About this file
This is a Question and Answer (Q&A) document addressing clarifications for a mobile dental equipment procurement dated 24 August 2026, with a prior Q&A dated 13 August 2026.
The Government is procuring mobile dental equipment delivered via FOB Destination to a mobile container with no on-site installation or hookup required; the dental section will conduct on-site testing after receipt. Instrumentation requirements are limited to handpieces only per mobile set, with no consumables included; anesthetic syringes, cartridges, and other materials will be procured separately through the class VIII program. The specification references a "Triton" Restorative Dental Delivery System but accepts brand-name-or-equal products; offerors proposing equal products must clearly demonstrate in their technical proposal how their product meets or exceeds the salient physical, functional, and performance characteristics outlined in the "SPECs Mobile Dental Equipment" document. The Government will not accept rental or lease arrangements and requires outright purchase of Government-owned assets. Delivery timelines allow 60 to 90 days for the complete system including military shipping cases. DoD Unique Item Identification (IUID) marking and MIL-STD-129 labeling may be completed by the prime contractor, subcontractor, or qualified third-party service provider; however, the prime contractor remains solely responsible for ensuring strict compliance with DFARS 252.211-7003 and MIL-STD-129 standards prior to Government acceptance, with all data properly registered in the IUID Registry.

QUESTION AND ANSWER (QA), dated 24AUG2026
1. Installation/Site Requirements: The solicitation identifies this as a procurement with FOB Destination delivery terms, but does not explicitly address installation, site hookup (electrical/water), or functional check-out at the destination. Could you confirm whether the contractor's responsibility is limited to delivery to the destination dock, or whether on-site installation, connection, and/or functional testing is also required?
These are too in a mobile container, with no on-site installation or hook up necessary. The dental section will conduct on site testing after receiving equipment.
2. Instrumentation Scope: The 13 AUG 2026 Q&A confirmed that instrumentation must include handpieces, anesthetic syringes, and materials. Could you clarify the specific quantities and consumables expected per unit, and confirm whether anesthetic cartridges/drugs themselves are included, or only the delivery devices (syringes)?
No consumables, the only instrumentation will need to be hand pieces. All else will be purchased through class VIII program.
3. Brand Name Requirement: Section C references the "Triton" Restorative Dental Delivery System, while the attached Specification Sheet describes only generic component-level specifications without naming a brand. Could you confirm whether "Triton" is a strict brand-name requirement, or whether a brand-name-or-equal product is acceptable? If equal products are acceptable, could you identify the salient characteristics offerors must match?
Brand-name-or-equal products are acceptable. Because Brand Name Justification and Approval (J&A) does not apply to this requirement, offerors may propose "equal" products. To be considered for award, any proposed equal product must meet or exceed the salient physical, functional, or performance characteristics outlined in the attached document, "SPECs Mobile Dental Equipment." Offerors proposing an equal product must clearly demonstrate in their technical proposal how their product meets these specified criteria.
4. In the Q&A, the Government confirmed that instrumentation must include “handpieces, anesthetic syringes, and materials.” Could you please clarify the specific anesthetic syringes and materials required, including quantities?
We just need handpieces for each mobile set.
5. Does the 60-working-day delivery requirement apply to the complete system including the military shipping cases?
We do aloud 60 – 90 days for delivery
6. May the required DoD IUID marking and MIL-STD-129 labeling be completed by the prime contractor or a qualified third party prior to delivery?
Yes. The required DoD Unique Item Identification (IUID) marking and MIL-STD-129 labeling may be completed by the prime contractor, a subcontractor, or a qualified third-party service provider.
Regardless of the party performing the physical application, the Prime Contractor remains solely responsible for ensuring that all markings and labels strictly comply with DFARS 252.211-7003 (Item Unique Identification and Valuation) and MIL-STD-129 standards prior to Government acceptance. All data must be properly registered in the IUID Registry as required.
