SCOPE OF WORK

This project will be a replacement of the mechanical drive system, excluding the motor (prime mover), used to operate the four (4) filling and emptying tainter valves on the MacArthur Lock. The replacement includes, but is not limited to: strut assembly, strut arm, strut arm shaft, sector gear, counter shaft pinion, counter shaft gear, jack shaft pinion, jack shaft gear, reducer shaft pinion, speed reducer (worm gear), stuffing box, and associated shafts, keys, and bearings. There may also be some electrical wiring upgrades. The larger gears will be manufactured in sectionalized parts and put together at the valves since access to the area is limited.

SECURITY REQUIREMENTS

A. All personnel employed by the contractor in the performance of the services specified in this contract or any representative of the Contractor entering the work area shall conform and comply with all applicable U.S. Army Corps of Engineers, facility access, security policies and procedures. (Provided by government representative). All personnel and vehicles are subject to search upon entry, exit and within the confines of the facility.

B. Clearance of Personnel: All Contractor and Sub-Contractor employees are required to have a National Agency Check (Fingerprint Check) with favorable adjudication prior to their being able to enter the work site. The Contractor will be responsible for working with the COR to submit all required paperwork for each employee to the Security Office prior to initiation of the background investigation.

C. Clearance of Personnel: All contractor and Sub-contractor employees are required to have a NCIC check prior to their being able to enter the work site. NOTE: contractors requiring access to areas containing systems or components of Supervisory Control and Data Acquisition (SCADA) require a separate and more extensive security background check, which is explained in paragraph (E). Any contractor employee who will enter any facility on this installation to include (but not limited to) Buildings, Operational Shelters, Lock Galleries or the Deep Service Tunnel will have access to the SCADA system. The only excepted facility is the first floor of the Administration Building to attend meetings. It is the contractor's responsibility to determine if access to a facility is needed in time to comply with the requirements, if needed.

D. The contractor should expect a return on NCIC results within 72 hours, at which time the Security Office will make a determination and if favorable, the Government can issue the contractor an access card. The contractor will be responsible for working with the COR to provide the information for a NCIC check. The contractor must provide the following information for every employee entering the work site:

1. Name: (Last, First MI (Jr./Sr.)

2. Business Name

3. Driver's License Number

4. State of Issue

5. Expiration Date of Driver’s License

6. Date of Birth

7. Citizenship, i.e. U.S., Canadian, Mexican, etc.

Should any employee’s NCIC check come back negative, that particular employee will not be permitted to enter the work site. It is the contractor’s responsibility to replace any workers not permitted on the worksite. Exclusion or expulsion of an employee resulting from a negative NCIC report shall not result in an increase in the contract amount.

E. Contractors will will be entering areas containing systems or components of Supervisory Control and Data Acquisitions (SCADA). All contractor and subcontractor employees working under this contract who require access to areas containing systems or components of SCADA shall, at a minimum, be subject to a Personnel Security Investigation with Fingerprints. Contractors that have a commercial or government entity (CAGE) Code and Facility Security Clearance through the Defense Security Service shall process the National Agency Check (NAC) and forward visit requests/results of NAC to the Detroit District Security Office. SCADA is located in every interior facility and gallery on the facility except the 1st floor of the administration building and the 1st floor of the Davis building. For those contractors that do not have a CAGE Code or Facility Security Clearance, the Detroit District Security Office will process the investigation in coordination with the contractor and contractor shall initiate the process for site access by following the instructions listed below, within 15 days of requiring access to the worksite:

• Coordination for fingerprints, at no cost to the contractor, is to be conducted with the Detroit District Security Office at (513) 684-2698 or Joanne.Rutledge@usace.army.mil. The contractor should expect a return on fingerprint results within (10) working days, at which time the Security Office will adjudicate and make a determination and if favorable, the Government can issue the contractor an access card.

• The Security Office will also require from each employee working under this category to complete and sign an OF-306, Declaration for Federal Employment form as well as a completed PSIP Pre-Investigation Information Sheet before the background investigation can be initiated. These will be made available electronically from the Security office. The Point of contact for OF-306 and PSIP forms is Joanne Rutledge at (513) 684-2698 or Joanne.Rutledge@usace.army.mil.

• After the background investigation is initiated by the Security Office, the contractor employee must follow up and complete the E-QIP online questionnaire within 5 business days of receiving the instructional email from the Personnel Security Investigation Portal Center of Excellence. It is extremely important that the contractor understand that illegible information provided to the Security Office will cause delay to the process. The Point of contact for this process is Joanne Rutledge at (513) 684-2698 or Joanne.Rutledge@usace.army.mil.

• A negative background investigation (NAC) or a contract employee’s failure to complete the online questionnaire in a timely manner may result in the exclusion or expulsion of contractor employees from the site as determined by the Detroit District, Chief, Security & Law Enforcement. Exclusion or expulsion of a contractor resulting from a negative background investigation (NAC) shall not result in an increase in the contract amount.

F. The contractor may complete Government furnished fingerprint cards at a local police station for each employee that will be working at the project location. The cost for the fingerprinting is the responsibility of the contractor. The completed fingerprint cards shall be provided to the Security Office. The preferred method recommended by the Government, at no cost to the contractor, is to complete an electronic fingerprint submission with the Soo Locks Facility Security Officer (FSO). FSO Point of contact is Starr Gallegos at 906-635-3465.

G. The contractor should anticipate the fingerprint cards to take approximately 24 days and the electronic finger prints to take approximately 8 business days for adjudication. These are estimates only actual times may vary. The template for the list will be provided to the contractor at the Preconstruction conference. The list shall be submitted prior to 1400 at least 24 hours prior to an individual requiring site access.

J. Facility Access: 24 hour per day 7 day a week access to the facility is through the unmanned automatic parking lot gate (Gate 4 Foot of Ashmun St.). This requirement does not apply to activities conducted on personal time from spaces that are accessible to the general public. Federal, state, and local laws, codes, and regulations apply.

M. Exclusion or Expulsion from the Site ‐ A negative background investigation (NAC) may result in the exclusion or expulsion of Contractor employees from the site as determined by the Detroit District, Chief, Security & Law Enforcement. Additionally any failure to observe the security rules will also result in the potential exclusion or expulsion of Contractor employees from the site. Exclusion or expulsion of an employee resulting from a negative background investigation (NAC) or the failure of an employee to observe the security rules shall not result in an increase in the contract amount.

The SSEB will not rate an offeror that lacks recent, relevant past performance favorably or unfavorably with regard to past performance. However, the SSA may determine that a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in this best value tradeoff source selection.

C. EVALUATION APPROACH

All proposals shall be evaluated by the Source Selection Team (SST).

1. The overarching evaluation approach for all Factors and Subfactors is as follows:

a. Adequacy of Response. The proposal will be evaluated to determine whether the offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the RFP and PWS. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission sections for each Factor.

b. Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices, techniques, and procedures. The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.

2. Additional evaluation criteria is established below for specific Subfactors that will be in addition to the adequacy of response and feasibility of approach.

Any rating of unacceptable for any Subfactor will result in an overall rating of unacceptable for that Factor

2. Volume I – Technical Proposal

FACTOR I: TECHNICAL CAPABILITY

The Technical Capability evaluation will consider an Offeror’s Capabilities, technical approach, the qualifications of key team members, and other considerations as described in the Subfactors. If the Offeror does not assume all roles in this contract, then the Offeror must clearly demonstrate that its major subcontractors have the relevant technical experience for the role they are assuming of the scope and complexity required in the Specifications. For the purposes of this SSP/Requirement, major subcontractors are defined as the machinery component fabricator subcontractor and precision installation and alignment subcontractor members of an offeror’s overall team. The Subfactors are described below:

FACTOR I, SUBFACTOR I: QUALIFICATION OF KEY TEAM MEMBERS

The Government expects that each key team member in your proposal will be the individual performing work under the contract and will be directly involved in onsite work during the project. The Prime Contractor must employ the following key team members: The Project Manager, Site Superintendent, Site Safety and Health Officer (SSHO) and Contractor’s Quality Control System Manager and Additional Quality Control team member if applicable. All key team members experience will be evaluated in comparison to projects similar in scope to this project’s plans and specifications.

At a minimum, include data on the following for the required key members of the project team:

Project Manager: The Contractor’s Project Manager shall have either (1) an engineering degree and 5 years’ experience as a Project Manager, or (2) 10 years’ experience as a Project Manager. Under both circumstances, the Contractor’s Project Manager shall demonstrate a minimum of 5 years’ experience with the development of detailed and accurate construction sequencing schedules.

Site Superintendent: The Contractor’s Site Superintendent shall have a minimum of 10 years’ experience as a site superintendent.

Site Safety and Health Officer: The SSHO shall have a minimum of 5 years’ experience as an SSHO, and meet the qualifications criteria of Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, paragraph

1.6.1.1 Site Safety and Health Officer.

Contractor’s Quality Control System Manager: The CQC System Manager must be a construction professional, with a minimum of 10 years’ construction experience including a minimum of 3 years as the CQC Systems Manager, and meet the qualifications criteria of Section 01 45 00.00 10, paragraph 3.4.2.

Additional Quality Control Team: If the Prime Contractor will be using a subcontractor to perform the work for the precision installation and alignment of components such as bearings, bushings, gears, and shafts, section 01 45 00.00 10 may require the contractor to have a QC team member on site during precision installation and alignment work to perform the quality control. That individual shall have at least 3 years’ experience with work in precision installation and alignment.

An individual Key Team Member may not hold more than one key role. Because award selection will be partly based on this criterion, the Government shall approve the substitutions of key team members during the contract period. At a minimum, include data on the following for the required key members of your project team:

Submit for Evaluation:

Organizational Chart: The proposal shall include a simple organizational chart illustrating the Offeror’s organization, including the Prime Contractor and subcontractors. In addition, the proposal shall include a key team member organization chart that clearly depicts the key positions and the names of the personnel, their firm affiliations, and their job locations and their job/position title within the organization. The key team member organization chart must be consistent with the list of key team members.

Key Team Member Resumes: Each résumé shall clearly demonstrate the member’s credentials. Highlight how the members experience correlates with major features of work included in the plans and specifications.

Include proof of all requisite educational qualifications. Resume should be no more than three (3) pages per individual (not counting certificate photocopies, if such documents are necessary for proof of qualifications) and submitted in the required format: Resumes shall include the following:

Name/Title of Key Team Member

Proposed Duties/Functions for this project

Firm Affiliation/Years Affiliated

Years of Experience performing duties/functions as proposed for this project.

Education - Degree, Certification, Year, and Specialization

Active Registrations/Professional/Technical Licenses/Certifications

Specific Qualifications for this project

List at least 3, but no more than 5, relevant projects completed in the past 10 years or currently underway and at least 50% complete. Project references must include the following:

- Project Title & Location

- Duties/Functions

- Explanation of how the project is relevant to the proposed work

Proposals for which all key team members meet all minimum requirements and include key team members that possess experience beyond minimum requirements will be considered a strength. Proposals that specifically relate key team member experience to Statement of Work/Plans and specs will be considered a strength.

Evaluation Criteria:

In addition to the overarching evaluation approach for all Factors and Subfactors, The Government will evaluate whether the proposal contains a resume for each of the Key Team Members that clearly demonstrates the credentials of each person, including all areas specified in accordance with the criterion included in the scope of work. In addition, the Government will evaluate the organizational chart to assess the overall organizational structure including placement of key personnel at all levels for conformity to the scope of work criteria.

FACTOR I, SUBFACTOR II: Capabilities & Technical Approach Summary

Submit for Evaluation:

The offeror shall submit a narrative not to exceed ten (10) pages that details the company’s capabilities and technical approach to projects that involves fabrication of components such as bearings, bushings, gears, and shafts. Offerors narrative shall focus on the offerors or major subcontractor’s ability to:

1. Fabricate forged gears of steel material in accordance with AGMA standards.

2. Produce steel castings conforming to ASTM standards.

3. Complete “white metal” surface preparation as defined by Society for Protective Coating (SSPC) SP 5, and application of vinyl based coating systems.

The narrative will detail the companies approach to ensure 100% of the specifications of the design are accomplished to standard. The narrative shall include the company’s detailed approach to developing and implementing the Quality Control Plan, Accident Prevention Plan, Physical security plan, and Management plan.

Evaluation Criteria:

In addition to the overarching evaluation approach for all Factors and Subfactors, The Government will evaluate the Capabilities & Technical Approach to assess the strength of understanding of the project scope, fabrication, instillation and final testing of the project.

Documentation showing that the offeror, or its subcontracting partners, possesses the ability to achieve the requisite AGMA & ASTM standards shall be demonstrated in their narrative describing similar work, certificates, and licenses.

The Government will evaluate whether the narrative is realistic and demonstrates an understanding of the work requirements and reduces the risk associated with operation at the location and can be accomplished in the given work window. A narrative that demonstrates previous accomplishments in manufacturing sectionalized components of heavy industrial machinery will be considered a strength.

FACTOR I, SUBFACTOR III: Proposed Contract Duration and Preliminary Schedule

Submit for Evaluation:

Submit a proposed summary level schedule for construction. Schedules shall consist of a Gantt chart on a single American National Standard Institute (ANSI) D sheet. Font size shall be a minimum of 8 and legible. The proposed schedule will, after contract award, be replaced with a final schedule as required by Section 01 32

01.00 10 Project Schedule. However, the activities listed as binding below are required to stay as proposed. The schedules shall be task oriented, indicating the number of calendar days, after Notice to Proceed, by which milestones are to be achieved. Offeror may use a critical path or other method of his choice; however, schedules shall be graphically represented. The proposed project schedule shall reflect the proposed contract duration. The proposed schedule shall include at a minimum the following construction activities:

Contract Award Date Notice To Proceed Submittals and Approval for Long Lead items Mobilization (Describe equipment) Machinery Fabrication Started Pre-Lock Closure Activities Work on Lock Permitted Demolition Activities Machinery Shipped and Arrived at site Machinery Installation Greasing system Installation Electrical Installation Completion Date (Binding Date) Work commissioned and accepted by the government Site Clean-up, Demobilization Contract Completion Date

It is the Offeror’s responsibility to identify the sequencing of the above listed construction activities. The construction schedule shall be of sufficient detail to identify by trade the work that is to be completed along with the duration of the above listed activities.

Constraints: Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, weather, etc.). Clearly indicate the anticipated overall critical path activities on the schedule. Offerer shall also provide a 1 page narrative outlining any scheduling assumptions, risks, logistical challenges, or any other information that the Offeror deems to be critical to understanding the proposed schedule

Evaluation Criteria:

In addition to the overarching evaluation approach for all Factors and Subfactors, The Government will evaluate the proposed schedule for reasonableness. The length of the schedule should match the proposed contract duration. The Government believes that there is no valid need to shorten the schedule less than the full proposed contract duration.

The Government will evaluate the schedule to assess the strength of understanding of the project scope, restrictions which must be considered in the schedule and reasonable start and stop relationships between activities. The Government will evaluate the strength of understanding of events associated with the offeror's capability to schedule the complete project within the proposed contract duration and the realism of the schedule.

A schedule that allows for some float in the majority of the activities and minimizes the number of critical path activities while maintaining realism of the schedule will be considered a strength of the proposal.

3. Volume II – Past Performance Submission

Factor II: Past Performance

Submit for Evaluation:

Using the Form at Attachment 1- Example of Project Performed, provide a minimum of three (3), and no more than five (5) past performance examples. Information provided should demonstrate recent and relevant past performance.

If a Contractor Performance Assessment Reporting System (CPARS) record is available for any of the projects submitted, the CPARS record may be submitted in lieu of the completed Past Performance Questionnaire or an official Performance Evaluation from a non-Federal agency.

If a CPARS is not available completed the Past Performance Questionnaires (PPQ) (Attachment 2) and submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Emery Moser, via email at emery.s.moser@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Also include performance recognition documents received within the last six years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

Offerors may also include information discussing problems encountered and corrective actions taken on any identified contracts.

All pages of each PPQ must be initialed, and dated on the bottom right-hand corner by the Client/POC. If a PPQ is provided and is not complete and/or is not signed, then the PPQ for that project will not be considered for evaluation.

The Client or POC is defined as the entity that took ownership of the project after construction was complete. If the Offeror is unable to obtain a completed PPQ from the Client, before the proposal receipt date, the Offeror shall complete and submit with the proposal the first page of the Past Performance Questionnaire which contains contract and client information for the submitted project.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/UEID (DUNS) numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

Evaluation Criteria:

The Government will evaluate the Offeror’s record of past performance to ascertain the probability of successfully performing the required efforts of the Solicitation projects to be procured. There are three aspects to the past performance evaluation; recency, relevancy, and quality.

The first aspect of the past performance evaluation is the recency of the past performance. Recent means 51% or more of the contract has been completed and performance occurred within five (5) years of the solicitation issuance date. Based on this criteria, an Offeror’s past performance submissions will be determined either “recent” or “not recent.” Submissions deemed not recent will not be evaluated further. The Government will also considers general trends in the offerors performance.

Once a project is determined to be recent, the second aspect of the past performance evaluation is the relevance of the Offeror’s present/past performance information. For this acquisition, relevant past performance is defined as;

Relevant experience will be evaluated based on scope, the magnitude of effort, and the complexity of the project similar to this project. Projects submitted by the Offeror shall clearly identify which of the following construction areas are represented in the work.

Relevant experience, in order of importance, is defined as projects that included:

1. Heavy industrial machinery projects in northern climates.

2. Projects involving limited entry and environmental constraints.

3. Valued at least $4,000,000.

Projects that also include inland navigation projects involving heavy industrial machinery will be considered more relevant.

Past performance examples will be evaluated for relevancy based on whether they show the defined relevant experience. Examples including more of the relevant experience categories will be evaluated as being more relevant than those showing fewer. Examples including relevant experience that are more important will be evaluated as being more relevant than those showing relevant experience that is less important. Offerors will be given a Past Performance Relevancy Rating based on the descriptions in the table below.

Examples that are deemed recent, but “Not Relevant,” as defined in the Performance Confidence Assessments rating…
