SECTION 31 31 19.16
PRESCRIPTION BURNING
07/13
PART 1 GENERAL
1.1 SCOPE
Provide all labor, materials and equipment required to complete the indicated work. Work detailed in this section relates to the the use of prescribed fire to reintroduce natural processes, which are essential to the survival of native communities. The goal of this specification is to provide direction for the initial and successful establishment of a prescribed burn plan and program for the native plant communities, reducing the presence of invasive and non-native plant species which threaten to out-compete native plant species and recycling the existing litter layer back into the soil, while providing those controlled burning services in a safe, responsible manner.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.
U.S. ARMY CORPS OF ENGINEERS (USACE)

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following must be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.4 DEFINITIONS
Burn Coordinator: person who is highly trained and experienced in fire management and the prescribed burning of natural areas. The Burn Coordinator is responsible for coordinating prescribed burns for the project and has the authority to delay, modify or terminate burning
SECTION 31 31 19.16 Page 2 activities depending upon weather conditions and concerns for public safety.
1.5 BURN PLAN
Burn Plan must include the following information at a minimum and fully comply with EM 385-1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual. Include a brief site description of the individual burn units consisting of a brief description of vegetation types, their locations and sizes in acres and month and year when burn unit will be burned. Include topographic lines with unit boundaries. May use the topography supplied in the plans. Aerial photographs of the project site with unit boundaries identified must also be submitted. Identify all roads, utilities and structures, list all smoke sensitive areas within 500 feet of proposed activities, and identify smoke management measures (e.g., specific weather conditions) to protect these features during burn activities. A list of all equipment to be used during a burn must also be listed. Burn plan will be reviewed and approved in coordination with the Local Sponsor.
1.6 BURN PERMITS
Obtain and procure all required Burn Permits. Burning activities must comply with all other Federal, State and local laws, rules and ordinances.
1.7 BURN CREW QUALIFICATIONS
The burn crew must be under direct control of a qualified Burn Coordinator having completed a minimum of S-230 (Single Resource Boss) or have a minimum of five years of field experience in conducting prescribed burning, in addition to having completed the Basic Wildland Firefighter training.
This individual must have authority to delay, modify or terminate burning activities depending upon weather conditions and concerns for public safety. Several additional support members must also be present to assist in burn activities. At a minimum, a majority of the prescribed burn crew must have successfully completed Basic Wildland Firefighter Training S-130 and S-190 (Basic Firefighter Training & Wildfire Fire Behavior)and I-100 (Basic Incident Command) as designated by the National Wildfire Coordinating Group (NWCG).
1.8 POST BURN ASSESSMENT
Document the burn and submit notes and recommendations in the form of a report to the Government for review. The report must include:
1. Date, time and duration of the burn
2. On a map, indicate amount of area consumed within each burn unit
3. Weather conditions at the time of the burn
4. How notification of fire department, village or town officials, and neighbors was conducted and any comments on their responses
5. Any unusual circumstances or occurrences
6. Size of the crew and the name of the Burn Coordinator
SECTION 31 31 19.16 Page 3
PART 2 PRODUCTS (Not Applicable)
PART 3 EXECUTION
3.1 BURNING AND BURN REQUIREMENTS
3.1.1 Pre-Burn Inspection
Prior to scheduled burn, the burn units must be walked with the COR in attendance. Walk through must be scheduled at minimum 7 days prior to scheduled burn. The visual assessment will be used to ensure that the Contractor is fully aware of the burn unit limits and smoke management issues. Burning must not commence until pre-burn inspection has been completed and the COR is in agreement that the Contractor is fully aware of burn unit limits and is ready to manage smoke in an acceptable manner.
3.1.2 Prescribed Burns
A prescribed burn must be conducted only during acceptable weather conditions. Notify the Contractor Officer no later than 24 hours in advance of a scheduled burn. If Contractor Officer can not be notified at least 24 hours in advance, burn must not commence. The Contractor Officer reserves the right to cancel potential burns at any time prior to ignition and reserves the right to order a shut down of the burn during anytime after ignition. Prescription burns will only occur within zones delineated in contract specifications. Be aware that burn units (zones) are adjacent to fire sensitive vegetation and must be managed in such a way to minimize impacts to adjacent areas. Burns must not be conducted in areas that contain native plant species that have green/exposed living tissue unless with prior approval.
3.2 SMOKE MANAGEMENT
The resulting smoke from the burn must be minimized such that smoke can be lifted and dispersed safely away from smoke sensitive areas.
3.3 MONITORING AND CLEAN-UP
Before the burn crew is disbanded after the initial headfire carries through the landscape, check all areas for embers and smoking to ensure these hot zones are extinguished. Remove all inorganic trash. Fuel spills must be cleared from the landscape using appropriate removal and dissipation techniques that conform to environmental regulations.
Any damage to the existing landscape, including any trees or fences damaged by fire, fuel spills, etc., is the responsibility of the Contractor and must be communicated to the Contracting Officer at the time of final acceptance (see below).
3.4 ACCEPTANCE
The burn will be reviewed by the Contracting Officer during or immediately after the burn is completed. The success of the burn will be determined by:
1) the amount of vegetation that ignited and how the fire carried and 2) whether all the burn units were covered by the fire. Final acceptance of the burn must be based on a minimum of 75% of the intended burn area experiencing scorching and flames.
