3. Section 02 41 16 DEMOLITION

Delete paragraph 3.4 SELECTIVE DEMOLITION, GENERAL Add paragraph 3.4 SELECTIVE DEMOLITION, GENERAL A. General: Demolish and remove existing construction only to the extent indicated on drawings. Demolition of existing construction shall not be permitted to be less than what is shown in the drawings. It shall be the responsibility of the contractor to make up any over-demolition with the required construction materials of the location in question. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Dispose of demolished items and materials promptly.

2. Use demolition methods and methods of protection least likely to result in damage to existing structures.

B. Existing Structure to Remain: Protect construction indicated to remain against damage during selective demolition.

C. All abatement work shall be performed in accordance with Federal, State, and Local regulation, if applicable. Specifically, the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency, and the State of Michigan applicable regulations on asbestos, lead, PCB, and regulated light bulbs. In addition, the Army Corps of Engineer (ACOE) applicable practices outline in EM 385- 1-1 as it relates to hazardous materials. Employee training and contractor hazard communications must comply with all OSHA and State of Michigan applicable regulations in addition to the ACOE requirements.

4. SECTION 03 31 01.00 10 CAST-IN-PLACE STRUCTURAL CONCRETE AND CONCRETE

REMOVAL

Add paragraph 3.2.5 Placing Concrete Underwater “Lake Superior Water levels have been higher than average in recent years this trend is likely to continue for the duration of this project. Concrete may be placed underwater but it must conform to the guidelines and recommendations of ACI 304R Chapter 8 - Concrete Placed Under Water. A specific concrete mixture for underwater placement must be developed for use in the placement. Concrete placed underwater shall extend above the water surface 6" plus or minus ¼". A maximum elevation of +2.5 for horizontal construction joint will be allowed. Joint surface shall be prepared in accordance with Above Water Joint Preparation of this specification. The methods and equipment used shall be submitted in advance of placement for review and approval by the Contracting Officer.”

Add paragraph 3.5.3 Above Water Joint Preparation “Horizontal concrete surfaces to which other concrete is to be bonded shall be prepared for receiving the next lift or adjacent concrete by cleaning by sandblasting, high-pressure water jet, or air-water cutting. A surface retarder and or a membrane forming curing compound will not be allowed to be used for surface preparation. Surface cutting by air-water jets will not be permitted for concrete surfaces congested with reinforcing steel or if they are relatively inaccessible. If, for any other reason, it is considered undesirable to disturb the surface of a lift before it has hardened, the use of sandblasting or high-pressure water jet after hardening will be required. Regardless of the method used, the resulting surface shall be free from all laitance and inferior concrete so that clean, well-bonded coarse aggregate particles are exposed uniformly over the lift surface up to a maximum 1/4 inch amplitude. Application of the joint treatment method shall be such that the edges of the larger particles of aggregate are not undercut. Where joint preparation occurs more than 2 days prior to placing the next lift or where the work in the area subsequent to the joint preparation causes dirt or debris to be deposited on the surface, the surface shall be cleaned as the last operation prior to placing the next lift. The surface of the construction joint shall be kept continuously wet for the first 12 hours of the 24 hours prior to placing concrete, except that the surface shall be damp with no free water at the time of placement.”

Add paragraph 3.5.3.1 Air-Water Cutting “Air-water cutting of a construction joint shall be performed at the proper time, generally between 4 and 12 hours after placement and only on horizontal construction joints. This period may be modified if a retarder is used to prolong the setting of the cement at surface of the concrete. The air pressure used in the jet shall be 90 to 110 psi, and the water pressure shall be just sufficient to bring the water into effective influence of the air pressure. When approved, a surface retarder complying with the requirements of COE CRD-C 94 may be applied to the surface of the lift to prolong the period of time during which air-water cutting is effective. After cutting, the surface shall be washed and rinsed until the wash water is no longer cloudy. If air-water cutting does not produce acceptable results, the surface shall be prepared by high-pressure water jet or sandblasting.”

Add paragraph 3.5.3.2 High Pressure Water Jet “A stream of water under a pressure of not less than 3,000 psi may be used for cleaning.

Its use shall be delayed until the concrete is sufficiently hard so that only the surface skin or mortar is removed and there is no undercutting of coarse-aggregate particles. If the high-pressure water jet is incapable of a satisfactory cleaning, the surface shall be cleaned by sandblasting.”

Add paragraph 3.5.4 Wet Sandblasting “This method of joint preparation may be used when the concrete has reached sufficient strength to prevent undercutting of coarse aggregate particles. The operation shall be continued until all accumulated laitance, coatings, stains, debris, and foreign materials are removed. The surface of the concrete shall then be washed thoroughly to remove all loose material. This method may be used on horizontal surfaces.”

5. Section 05 12 00 STRUCTURAL STEEL

Delete Paragraph 2.5 GALVANIZING Add Paragraph 2.5 GALVANIZING “ASTM F2329/F2329M, ASTM F1136/F1136M, ASTM F2833 or ASTM B695 for threaded parts.”

The use of blasting for cell excavation is prohibited.”

8. SECTION 31 10 00 DISPOSAL OF MATERIALS

Delete paragraph 3.1.3 Disposal of Concrete Rubble

Add paragraph 3.1.3 Disposal of Concrete Rubble Concrete rubble from the demolition of existing concrete structures shall be disposed of at the Government furnished disposal site, or at the Contractor's option, may be salvaged by the Contractor at a location off Government controlled or Government owned land. All exposed metal shall be removed from the concrete rubble prior to placement at the Government furnished disposal site. The Government may perform random observations of concrete rubble or truck loads of material. Based on the results of such observations, the Contractor may be required to remove any material they placed in the Government furnished placement area that is found to be in non-compliance with the exposed metal criteria. Such removal will be at the direction of the COR and will be at no additional cost to the Government. Metal shall be disposed offsite and at the Contractor's expense. Slopes shall not be steeper than 2H:1V. The top surface of the placement site shall be graded so that positive drainage towards the drainage ditch occurs.

9. SECTION 31 23 01.01 UNDERWATER BLASTING

Delete paragraph 3.7.5 Fish Spawn Add paragraph 3.7.5 Fish Spawn “Ensure that ground vibration stays below levels which could cause damage to fish eggs in the fish spawn area in the Unit 10 Tailrace during the fish spawning period. The fish spawning period is defined as 01 November thru 15 August. Keep ground vibration below 0.75 in/s at the nearest estimated fish spawn location at the Unit 10 Tailrace during the fish spawning period.”

10. SECTION 31 23 01.01 UNDERWATER BLASTING

Delete paragraph 3.7.9 Estimating Blast Vibrations Add paragraph 3.7.9 Estimating Blast Vibrations “Estimating Blast Vibration. Until enough data has been collected to perform a regression analysis, base the estimated vibration levels on the following equation:

Production and Buffer V=51(D/(W^0.5)^(-1.15)

Where:

V = peak particle velocity, in inches per second.

D = shortest distance between blast and the point of interest, in feet.

W = maximum weight of explosives per delay period of 8 milliseconds or less, in pounds

Limit the estimated vibration level to 50% of the safe vibration limit until a regression analysis has been performed for the blasting location. Multiple seismographs (minimum 5 units) can be placed at different distances on one blast to get preliminary data for a regression analysis.

All tests blasts should be designed to limit the estimated vibration levels to 50% of the safe vibration limit until it has been determined that vibration is not exceeding the prediction equations used.

After sufficient data has been gathered, use regression analysis to produce the 95 percent confidence site attenuation curves for the monitored structures. Design blasts using these curves to determine the maximum explosive charge weight per delay given the distance between structures and the blast. Continue to incorporate data from blasts into the site attenuation curves for use in future blast design.”

11. SECTION 31 41 16 METAL SHEET PILING

Delete the following to paragraph 1.2 SUBMITTALS “Inspection surveys of the piling trench shall be submitted to verify that the required trench depth, width and alignment were achieved prior to sheet pile installation.”

Add the following to paragraph 1.2 SUBMITTALS “Inspection surveys of the piling trench and ssp cell foundations shall be submitted to verify that the required trench depth, width, alignment, and cell excavation tolerances were achieved prior to sheet pile installation.”

Delete paragraph 2.1 METAL SHEET PILING Add paragraph 2.1 METAL SHEET PILING “Metal sheet piling shall conform to ASTM A 572/A 572M, Grade 50 and shall meet the tabulated requirements at the end of this paragraph. All piling shall be hot rolled. The interlocks of sheet piling shall be free-sliding, provide a swing angle suitable for the intended installation but not less than 5 degrees when interlocked, and maintain continuous interlocking when installed. Sheet piling shall be full-length sections of the dimensions shown on the drawings.”

Add paragraph 3.1.8 Inspection of SSP Cell Foundation The Contractor shall perform Inspection Surveys of the SSP Cell footprint to verify that the required tolerances were achieved for sheet pile placement. Additionally, surveys should show that the entire cell area is clear of any overburden and bedrock at the channel bottom where the SSP cell is to be placed.
