W911YN-16-B-0001 LSGA112029 Repair Vehicle Maintenance Bld 1007

Q1. The LEEDs system is primarily dictated by the design. Does the project meet all of the LEEDS prerequisites?

A1. This project is not pursuing LEED Certification, per Spec section 01 11 00, 1.6, it is the intent to apply sustainable principles and practice through design construction and operation of the facility.

Q2. Which LEEDs credits are being pursued?

A2. None, See response to Q1.

Q3. Several credits require the designer to perform calculations showing the design/specified systems exceed certain standards (ASHRAE, for example) and to show the design will save a certain percentage of energy over a standard design – Have the calculations been performed? If so, please issue them.

A3. See Response to Q1.

Q4. The minimum energy performance prerequisite requires either a whole building energy simulation or prescriptive compliance with ASHRAE 50% advanced energy guide, or prescriptive compliance with advanced building core performance guide. Which of these have been performed?

A4. See Response to Q1

Q5. No dedicated areas accessible to waste haulers and occupants for the collection and storage of recyclable materials is shown. This is a prerequisite. Please indicate these areas.

A5. See Response to Q1

Q6. Have the calculations needed to demonstrate compliance with the minimum indoor air quality performance requirement been done? Please issue the calculations.

A6. See Response to Q1

Q7. The specifications do not meet the minimum requirements of the LEEDs Commissioning Prerequisite.

Please advise.

A7. See Response to Q1

Q8. Section 01 50 00 2.2.3b requires fencing around the entire project site. Where this will be a partially occupied building, is fencing other than around open excavations and laydown area required?

A8. No, fencing around open excavations and laydown areas is sufficient, as long as all OSHA requirements are complied with.

Q9. Specifications list a Superintendent and QCM, but do not mention a SSHO. Is a SSHO required and can the superintendent perform all three functions?

A9. The spec reads that the QCM can be the Superintendent. USACE Manual 385-1-1 leaves it up to the contract and coordination with local SOH Office to determine if SSOH can also be the “supervisor” (Superintendent). The local safety officer has made a determination that the Superintendent cannot also be the SSOH.

Q10.

- Specification section 01 11 00 Paragraph 1.8.1 (Utility Outage Requests and Utility Connection Requests) states, “Utility outages and connections required during the prosecution of work that affect existing systems…shall be scheduled outside the regular working hours or on weekends.”

- Specification section 01 14 00 Paragraph 1.2.3 (Work Outside Regular Hours) states, “Work outside regular working hours requires Contracting Officer approval…If approved by the Contracting Officer, the Government shall be compensated for all additional personnel or services it must perform to accommodate such work.”

- Is it the Government’s intent that all outages are to be scheduled after normal working hours and that we should plan to compensate the Government?

A10. No, that is not the Governments intent. The Government will require utility outages to be scheduled outside regular working hours. All work outside regular working hours requires the Contracting Officers approval. The contractor will not be required to compensate the Government for such scheduled work.

Q11. Specification section 01 32 17 (Cost-Loaded Network Analysis Schedules) requires a designated scheduler with a resume outlining extensive experience preparing schedules using Primavera software. Please clarify that Primavera P6 and an experienced scheduler is a requirement for scheduling this project. Similar projects currently being bids at the same location do not require this level of scheduling complexity and experience.

A11. Primavera P6 and associated experienced scheduler are not required. A CPM schedule will not be a requirement. See solicitation Attachment 2, paragraph 10, for WORK PROGRESS AND

PREPARATION OF PROGRESS SCHEDULES AND REPORTS.

Q12. Specification Section 01 50 00 Paragraph 3.2.3 (Meters and Temporary Connections at Job Trailers) states that the Contractor is responsible for paying monthly power bills for temporary power. Please confirm.

A12. Power and water are provided by the government at no cost to the contractor so long as strict conservation is observed.

Q13. Specification Section 07 24 05 (Exterior Finish Systems) is included in the project specifications, however there appears to be no reference on the project drawings to installing Exterior Insulation and Finish System (EIFS).

Please clarify.

A13. This specification is for Exterior Finish Systems (EFS) not, Exterior Insulation and Finish Systems (EIFS). Sheet A-201 indicates the area of the building to receive a new stucco finish.

Q14. Your Solicitation # W911YN-16-B-0001 includes FAR clause 52-208-9 – Contractor Mandatory Sources of Supply or Services. As a point of clarification, does this clause include all items in the Federal Procurement list including but not limited to items in section 08 0710 00 Door Hardware?

A14. This clause would cover any item, but is included particularly for door hardware. If hardware offered on the Procurement List maintained by U.S. AbilityOne Commission meets the requirements of the contract then the contractor would need to abide by the clause. The Procurement List is found at http://www.abilityone.gov/procurement_list/.

Q15. In relation to the asbestos abatement required for Building 1007, please confirm that the only asbestos removal required for the renovation is for the black mastic in Room 709 and the cementitious window panels for 23 windows.

A15. No, the Asbestos labeled Pipe located in the outside electrical room is categorized by NESHAP as Regulated Asbestos Containing Material. If there is a plan to renovate within or near this room the asbestos must be removed prior to renovation by a licensed asbestos contractor.

Q16. I can find no reference to using Johnson Controls for Building 1007, although Johnson Controls systems are used on base. Are Johnson Controls specified for this project?

A16. Johnson Controls are not required. All controls to be local stats.

Q17. On page E-103 Panel “7A” panel schedule shows that the panel is rated at a 225 Amp panel with a 150 amp main, but the riser diagram shows it at 400 Amp?

A17. Panel 7A is to be a 400amp with 400 amp main breaker.

Q18. On page E-103 Panel “7A” panel schedule shows (3) 20 amp single pole breakers for the air compressor Note 5 calls for (1)150 amp 3 pole breakers. The same is for panel “7D” note 5 states (1) 100 amp 3 pole breaker instead of(3) 20 amp single poles?

A18. Panel 7A change the (3) 20/1P for air compressor to one 150A/3P. Add 100A/3P for panel 7D feeder.

Q19. Panel “7A” is sitting on top of metal fabrication. Is this to remain or go away?

A19. Contractor may retain it for ease of replacing or extending existing circuits or remote it at their option so long as all circuits originating from below grade are re-terminated in new panel.

Q20. Panel “7A” schedule is not showing a breaker to feed the Bus Duct. This would add another 225 amp 3 pole breaker to panel “7A”?

A20. Add 3 pole 225 amp breaker to panel 7A to re-serve bus duct.

Q21. Who is responsible of doing the speaker, sound and paging system?

A21. This question is unclear without specific references to drawings/specs. It is not clear if this question is meant to be answered by a potential prime contractor..

Q22. It is stated that the disconnects for motor starters are going to be supplied by division 15 (Mechanical Contractors). If you can confirm this because in past jobs we have supplied them.

A22. This appears to be a question to a potential sub/supplier to a prime. The government does not stipulate how a prime contractor divides work/supplies.

Q23. In our visit today to the job the Florida National Guard representative for the projects stated that Fire Alarm and Communications may be done in house. Can you please confirm?

A23. The government is unaware of any conversations between attendees of the site visit and base personnel. All work covered by the drawings and specifications is to be completed by the contractor unless specifically stated otherwise.

Q24. Is attic stock required on ceramic floor and wall tile, porcelain tile, and carpet?

A24. Yes, the percent or amount of “extra material” is indicated in each specification.

Q25. Is there an asbestos survey available for bldg. 1007?

A25. Yes, see appendix in specification following Division 31.

Q26. Specs Division 23 08 00 refer to a Commissioning Agent. Please confirm if the contractor is responsible for hiring a third-party Commissioning Agent as part of the scope of work for Building 1007.

A26. Contractor is responsible for hiring third party agent.
