About this file

This is a Question and Answer (Q&A) document providing clarifications on a federal contract solicitation for UHF mobile base stations and portable handsets dated across three periods: July 30, 2026, August 11, 2026, and August 18, 2026.

The solicitation is structured as a Total Small Business set-aside under NAICS 334220 and requires equipment supporting APCO Project 25 (P25) Phase 2 Trunking operations. Key technical requirements include: transmit power of 400mW configurable to a hard minimum of 50mW; digital modulation using 8PSK with specific emission designators (20K0D7W for digital encrypted talk groups with AES256, 20K0F3E for UHF Search and Rescue communications, and 16K0G1D for emergency GPS beaconing via AIS); and analog modulation capabilities (11K2F3E for BST35 equipment and 20K0F3E for MP50 equipment). Equipment must support either conventional analog FM or P25 standards provided all other technical specifications are met. Small business nonmanufacturer/resellers may submit offers under the Nonmanufacturer Rule (13 CFR § 121.406 and FAR 52.219-33) if they comply with all conditions, including maintaining no more than 500 employees, being primarily engaged in retail/wholesale trade, and supplying end products from domestic small business manufacturers. All offerors must be registered in SAM.gov and certified as small businesses under NAICS code 334290.

QUESTION AND ANSWER (QA), dated 30JUL2026

1. Please confirm whether the required UHF mobile base station and portable handsets are intended to support:

• Conventional analog FM,

• APCO Project 25 (P25), or

• Either provided all other technical specifications are met?

Either option would work provided all other technical specifications are met.

QUESTION AND ANSWER (QA), dated 11AUG2026

1. CLIN 0001 specifies a transmit power of 400mW configurable to 50mW. Can you confirm whether the 50mW minimum power output is a hard requirement, or whether a minimum configurable output of 250mW would be acceptable?

50mW is a hard requirement. This allows us to adjust for the mission set to lower the power, if necessary, if we require lower emission.

2. CLIN 0001 specifies modulation 8PSK/16QAM. Can you confirm the required emission designators or whether this requirement is specific to P25 Phase 2 Trunking operation?

The digital phase shift key modulation allows for the use of the Trunking system. QAM is not a requirement, but it allows for faster more dense transmissions.

3. Is this for a P25 Phase 2 Trunking application? Can you tell us what emission codes it needs to support?

Yes.

BST35 uses digital 20K0D7W and analog 11K2F3E MP50 uses digital 20K0D7W and analog 20K0F3E and GPS 16K0G1D 20K0D7W – Allows for digital talk groups communication encrypted with

AES256

16K0G1D – Allows for emergency GPS beaconing and dissemination through AIS 20K0F3E – UHF to allow comms through Search and Rescue 11K2F3E – Standard narrow band FM VHF/UHF

QUESTION AND ANSWER (QA), dated 18AUG2026

1. The solicitation is a Total Small Business set-aside under NAICS 334220 and states that wholesaler NAICS codes are not acceptable. Please confirm whether a small-business nonmanufacturer/reseller may submit an offer for the specified OEM equipment if it is registered in SAM under NAICS 334220 (or another permitted similar manufacturing NAICS) and otherwise complies with the applicable small-business/nonmanufacturer requirements, or whether the Government requires the prime offeror itself to physically manufacture the equipment.

To confirm, a small business nonmanufacturer/reseller may submit an offer for the specified OEM equipment, provided the offeror complies with the Nonmanufacturer Rule (13 CFR § 121.406 and FAR 52.219-33, as applicable)

While the prime offeror does not need to physically manufacture the equipment, they must meet all conditions of the Nonmanufacturer Rule. This includes having no more than 500 employees, being primarily engaged in the retail/wholesale trade of these items, and supplying the end product of a domestic small business manufacturer (unless an SBA waiver applies).

The offeror must be registered in SAM.gov and certified as a small business under the assigned NAICS code (334290). Please ensure all certifications are accurately reflected in your SAM.gov profile and in your quotation submission.
