QUESTIONS AND ANSWERS FROM 640TH AV UPGRADE SITE VISIT
1. Where did the current room description and specification documents come from, or who is responsible for the design based on these documents?
ANSWER: The RTI S6 built the room description and specifications.
2. Mr. Toone mentioned that an older VTC CODEX end points where visible in the conference room, is VTC to be consider in the design response?
ANSWER: The VTC hardware will stay (as-is). The new system should be able to tie into the visual/audio.
3. If VTC is to be apart of this upgrade, will new CODEX’s need to be procured or will the current
Tandberg devices need to be reused?
ANSWER: We would like to keep the existing VTC hardware.
4. Now or in the future will any of this environment require SIPR connectivity protocols be implemented?
ANSWER: No SIPR will be required now or in the foreseeable future.
5. The award is based on what contract vehicle, CHESS/ITS-2H,3H, CTS IDIDQ, or is it straight fair and open contract award?
ANSWER: The award will be based on Best Value Tradeoffs with evaluation factors of technical, past performance, and price. Technical and past performance will be rated higher than price. These requirements were set-aside for small businesses only and will be a firm-fixed price contract.
6. What was the reason for breaking do each room or space in to three separate solicitation request?
ANSWER: The reason for separating the 3 rooms in to 3 separate solicitations was because there was a thought that the volume of this requirement would classify it as a system and any system exceeding $250k would need to be procured with a different type of funds, which the unit does not have. After speaking with my supervisor though, I firmly believe this should be one requirement under one solicitation, not 3. One bid for all 3 solicitations will suffice though.
7. Based on the current BOM and the possibility of changes to this request, the due date of August the 9th is a concern. Can we request a two-week extension on all three requests?
ANSWER: I have already extended the solicitations for an additional 2 weeks until 20 Aug 2018.
CONFERENCE ROOM
1. We have 16 HDMI inputs from the table cubbies, one from a Blu-ray player. Do we need one or two from the VTC system (single/dual)?
ANSWER: No
2. Do we need to send video to the VTC or does it just use its camera?
ANSWER: Cameras only
3. Are we required to replace the audio amplifier or can we use existing?
ANSWER: The amplifier should be replaced in order for the new technology to work with it.
4. Can you confirm that the speech from this room is to be available in the other rooms? If this is the case what is the concept of management i.e. who enables it?
ANSWER: Visual and audio should work on a network based system. The user will need to enable it in order to use it. We need the functionality built.
5. Can you provide more details on the existing cable cubbies. If there is a manufacturers part number that would be great.
ANSWER: I don't have any details on existing cable cubbies.
6. In the original specification it mentions a 3.5mm audio extract from the associated HDMI input.
What might this be for?
ANSWER: This was in there to convert the analog to HDMI, but it will not be needed since all hardware is being upgraded to digital.
MULTI-PURPOSE ROOM
1. We have already asked for the screen size. Can you provide the actual part number; older screen fabric does not work with 4K it produces hot spots and rainbows so it might need to be replaced?
ANSWER: I don't have the dimensions of the screen, but vendors are welcome to come measure it. The existing screen is not HD quality and will not be replaced at this time
2. Can you provide the part number and locations of the existing speakers? We need these to calculate amplifier power and number of channels needed to produce clear speech in this rather difficult space.
ANSWER: Answer: I will see what I can do on this one. I need to get a lift to check the actual speaker
3. In the same vein the spec suggests 2X 500W amplifier. That seems small for such a large room but with the speaker type and floor area we can calculate.
AUDITORIUM
1. Please confirm it is 11 HDMI inputs plus Blu-ray and VTC as in conference room.
ANSWER: Correct. We are doing the first row only
2. Do we need to send video to VTC system?
ANSWER: No
3. Can you provide more details on the cable cubbies in the front row? If there is a manufacturers part number that would be great.
ANSWER: I have no details on cable cubbies
4. The present screen dimensions and the distance to the projectors would be useful. What is the height of the room?
ANSWER: Vendors will need to come take their own measurements
5. Are we required to replace the audio amplifier or can we use existing?
ANSWER: Replace to work with digital system
6. Can you confirm that the speech from this room is to be available in the other rooms? See above.
