QUESTIONS AND RESPONSES

EXHIBIT A

The incumbent contract estimated 28 acres at Mahaney Recreation Area. This year’s contract estimates 35. At Shenango Recreation Area it was 90 and now 70. Clark was 13 and is now 8. Chestnut Run Swim beach was 12 and is now 17. Has any mowing been added to or taken away from these areas to accomplish this, or is this just based on new mapping estimates?

Updated Maps.

Are the soccer fields still excluded from MRA acreage and contracted by whoever is under contract for the soccer fields?

Yes.

Has any mowing been added other than what is already inserted into the contract, such as the Disc Golf course?

No additional mowing has been added, only weed whacking areas at staircases in Mahaney Rec Area.

Exhibit A states that guiderails shall be trimmed to a width of 24 inches on each side of rail. In our experience, in the performance of our contracts, we have mowed or weed wacked to the existing lines. There are several areas of this complex that have not been maintained to 24 inches behind the rails for many years, including by the incumbent contractor. Is the Army Corps going to keep to the standard of existing lines in this case? If not, will it be the incoming contractor’s responsibility to get these areas to the letter of the contract or will the Army Corps take care of this?

The areas in question will be cleared prior to the commencement of the 2019 mowing season.

The Dam is 2 acres currently. In the new contract it is 5. Is this the area that the Army Corps has brush hogged recently that will be the additional 3 acres?

Yes.

DISC GOLF COURSE

Was the disc golf course a part of the incumbent contract? No.

If not, how was it paid for and how much was the bid amount? Credit Card Purchase, $200 per mowing.

Hole #13 had an abundance of ruts and gouges from heavy machinery. There was talk of the Army Corps bringing in equipment to smooth out or fill in those ruts and gouges that are very damaging to equipment and hard on personnel. Has that been done, or are there plans to do that in the future?

Plans and Funding has been set aside for restoration of this area by the Army Corps Staff.

EXHIBIT B

Pruning and Maintenance of trees and shrubs:

Was this a part of the incumbent contract? No.

If not, how was it paid for and what was the bid amount? Credit Card Purchase, $450.

There are 34 shrubs listed. Can pictures be included to show the size and true scope of the work as many of these shrubs are 7 to 8 feet tall with a very large circumference? Not at this time.

Are these shrubs included to be trimmed during the spring cleaning of the Chestnut Run Swim Beach in the section called “Ornamental Bushes”? Yes.

Access Road Clearing:

Has there been 3 areas added to the Access Road Clearing section from the incumbent contract to the new contract?

Yes.

If so, how was it paid for in the past? Areas were cleared by Army Corps Staff or Credit Card Purchase.

Spring Clean-up Chestnut Run Swim Beach:

Has there been power washing, clearing debris, branches and litter on 11 acres of land, cleaning and clearing of the parking areas and shelter of leaves and debris and litter, trimming ground cover and pruning or trimming of 30 bushes or shrubs all added to the requirements of the Spring Clean-up that were not specific requirements of the incumbent contract? Yes. This is a new requirement.

Is there running water and electric available on site for use with a power washer? No.

These areas have not been power washed or maintained for years. Will the contractor be responsible for peeling and chipped paint, or any other potential damage to dated materials as a result of the power washing that is required?

This Area was properly washed and painted last season. Contractor would be responsible for reporting of any issues to paint.

Do the leaves and any other biodegradable debris have to be removed from the Chestnut Run Swim area or can they be put into the wooded areas surrounding the swim beach? Debris can be place well into the wood line, out of the public’s view.

EXHIBIT D

There has been a change in the number and size of dumpsters required from the incumbent contract to the new one.

Will most of these dumpsters still be located in parking areas versus on cement pads? Yes.

EXHIBIT F / RECREATION AREA SERVICES

There are several significant changes to this section of the contract from the incumbent to the new.

On Fridays, Saturdays and on Sundays during Holiday Weekends, there is a new requirement that the contractor provide coverage at the side window of the contact station. This has been handled by the volunteers/camp hosts in the past. The past schedule on these days were typically 2 attendants from 1-9 pm, or 16 hours. Will the Army Corps allow the staffing to be one attendant from 1-9 pm and one attendant from 4-12pm, or will the booth be required to be staffed with 2 attendants from 1-9 pm and 1 attendant from 9-12pm? No, we will need staffing according to the New Specifications.

Will there be any volunteer in the contact station with the attendant at this time or will the attendant be the sole person present? As available.

Does the Army Corps intent to have the local police contracted for patrols on the weekends? The Army Corps will still utilize local police for patrols during hours outside of Ranger Staffing.

The possibility exists in the new contract, if required by the COR, that the contractor will have to provide additional hours outside of the regularly scheduled shift hours for side window duties. The COR will give one week’s notice prior to requiring this service. Will these be overtime hours?

This requirement will be for emergency situations or in the absence of volunteers and can be covered with the overtime hours projected into the contract.

If not, it will likely require the hiring of additional staff. Will one week be sufficient time for background checks and training, or will training and background checks not be required for a “side window staffer”?

See Above.

When do we expect that maps will be available on this solicitation? Maps were posted as an amendment to the solicitation on 9/26.
