This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR
Subpart 12.6 supplemented with FAR part 13 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W911YN-16-T-1000 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular FAC 2005-79. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $18 M. This requirement is a 100% small business set-aside and only qualified offerors may submit quotes. The Government intends to issue a firm fixed price contract for the acquisition of KP Services in accordance with the attached Performance Work Statement.
Funds are currently available. Quotations must be good for one month after the closing postdate. QUOTES
MUST BE ALL OR NONE. PARTIAL AWARDS WILL NOT BE MADE.
Quotes due by: 2 May 2016 @ 9:00 A.M. EST
Place of Performance: 14300 Fang Drive, Jacksonville IAP, Florida, 32218.
Period of Performance: 1 base year 5/1/2016 – 4/30/2017, with 4 option years thereafter. SERVICE IS FOR
ONE WEEKEND (TWO DAYS) EVERY MONTH, SCHEDULE IS ATTACHED IN PERFORMANCE
WORK STATEMENT.
Site Visit: 7 APRIL 2016 at 10:00am EST at the 125FW, 14300 Fang Drive, Jacksonville IAP, Florida, 32218.

Award will be made to the lowest priced offeror with acceptable past performance history for a service of a similar type and magnitude. Past performance will be rated on a pass/fail criteria.

QUOTE PREPARATION INSTRUCTIONS:
To assure timely and equitable evaluation of Quotes, Offerors shall follow the instructions and Sections A&B above and contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors shall clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:

FAR 52.204-7 System for Award Management (SAM)(Jul 2013)
Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.
FAR 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the
Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the
Contractor within 60 days.
FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 180 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years 6 months.

DFARS 252.203-7996 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality
Agreements (DEVIATION 2016-O0003)(Oct 2015)
(a) In accordance with section 101(a) of the Continuing Appropriations Act, 2016 (Pub. L. 114-53) and any subsequent FY 2016 appropriations act that extends to FY 2016 funds the same restrictions as are contained in section 743 of division E, title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub.
L. 113-235), none of the funds appropriated (or otherwise made available) by this or any other Act may be used for a contract with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to
Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
When submitting a quote it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFQ, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The quote should not simply rephrase or restate the Government's requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements.
