SECTION 01 35 00.00 08 Page 6

(1) Manufacturer.

(2) Contract number.

(3) Identification, including the manufacturer's drawing number reference.

Each spare part or accessory shall be identified so that it can be easily matched against its entry on the packing list.

PART 2 PRODUCTS

2.1 GENERAL

All products specified by "similar or equal to" a particular brand name are for descriptive purposes only and are not to imply that the product is available from only that source. All products shall meet the provisions of Section 00700 CONTRACT CLAUSES, FAR 52.225-11 BUY AMERICAN--CONSTRUCTION

MATERIALS UNDER TRADE AGREEMENTS.

PART 3 EXECUTION

3.1 SPECIAL CONSIDERATIONS IN PERFORMANCE OF WORK

3.1.1 Records and Reports

All records, test reports and similar documentation produced in connection with quality control operations shall be promptly submitted to the Contracting Officer or his authorized representative as required by the specifications.

3.2 INSTALLATION OF CRANES

3.2.1 Notification

The Contractor shall notify the Contracting Officer a minimum of 30 days prior to the anticipated installation date to coordinate the installation with lock operations and the work of other contractors at the site. The Contractor shall provide all the material, equipment, and labor necessary to unload, assemble, and erect the cranes, complete and ready for operation on the Main Channel Dam and Back Channel Dam service bridges.

3.2.2 Access to Project Site

3.2.2.1 Back Channel Access

Back channel access is limited from both the water and land.

The Government possesses a tract of land on the right dam abutment of the Back Channel Dam. Any proposed use of this area must be coordinated with the Contracting Officer.

Access to the upstream side of the Back Channel Dam from the river is restricted by two low-clearance bridges located upstream of the dam. The Fleming Park Highway Bridge, approximately 7,500 feet upstream of the Back Channel Dam, and the CSX Railroad bridge, approximately 6,750 feet upstream of the Back Channel Dam, have shallow clearance between low steel and normal operating pool (El. 710.6). The CSX railroad bridge low steel elevation slopes from approximate elevation 722.8 at the left bank, to an approximate elevation of 723.1 at the right bank. The minimum pool level upstream of the dam is elevation 710.0. Fleming Park Bridge clearance

SECTION 01 35 00.00 08 Page 7 exceeds the CSX bridge clearance. The Contractor shall investigate these bridges in order to plan and design the delivery of equipment and materials to the dam site. Special low clearance floating plant and propelling units will likely be required for this work. In accordance with Section 00700 CONTRACT CLAUSES, FAR 52.236-7 "PERMITS AND RESPONSIBILITIES," the Contractor shall be responsible to secure all necessary permits as required by Federal, state and local laws.

The downstream side of the Back Channel Dam is accessible by river, but access may be limited by restricted channel width and depth downstream of the dam. Installation from the downstream side of the dam would involve excessive reach and depth restrictions. The erosion protection extends the dam apron further downstream from the existing dam apron. Spudding down in the existing scour protection will not be permitted.

3.2.2.2 Main Channel Access

Installation of the crane at the Main Channel Dam may be performed by floating equipment from the upper pool (Elevation 710.1) side of the dam.

Installation from the downstream side of the dam would involve excessive reach and depth restrictions. The erosion protection extends the dam apron further downstream from the existing dam apron. Spudding down in the existing scour protection will not be permitted.

3.2.3 Removal of Existing Equipment

Installation of the new cranes shall include removal of the existing electric powered locomotive cranes and the conductor rail systems. The conductor rail support shall be removed by unbolting from the walkway support beam, and the remaining exposed steel surface shall be painted with urethane primer and urethane top coat to approximately match the surrounding surfaces. Where supports are located on top of piers, anchor bolts shall be cut off and ground flush with the concrete surface. All materials and equipment removed shall become the property of the Contractor and shall be removed from the site. Any damage to the existing concrete, steel girders, handrail, and other component parts of the service bridges shall be repaired by the Contractor at no additional cost to the Government. After installation of the new locomotive cranes, the Contractor shall remove all items of equipment used for installation and remove all debris and waste material from the service bridges. The installation procedure shall not interfere with lock operations or operations of other contractors unless prior approval is given by the Contracting Officer.

3.3 PROTECTION OF MATERIAL AND WORK

The Contractor shall at all times, prior to delivery and installation, protect and preserve all materials, supplies, and equipment and all work performed. The Contractor shall comply with all reasonable requests of the Contracting Officer to enclose or specially protect such property. If, as determined by the Contracting Officer, material, equipment, supplies, and work performed are not adequately protected by the Contractor, such property may be protected by the Government and the cost thereof may be charged to the Contractor or deducted from any payment due him. All machinery, materials, and articles in a complete or incomplete state for which progress payment has been made prior to delivery shall be adequately protected by the Contractor from loss and from corrosion and all other forms of damage.

SECTION 01 35 00.00 08 Page 8

3.4 RECORD "AS-BUILT" DRAWINGS

3.4.1 General

The Contractor shall furnish a set of full scale shop drawings indicating as-built conditions. The drawings shall be on medium specified in Section 01 33 00 SUBMITTAL PROCEDURES, paragraph "MEDIUM FOR REPRODUCIBLE TRACINGS".

3.4.2 Submission

Upon completion of the project and before final payment is made, these "As-Built" drawings shall be certified as to their correctness by the signature of the Contractor and delivered to the Contracting Officer.

3.5 ANTITERRORISM (AT) AND PROJECT SPECIFIC SECURITY REQUIREMENTS

2.16.6 Performance Evaluation Test

2.16.6.1 Load Indicating Device

The load indicating device shall be tested in accordance with the general requirements outlined in Section 6 of SAE J376, with the exception of sentence 6.2.1(b). The accuracy of the system is defined as 97 to 105 percent. The Contractor shall provide all weights and instruments required. For multi-sheave load blocks, readings of the indicated load shall be taken when the cables are raised and halted and lowered and halted (for known weights) or raised to set load and lowered to set load (for a fixed anchor). This accounts for pulley friction, therefore, the average readout should be used.

2.16.6.2 Angle Indicating Device and Radius of Load Device

The required performance evaluation test for the angle indicating device and the radius of load device are outlined in Section 5 of the Appendix to SAE J375. The Contractor shall provide all instruments for the required

SECTION 26 05 00.00 08 Page 10 tests.

2.17 WIND SPEED INDICATOR

The crane shall have a hard-wired wind speed indicator system meeting industry standards for indicating devices. Take steps to ensure that wind speed does not contribute to loss of control of the load during lifting operations. At wind speeds greater than 20 mph, the operator, rigger and lift supervisor must cease all crane operations, evaluate conditions and determine if the lift may proceed. Base the determination to proceed or not on wind calculations per the manufacturer and a reduction in LHE rated capacity if applicable. Include this maximum wind speed determination as part of the activity hazard analysis plan for that operation.
