SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS AND RESPONSES

1. Can the 12” horizontal holes and horizontal cuts be relocated if necessary to completely miss the wall armor?

‐Per Contract Drawing S‐2182, all of the 12” horizontal core holes are located between the wall armor. If site conditions vary, the core holes may be moved, but the vertical distance between the centerline of the adjacent core holes cannot exceed 4’‐6” (the concrete block height cannot exceed 4’‐6” due to lifting constraints.)

2. Can the 12” horizontal holes be moved off of the horizontal cut line to completely miss the wall armor?

‐ The core holes cannot be moved off the horizontal cut line as the lifting device used to remove the blocks requires the full 12” width at the cut line.

3. Can the quantity and duration of temporary lock closures be extended?

‐ There is a potential to extend closures, dependent on river traffic, with the approval of the

Lockmaster and Contracting Officer.

4. Can any provisions be made to permit the divers to work weekends and/or extended hours?

‐ There is a potential for advance coordination of extended hours with the Contracting

Officer’s approval.

5. Prior to the completion of wire sawing (thus freeing the concrete slabs), can the contractor core drill the hole for the stability system and install the system?

‐ The contract documents only require that the stability system is to be installed to ensure blocks do not shift. The installation of the system may be completed at any time as determined by the Contractor, but must ensure the blocks are stable throughout construction operations and no damage is done to the stability system.

6. Will the contractor be allowed to cut and weld the stability system pipe in segments on site for ease of transportation and installation?

‐ The stability system pipe may be delivered to the site in segments and welded on‐site as long as the pipe sections are welded together, at a minimum, with a partial penetration groove weld. Weld depth shall be a minimum of 75% of the thickness of the pipe.

7. Very often vertical reinforcement renders a hole impossible to complete core retraction. If vertical reinforcement is found on the vertical holes, would the corps be willing to move the holes and/or cut line?

‐ There is some flexibility in moving the vertical core holes on the back side of the cut towards the centerline of the bulkhead recess, but not away from or closer to the lock chamber face. Location of cores can only be moved by a few bar diameters.

8. What kind of schedule are the divers going to be able to work, if they start a hole will they be able to finish without any commercial traffic interruption?

‐ The Government will attempt to accommodate the Contractor’s request for extended closures if river traffic permits.

9. With regard to section 01 11 13.00 08 – 1.1.3 Miscellaneous Steel and Reinforcement, in addition to the reinforcement steel likely embedded in the concrete, what “other embedded items” should the contractor anticipate being embedded in the concrete?

‐ There are not any known embedded items within the removal area. From Reference

Sheet ORB‐2‐1, the original steel bases for the derrick crane used to lift the upstream Boule Sill Frames are located at Sta. 4+85.0A. During the rehabilitation in the mid‐1980’s, the walls were capped with 1’‐0” of concrete. It is unknown if the derrick bases were removed prior to the 1’‐0” concrete cap being added. Based on the reference drawings, these bases are located outside of the sawcutting limits by approximately 8” and should not affect operations.

10. What drawings reflect the type and location of the items that are likely embedded in the concrete?

‐ There are no known embedded items within the removal area. From Reference Sheet

ORB‐2‐1, the original steel bases for the derrick crane used to lift upstream Boule Sill frames were located at Sta. 4+85.0A, but these items are outside of the cut lines for this contract. There are no reference drawings detailing these components at Montgomery Locks.

11. Has the Army Corps conducted any core drilling to determine what may be embedded in the concrete?

‐ The Government has not conducted any core drilling or other exploratory methods to determine if there are other embedded metals within the area of operations.

12. Do the bidders have access to the location of the work to conduct exploratory drilling to determine the extent to which there may be foreign materials embedded in the concrete?

‐ No access will be provided for exploratory drilling prior to Contract award.

13. With regards to the note on drawing C‐1110, “The maximum allowable construction load on the monoliths listed above shall be 200 PSF.” Will the Army Corps consider any leniency to allow heavier equipment to be utilized?

‐ See Specifications Section 01 35 00.00 08 for loading requirements and submittals needed for consideration of equipment exceeding the limit in the Spec. Drawing C‐1110 is amended to show the change.

14. Will the contractor be permitted to perform any work on the upstream locations during the temporary lock closure from May 9, 2016 – June 10, 2016?

‐ No.

15. Will the contractor be required to demobilize equipment from the upstream monoliths during the temporary lock closure from May 9, 2016 – June 10, 2016?

‐ Yes. The Contractor will be allowed to work at the Downstream end during the closure.

16. Sections A1 & A2 on sheet S‐3183 indicate that the face from top of wall to bottom of bulkhead recess cut area is unblemished. Can the Army Corps provide an underwater assessment portraying an accurate condition of walls below the water line specific to the deviations resulting from age of the wall and/or impacts by river traffic?

‐ No underwater condition assessment is available for the wall surface.

17. Is the 12” drain pipe noted on drawing sheet S‐1180 active or abandoned? If this pipe is determined to be in the excavated area, would the Army Corps be willing to plug or fill the existing pipe with a flowable fill concrete grout, as this pipe may be within the limits of sawcutting? As encountered on previous projects, coring through embedded pipes cause a major difficulty / delay.

‐ The drain pipes in both the land wall and middle wall are active. Based on original reference drawings, the drain pipes are outside of the cut lines for this contract. The government will not plug or fill these pipes to accommodate this contract.

18. With regards to the note 15 on drawing G‐0012 – “The bottom width of the cutout blocks shall be less than the top width, and the back width of the cut shall be less than the chamber face width, so that the blocks can be lifted out.” Please clarify the intended dimensions, as this note is a discrepancy to bottom widths (9’1”) shown on sheet S‐2182.

‐ Per Specification Section 02 41 16, Paragraph 3.2.2 – Tolerances for Wire Sawing

Operations, the allowable variation in plumbness of the core drill is +/‐ 2” over the entire height. The intent of Note 15 on Contract Drawing G‐0012 is to ensure that as the Contractor sets up the core drilling operation, any variations in set‐up dimensions should error toward the bottom width being less than the top width (“V”‐shaped). The back width should be less than the chamber face width based on core/saw dimensions shown on the contract drawings.

19. What is the intended purpose of the 12” diameter cores drilled into the face of the walls? Are they to be used for lifting the blocks at a later date?

‐ The horizontal 12” diameter holes will allow the use of a pallet lifter device to remove the concrete blocks at a later date, by the Government.

20. Will any barges, divers and core drilling equipment working on the face of the lock walls have to be moved out of the way every time a tow needs to be locked through?

Can the frequency of this be defined for bid purposes?

‐ There will be some advance notification of approaching lock traffic; however, the contractor will need to move all equipment, divers and barges from the approaches and chamber during lockages. Refer the Specification Section 01 35 00.00 08 Paragraph

1.10.2 Lock Operation.

Annual lockage information is provided in Specification Section 01 35 00.00 08 Paragraph 1.9.1.

Daily frequency is not measured. http://Corpslocks.usace.army.mil can be used to review information from the Lock Performance Monitoring System (LPMS).

(See also Section 00700 CONTRACT CLAUSES 52.236-8 “OTHER CONTRACTS” and Section 01 35

00.00 08 paragraph WORK UNDER OTHER CONTRACTS).

00800-6 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER

a. This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the clause entitled "Default (Fixed-Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied.

(1) The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

(2) The unusually severe weather must actually cause a delay to the completion of the project. This delay must be beyond the control and without the fault or negligence of the Contractor.

b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY

WORK DAYS BASED ON (5) DAY WORK WEEK

JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC

11 8 6 5 6 6 5 4 4 4 5 8

c. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more on the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph b. above, the Contracting Officer will convert any qualifying delays to work days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the clause entitled, "Default (Fixed-Price Construction)".

d. The anticipated adverse weather work days listed above are based on days with precipitation greater than 0.1 inch and/or maximum temperature below 32 degrees F. The numbers shown represent the number of work days (not calendar days) normally expected to have these particular weather conditions based on historical data obtained from the "Climatography of the United States No. 20". The actual number of days will vary. This information is furnished for computation of possible time extensions due to weather delays and is not intended to imply that no work can be done on these days. The Contractor shall make his own determination of the effect of these conditions on his operations under this contract, and schedule his work accordingly.

00800-7 WORK PERFORMED BY CONTRACTOR

Within ten (10) days after award of the contract, the successful bidder will be required to furnish a description of the work which he intends to perform with his own organization, the percentage of the total work this represents, and the estimated cost thereof.

00800-8 CONTRACTOR QUALITY CONTROL

Section 01 45 01, USACE QUALITY CONTROL, of this specification requires that the Contractor's Quality Control System Manager or person responsible for Contractor Quality Control complete the Corps of Engineers' "Construction Quality Management for Contractors" course not later than 90 days after receipt of the Notice to Proceed. (b) Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the

Government can determine both ownership and operating costs from the contractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of EP 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule, Region I. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.

(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205-36, Rental Costs. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.

(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the SAT, the contracting officer shall request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.

00800-11 GOVERNMENT FURNISHED PROPERTY

(a) This Government Property listed in paragraph (e) of this special contract requirement is furnished to the Contractor in an ``as-is, where is'' condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract.

The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation.

(b) The Government bears no responsibility for repair or replacement of any lost Government property. If any or all of the Government property is lost or becomes no longer usable, the Contractor shall be responsible for replacement of the property at Contractor expense. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance.

(c) Unless the Contracting Officer determines otherwise, the Government abandons all rights and title to unserviceable and scrap property resulting from contract performance. Upon notification to the Contracting Officer, the Contractor shall remove such property from the Government premises and dispose of it at Contractor expense.

(d) Except as provided in this special contract requirement, Government property furnished under this contract shall be governed by the Government Property clause of this contract.

(e) Government property provided under this special contract requirement:

The following Government property will be furnished at Montgomery Locks and Dam:
