RECREATION AREA SERVICES

(PARK ATTENDANT)

PARK ATTENDANT LOCATIONS, DUTY TIMES, AND SCHEDULE

This exhibit includes additional information for recreation area services. An overall map of the project is located in Exhibit K, Shenango Recreation Area map. All information below is based on past experience and is subject to change based on management decisions, budget, and user trends.

The Contractor will designate both a Booth Supervisor and an Alternate Booth Supervisor to manage the Shenango Campground Contact Station.

GENERAL

Beginning and End Dates for Services. Park Attendant services are anticipated to begin each year on the Friday of the weekend before Memorial Day and end at the close of business on the Sunday of the weekend after Labor Day.

Definition of “Fee Areas”. Fee areas are those areas in which a user fee is collected from the public for the use of specific facilities. Areas at Shenango Lake where user fees are collected include the following recreation areas:

Recreation Area Use Fee Collected

1. Shenango Recreation Area Camping, sanitary dump station, America the Beautiful pass sales

Definition of “Surveillance of Area”. For the purpose of this contract, “surveillance of areas” is defined as the continuous observation of facilities during scheduled hours of work to properly administer to the needs and requests of the public, provide required services, ensure the security of government property and facilities, and to monitor the activities of the public for compliance to rules and regulations.

Under no circumstances will the contact station be left unmanned during business hours to monitor the public, observe facilities, check campsite occupancy, or other tasks when only one attendant is on duty.

Cooperation with Corps Employees. For the purpose of this contract the term “Corps Employees” shall also include any volunteers, campground hosts, temporary rangers, or student interns currently providing authorized services.

Listing and Samples of Forms to be used by Park Attendants. The following is a list of forms most commonly used for the administration of the campground and user fee programs at Shenango Lake:

Rolodex Registration Cards America the Beautiful Pass Register Camper and Visitor Passes 30 Minute Visitor Pass Campground Roster 30 Minute Visitor Pass Log Sheet Tabulation Sheet, Campsite Occupancy Life Jacket Loaner Sign-out Sheet

NOTE: Samples of the above listed forms are available for review in the Pittsburgh District Recreation User Fee Collection Program manual or the Shenango Lake Park Attendant’s manual.

Procedures for Collecting and Administering Camping and Recreation Use Fees. The contractor shall be responsible for registering campers, collecting fees and completing appropriate paperwork through the National Recreation Reservation Service’s (NRRS) computerized program. These services shall be provided in accordance with the guidelines set forth in the Pittsburgh District Recreation User Fee Program manual. A copy of this manual will be on file at the Contact Station for reference purposes.

The NRRS program is scheduled to be replaced in October 2018, with the replacement program being comparable to the current one. Further guidance will be provided by the COR when available.

Duties include, but are not limited to, the following:

Maintaining current on-site records; posting reservable facilities; checking site availability for customers;

check-in registration processing; printing daily arrival reports (DAR); processing check-outs;

issuing America the Beautiful passes; reconciling shift fee collections with automated accounting reports; verifying and issuing vehicle passes for incoming campers and visitors; and providing information services. Specific duties and procedures will be provided at the pre-work training provided by the government.

Computers will be used to process reservations and register campers using the NRRS Field Manager portion of the Outdoor Recreation Management Suite (ORMS) software program. When the computer cannot be used for registration, the contractor shall collect the registration notecard for reservations only and issue passes accordingly. Campers will then be checked into the computer at a later time when the computer becomes available again. All other visitors will need to return to the contact station at a later time for the purchasing of campsites, dump station fees, and ATB pass sales.

Future camping reservations will not be taken locally at the contact station. Visitors must make reservations on their own through NRRS, either on their website or by phone.

The only form of payment accepted at the Contact Station is by credit or debit card only; cash or checks are no longer accepted on-site. This change was implemented to gain efficiency by reducing administrative tasks, allowing staff to provide better customer service and accommodate visitors more efficiently. Information and instruction for accepting credit card payments will be reviewed during the park attendant training. Visitors will be provided with directions and a map to where pre-paid credit cards can be purchased at local businesses.

Contractor park attendants shall follow training instruction on responding to requests for refunds.

The camper shall complete the request form (if needed), filling in the reason for refund or credit, and sign the form; the attendant shall complete all other information required. The request form shall be attached to the camper’s copy of the permit when submitted to the Shenango NRRS Program Coordinator.

Park Attendants will close out fee collections at the end of each shift and perform all necessary tasks to:

1. Print out required campground reports and close the operator’s shift;

2. Verify the number of credit card receipts and secure all signed forms and receipts in an envelope & provided safe;

3. Record the number of occupied campsites;

4. Make pertinent log book entries;

5. Perform necessary housekeeping duties;

6. Log out of the NRRS program and turn off the computer.

Procedures for Visitor Assistance at the Contact Station Side Window. The contractor shall provide coverage at the side window of the Contact Station with one attendant on duty from the hours of 9:00pm to 12:00am on Friday and Saturday nights. Coverage by one attendant will also be required on Sunday nights from 9:00pm to 12:00am on holiday weekends. Side window duties include verifying and issuing vehicle passes for incoming campers and visitors, issuing 30-minute visitor passes, notifying visitors of the “no visitors after 10:00pm” rule, providing campground maps and registration cards, answering visitor’s questions, and maintaining open communication with the Corps staff and the public through the operation of radio and telephone. Specific duties and procedures will be provided at the pre-work training provided by the government.

Other Special Requirements for Park Attendants. All accountable forms, ATB passes, and contact station entrance door keys will be transferred to the contractor from the Recreation Fee Cashier (RFC) using Recreation User Fee Program Hand Receipts. Each party will sign these forms and retain a record copy for auditing purposes. At the termination of Park Attendant services, the contractor will hand receipt all remaining accountable forms, passes, and keys back to the RFC or an alternate fee cashier.

The contractor shall provide coverage at the side window when on duty when a campground host is not available or the side window is left unmanned. Side window duties include verifying and issuing vehicle passes for incoming campers and visitors, providing campground maps and registration cards, and answering visitor’s questions. The front window takes priority, should one attendant be on duty and need to cover both windows. When two attendants are on duty, the second attendant can take over side window duties as needed.

Park Attendants will monitor quantity levels of administrative supplies needed to perform all required work. Shortages are to be reported in a timely manner to project personnel so that required services are not interrupted.

Park Attendants will be required to use Government radio communications equipment.
