SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0002
1. The following specification section is replaced in its entirety with the revised section included with this amendment:
SECTION 00 31 31.13 08 SUBSURFACE INVESTIGATION
Note: All of the 1 hour time slots for Rock Core Viewings on 3 June 2013 have been reserved as shown on the Rock Core Viewing sign-up sheet provided with this Amendment. For this reason, specification Section 00 31 31.13 08 has been revised to provide an additional day for Rock Core Viewings. As specified in the revised section, cores will be available for viewing on 4 June from 8:00 to 4:00 pm.
Viewing times will be reserved on a first come-first serve basis.
2. Addendum to Section 00100, Instructions to Offerors, 00100-2 Submission of Questions is replaced in its entirety with the following:
00100-2 SUBMISSION OF QUESTIONS
Due to the importance of maintaining the schedule for this project, it is requested that all questions regarding the specifications and/or drawings be submitted by 14 June 2013, 1:00 p.m.
All questions MUST be in writing and shall be emailed to LRP.CONTRACTING@USACE.ARMY.MIL or FAXED to 412-644-5109 with the SUBJECT of the email as the solicitation number “W911WN-13-R-0002 - QUESTION.” Any questions received after the above date will be answered at the discretion of the Contracting Officer.
3. QUESTIONS AND ANSWERS
Question 1: Questions are due 31 May 2013 and we think a 2 week extension will allow time for our team to review the solicitation and technical specifications, which appear to include numerous, unmarked changes from the draft version. Will you extend the questions due date for 2 weeks?
Response 1: This Amendment extends the hour and date specified for submission of questions to 1:00 pm on 14 June 2013.
Question 2: Would USACE grant a maximum five day extension of the question period? The reason for this request is that LRP’s scheduled rock core viewing per the May 22 site visit’s registration reservation form for viewing the cores, is June 3. Yet the deadline for submitting questions is May 31st. Upon viewing the rock cores, in conjunction with review of the GBR’s logs mailto:LRP.CONTRACTING@USACE.ARMY.MIL in hand during the rock core view, other questions regarding means and methods for the best technical approach for the Corps achieve their desirable long term solution may be bore.
Response 2: This Amendment extends the hour and date specified for submission of questions to 1:00 pm on 14 June 2013.
Question 3: Bids are due on 21 June 2013 and we don’t think it’s enough time to submit a good proposal. Will the proposal due date be extended for 60 days allowing adequate time for a good proposal?
Response 3: This Amendment extends the hour and date specified for receipt of proposals to 11:00 am on 19 July 2013.
Question 4: Will the USACE consider an extension of the bid date? If so, when will this change be made?
Response 4: This Amendment extends the hour and date specified for receipt of proposals to 11:00 am on 19 July 2013.
Question 5: In order to provide the Corps of Engineers a comprehensive best-value proposal addressing all the technical and site challenges, a voluminous amount of information and data has to be analyzed. The key document for eliminating the technical, schedule and cost risk to USACE is the approximately 3000 page GBR. Only by comprehensive analysis of all the data sets in the appendixes can a sound and sustainable technical solution be selected for the appropriate means and methods as applied to the specifications. Along with the GBR, plans and specifications require careful review to capture all contract requirements for each Definable Features of Work for staffing, testing, environmental controls and our internal engineering and design. Furthermore, there are many work items and services that are critical to full filling our Small Business Plan.
These local Small Businesses have to be located, vetted, sourced, and pricing determined. Will the U.S. Army Corps of Engineers consider granting a 4 week bid extension?
Response 5: This Amendment extends the hour and date specified for receipt of proposals to 11:00 am on 19 July 2013.
Questions 6: We request the proposal due date be extended by approximately two months to provide an essential amount of time to prepare a competitive proposal. We feel this is necessary for us to properly understand the bidding documents, evaluate means & methods, estimate, assess the risks, and prepare a comprehensive proposal for this technically challenging project.
Response 6: This Amendment extends the hour and date specified for receipt of proposals to 11:00 am on 19 July 2013.
Question 7: Site Visit – Please provide the Site Visit Sign-In Sheet as well as the Rock Core viewing schedule.
Response 7: The Site Visit Sign-In Sheet as well as the Rock Core viewing schedule is provided as an attachment to this amendment.
SECTION 00010 - SOLICITATION CONTRACT FORM
