Safety Standards:

ASCE/SEI 7 – Minimum Design Loads for Buildings and Other Structures USACE EM 385-5-1 – Safety and Health Requirements Manual ANSI/ASSE Z359 series – Fall Protection and Arrest Standards

Specific requirements:

Scaffolding walkways shall be provided approximately every 7 feet vertically. Walkways shall be fully decked at least 36 inches wide for the full length of each level. Guard rails are not required but anchor points for fall protection shall be reachable from any point on the walkway.

Stairways shall have guard rails and toe boards in order to eliminate the need for fall protection while traversing them.

The enclosure shall be designed for structural loads in accordance with ASCE/SEI 7. The site’s basic wind speed is 90 miles per hour, the surface roughness category is C, and the exposure Category is C. The site’s ground snow load is 70 pounds per square foot.

Detailed drawings of the scaffolding configuration shall be submitted to the Government for approval by 15 October 2019. Scaffolding layout and anchoring shall be designed by a licensed professional engineer, with sealed calculations provided to the Government. The miter gate will be considered an adequate anchor for horizontal loads up to 10,000 pounds per location. Welding or drilling the existing gate members will NOT be permitted. Outside of the gate area, the contractor may install temporary anchors up to 8 inches deep in the concrete lock walls and floor system. Anchors shall be removed and any openings shall be patched upon removal.

A designated storage area will be provided at the Depot Lot. A designated staging area will be provided between the Poe and MacArthur Locks. A temporary bridge across the MacArthur Lock will be available from January 3, 2020 through April 7, 2020 for vehicular access to the staging area. The bridge is a single lane modular structure with 12’ width between guard rails and AASHTO HS25-44 load rating. The bridge deck will be 30” above the adjacent travelled surface and will have gravel slopes installed for transition. Other than for pedestrians, access to the north side of the Poe Lock is only available with floating plant resources. The Government will provide one day of floating plant resource for mobilization (approximately December 4, but no later than December 19) and demobilization (approximately May 1, but no later than May 15) of equipment.

Weather conditions during the time period include average low temperatures of 5 degrees F and average high temperatures of 20 degrees. It is not uncommon to have multiple days when the high temperature is subzero. The lowest anticipated temperature is 30 degrees below zero. Average snowfall during this time period is approximately 60 inches. The contractor is responsible for snow removal in his storage, staging, and work areas. The contractor is expected to work through all conditions unless the combination of temperature and wind causes a wind chill calculation lower than 20 degrees below zero.

The contractor shall provide all equipment and personnel necessary to erect and enclose the scaffold system. A Qualified Person for scaffolding shall be on site at all times work is being performed. The contractor shall provide all load-handling equipment and operators required to erect the enclosed scaffold. Prior contractors have positioned a 75 ton, 128’ boom, rough terrain crane near each gate.

Heating and ventilation shall be provided for each enclosure. The heating system shall be capable of maintaining a temperature of 70 degrees inside the enclosure when the outside temperature is -20 degrees F. A 4” natural gas connection supplying 6300 MBH will be available at the steam plant, which will require the contractor to supply and install approximately 600 feet of piping to reach the center of the bottom of the lock. The ventilation system shall be capable of 10 air changes per hour, with temperature inside enclosure dropping no more than 10 degrees F.

Lighting shall be provided within the enclosure, sufficient to provide 10 FC at each scaffold level.

Utilities: The Government will provide electrical power and natural gas as identified on the drawing. The Contractor shall provide any additional required utilities, including restroom facilities.

A work plan shall be submitted to the Government for approval by 31 October 2019. The work plan shall include:

1. Project schedule: Include delivery of materials to the facility, construction of stair scaffolding erection of gate scaffolding, enclosure of scaffolding, installation of heating and ventilating system, and remainder of appurtenances.

Include the removal of all items. Schedule shall be on a calendar day basis and shall include the following milestones:

- January 22: Scaffold erection within lock chamber shall begin

- March 17: All contractor materials and equipment out of lock

2. Logistics Plan: Include a drawing of the staging areas, crane positioning, and connection points to Government utilities. Provide heating and ventilation system information (system design basis, list of units with size, weight, output, and utility connection needs.) Identify load handling equipment (for both ground level and lock floor operations.) Identify the number of workers on each crew. Identify Government-provided equipment or resources needed.

3. Accident Prevention Plan (APP): Identify hazards associated with activities on site, how the hazards will be mitigated, who will be responsible, and the training of the persons involved. Minimum items to addressed include fall protection, load handling equipment, rigging, and scaffolding. The scaffold erector shall provide documentation of an ANSI Z359.2-compliant Comprehensive Managed Fall Protection Program with designation of authorized, competent, and qualified persons and program administrator. (2) If the offeror has been involved in the last five years in any of the occurrences listed in (c)(1) of this provision, whether the offeror has provided the requested information with regard to each occurrence.

(d) The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management, which can be accessed via https://www.sam.gov (see 52.204-7).

(End of provision)

52.209-9 UPDATES OF PUBLICLY AVAILABLE INFORMATION REGARDING RESPONSIBILITY

MATTERS (OCT 2018)

(a) The Contractor shall update the information in the Federal Awardee Performance and Integrity Information System (FAPIIS) on a semi-annual basis, throughout the life of the contract, by posting the required information in the System for Award Management Management via https://www.sam.gov.

(1) The non-public segment, into which Government officials and the Contractor post information, which can only be viewed by--

(i) Government personnel and authorized users performing business on behalf of the Government; or

(ii) The Contractor, when viewing data on itself; and

(2) The publicly-available segment, to which all data in the non-public segment of FAPIIS is automatically transferred after a waiting period of 14 calendar days, except for--

(i) Past performance reviews required by subpart 42.15;

(ii) Information that was entered prior to April 15, 2011; or

(iii) Information that is withdrawn during the 14-calendar-day waiting period by the Government official who posted it in accordance with paragraph (c)(1) of this clause.

(c) The Contractor will receive notification when the Government posts new information to the Contractor's record.

(1) If the Contractor asserts in writing within 7 calendar days, to the Government official who posted the information, that some of the information posted to the non-public segment of FAPIIS is covered by a disclosure exemption under the Freedom of Information Act, the Government official who posted the information must within 7 calendar days remove the posting from FAPIIS and resolve the issue in accordance with agency Freedom of Information procedures, prior to reposting the releasable information. The contractor must cite 52.209-9 and request removal within 7 calendar days of the posting to FAPIIS.

(2) The Contractor will also have an opportunity to post comments regarding information that has been posted by the Government. The comments will be retained as long as the associated information is retained, i.e., for a total period of 6 years. Contractor comments will remain a part of the record unless the Contractor revises them.
