AMENDMENT TO SOLICITATION

1. This is an amendment to a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

2. RFQ Number: W911WN21Q0767

3. Title: New Miter Gate Operating and Valve Operating Hydraulic Cylinders, Braddock L/D

4. Amendment Number: 0003

5. Description of Amendment:

The purpose of this amendment is to: 1) Provide responses to questions received; 2) Replace in its entirety Specifications, Rev (Attachment 1) with the revised version as Specifications, Rev 2 (Attachment 1) containing a revision to section 2.2.1; 2) Remove in its entirety Reference Drawings, Rev (Attachment 2) issued with Amendment 2 and revert back to the initial Reference Drawings (Attachment 2) issued with the solicitation; and 3)Extend the due date for quotes.

a. The following Specifications section has been revised which is highlighted yellow. The revised specifications as Rev 2 (Attachment 1) are attached to this amendment and replace the Specifications, Rev (Attachment 1).

2.2.1 Cylinder Tests

Edited Paragraph

b. The Reference Drawings have been revised.

Reference Drawings, Rev (Attachment 2) issued with Amendment 0002 is to be deleted in its entirety since the last page with the added Piston Rod Detail Drawing was erroneously added.

This drawing is not applicable to this requirement. The initial Reference Drawings (Attachment

2) issued with the solicitation remains applicable as the set of Reference Drawings for this project.

c. Listed below are responses to three (3) questions received.

Q1: In Amendment 0002, it is specifying a design pressure of 2000 psi which will require to do the FAT testing at 3000 psi (testing pressure=1.5 x design pressure as per ASME sec VIII div 1) but in the Specifications, it is stating 2000 psi which is absolutely not relevant (reference Section 2.2.1 Cylinder Tests). Please advise.

A1: According to ASME BPVC SEC VIII, the acceptance testing is to be 1.5x the design pressure. With a design pressure of 2,000 psi, the testing pressure is to be 3,000 psi. Section 2.2.1.

Cylinder Tests is corrected to read “… shall then be hydrostatically tested to 3,000 psi…”. The Specifications have been revised.

Q2: Please advise if the subject solicitation can be extended. The manufacturer needs more time to quote.

A2: The due date for quotes is being extended from Thursday, 12 November 2020, 11AM EST to Wednesday, 18 November 2020, 11AM EST.
