About this file
This is a Question and Answer (Q&A) document dated 30 July 2026 addressing a single clarification regarding technical specifications for UHF communications equipment.
The document clarifies that UHF mobile base stations and portable handsets may support either conventional analog FM or APCO Project 25 (P25) digital standards, or either technology, provided all other technical specifications are met. This response indicates the government is flexible on the modulation standard and will accept proposals using either analog or digital technology as long as the remaining contractual requirements are satisfied.
