SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

SUMMARY OF CHANGES

Q4. Spec Section 01 35 00.00 08, paragraph 1.6.5 – “Access to Project Site” states there is a weight limit of 100 pounds per square foot along the grating over the miter gate walkway. This would prevent any person over 100 lbs from crossing the miter gate walkway. Please provide an accurate weight limit for the miter gate walkways.

A4. This is the standard surface area loading the miter gate walkways, grating, planking and support members which the miter gate walkways are designed to support. For example, let’s say the entire surface area was 3 feet wide by 10 feet long, the weight limit would be 3,000 pounds (3x10x100lbs/sq ft.) . The 100 psf for the construction load is considered a heavy loaded platform surface area loading whereby the entire surface area of the miter gate grating from each end of the walkway supports is fully loaded. Larger construction loads may be acceptable pending the Government’s review. The equipment or loading requirements will be evaluated during the construction submittal process when actual equipment and locations are submitted based on the Contractor’s means and methods.

Q5. Spec Section 01 35 00.00 08 has conflicting work restrictions regarding the period that the government repair party will be on site from 6/22/20 to 8/22/20 putting the river chamber out of service. Paragraph 1.8.1 states that “the land chamber will not be allowed to be taken out of operation and no interruption of commercial traffic through the land chamber will be permitted during the period the river chamber is out of service.” Paragraph 1.8.2 makes a similar statement. Paragraph 1.13.4.1 states that while the government is performing repair work at the dam between 6/22 and 8/22/2020, the contractor will not be granted access to the project site at all during this period.

- Which statement is correct?

- Is the contractor allowed to work on site during this period if it does not require work on the river chamber or a temporary closure of the land chamber?

- If no work is permitted during this period, will the contract’s duration be extended to allow a full 365 calendar days for the completion of the project?

A5. Spec Section 01 35 00.00 08, Paragraph 1.13.4.1 is revised in this Amendment 0003 to prohibit the contractor from accessing the river chamber while the Government repair fleet is performing work. As stated in paragraph 1.8.3.1 the contractor may perform work in the land chamber while the Government repair fleet is performing work, but no temporary closures of the land chamber will be permitted.

Q6. Spec section 01 35 00.00 08, paragraph 1.15, states that the lock chamber crossover will need to be continuously pumped out to permit access in order to pull cables from middle wall to river or land walls, and that removal of silt and debris will also be required. From past experience, there are significant oil leaks which collect in the crossover during pumping. If the contractor is pumping out the crossover, will we be allowed to discharge the pumped out water into the river, or will it need to be collected and hauled off site for proper disposal or filtered before discharging into the river.

A6. Spec section 01 35 00.00 08 has been revised to transfer responsibility of crossover dewatering and sediment removal from the Contractor to the Government.

Q7. Since the presence of lead paint is known, should the contractor include hazardous waste management and disposal in our proposal for CLIN 0003?

A7. Lead paint is present at the lock and the contractor shall include appropriate handling and disposal within the contract line item.

Q8. Drawing M-1020 provides a note and spec 02 41 00 paragraph 3.2, details that the existing interlock valves in the gallery beneath the operations building are to be removed. Does the government anticipate the contractor will be able to remove these valves while still maintaining the operation of both chambers?

A8. To remove the valves for a chamber, that chamber must be shut down. However, each middle wall gallery valve has an isolation or control valve on its upstream and downstream side. Therefore, it’s possible to isolate the valves for one chamber for removal while maintaining operation of the other chamber. See reference drawings O37-L2-27/4.2, O37-L2-27/2.1, and O37-L2-27/1.1.

Q9. What is the current hydraulic system oil’s cleanliness level? Spec 41 24 26, paragraph 2.4 states new oil added must be filtered to a 10 micron level. Is the system’s existing oil filtered to the same level?

A9. The last oil sample taken in March 2019 indicated oil cleanliness of 24/21/15 based on ISO 4406. The Government is currently engaged in cleaning the oil to a 10 micron level.

Q10. The mechanical drawings provide simple line diagrams to show where the manifolds are to be installed. Has any consideration been given by the Corps to the amount of actual space needed to insert the manifolds with ball valves and bypass lines into the existing piping? It appears there is not enough space on the lines to simply insert a manifold block?

A10. The piping in the machinery recesses may be reconfigured as necessary to install the new equipment, as it is unlikely the current piping configuration allows for a simple insertion of a manifold block. For example, the plan view on drawing M-4022 shows new piping extending to the opposite wall of the machinery recess, whereas the existing piping is all along one wall. The determination of how to repipe to insert new equipment is left to the contractor, as different bidders may propose new equipment with different exterior dimensions and space requirements.

Q11. What material should the manifold be cast or machined from? What type of hydraulic fluid is to be used?

A11. Steel or aluminum are the only acceptable manifold materials, and the hydraulic system uses a petroleum-based anti-wear ISO VG 32 hydraulic fluid.
