) additional references on completed Company Specialized Experience forms.

4.3.2 EVALUATION CRITERIA:

4.3.2.1 Elements to be considered under Past Performance in relative order of importance (not rated separately):

(1) Relevance

(2) Confidence

4.3.2.2 The Government will perform a confidence assessment, considering the degree of success of the team's recent (well under way or turned over no longer than five (5) years preceding the date of this solicitation) relevant experience. See explanation of “well underway” and “relevant” under the Factor “Specialized Experience”. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance. The Government will assess it’s confidence level that the offeror will successfully complete the work. If any firm has multiple functions or divisions, the Government will only evaluate past performance of the division or unit submitting the offer or by the team member. Owners/references may be asked to comment on items such as quality of design or construction, timeliness, management of the work, subcontractor management, including timely payment to subs or suppliers, safety, relations between owner and designer or contractor, level of support for such things as as-built documentation, O&M manuals, training, correcting design or construction errors, warranty work, etc. (see the interview form at Attachment 9). The Government will not release the interview forms to the Offeror at any time, in order for the Government to solicit candid, unbiased interview comments. The Government places a higher value on projects, which document successful outcomes and are supported by outside source confirmation including, but not limited to, telephone interviews with points of contact identified in the proposal, CCASS/ACASS or other agency performance databases, offeror furnished references, or personal knowledge. The Government may place a higher value on projects which demonstrate successful completion of projects approved by the National Capitol Planning Commission, or Counsel on Fine Arts, or compliance with Secretary of the Interior’s standards for Historic Preservation . The Government’s evaluation is not limited to past performance information on the cited example projects.
