CONTRACTOR QUESTIONS AND ANSWERS
1. Should the Contractor assume that the Government will not utilize the service bridge crane during the contract period? Would this then allow the Contractor to remove any or all of the electrical service or rail as required without concern for the ability of the crane to operate?
A1. The service bridge crane can be out of operation for a longer period of time than the bulkhead hoist. It can not be out of operation for the entire duration of the contract.
2. Should the Contractor assume that other than assess for lock operations personnel, the Contractor can stage material and equipment on the service bridge deck as necessary and without concern for the operation of the service crane?
A2. The Contractor will need to be able to stage material and equipment on the bridge, the Contractor’s staging should coincide with the different phases of work. The staging of material and equipment will be subject to approval by the Contracting Officer.
3. Will the Government limit the type or weight of equipment or scaffolding that can be placed on the service bridge deck or attached to bridge girders?
A3. Yes, the Contractor’s plan will be subject to the Contracting Officer’s approval. The weight limits on the bridge spans will be the same as the load limits presently restricting the bridge. The Locomotive Crane Loadings shown on Reference Drawing O-LEM-53/1 govern allowable loads on the girders. The Contractor shall determine allowable loads on the concrete bridge deck based on the dimensions and construction shown on Reference Drawing O-LEM-53/5.1 AND American Bridge Drawing Sheet No. 56.
4. Should it be assumed that the Contractor is responsible for inspecting the rivets for corrosion? What specific locations will need inspection or is the entire steel construction of the service bridge to be inspected?
A4. Yes, the Contractor is responsible for inspecting the rivets for corrosion. All rivets associated with the superstructure (bridge & bulkhead monorail beam support framing) need to be inspected. As specified in Section 02 41 00, paragraph 3.1.5.1, subparagraph f, the Contracting Officer will make the determination as to which rivets are to be replaced.
5. If the U.S. light fixtures are removed, will temporary lights need to be installed until new fixtures and supports are installed? What are the requirements of these temporary fixtures?
A5. Yes, temporary lighting will need to be installed, the existing fixtures may be used until the new fixtures are located and installed.
6. Why is the concrete demolition around the bearings so extensive? Can this demolition be reduced if Contractor’s design of jacking and replacement method does not require the concrete to be removed?
A6. Sizing of the demolition areas was based on anticipated requirements for removal of bearing bolt behind stiffener plate. Demolition can be reduced based on contractor’s approved design.
7. Section 01 11 00 states the manner in which the existing operating cylinders and equipment are to be protected. With the unpredictability and frequent gate movements that occur at the dam, how is the Contractor to coordinate the installation and removal of these protective coatings with the lock operations personnel on a daily basis? Gate movements often occur at night and are the Contractor is often not informed of the moves until they are to occur.
A7. The actual means and methods of providing protection of existing operating equipment is to be determined by the Contractor and submitted by the Contractor to the Government for approval as a part of their Work Plan.
It would be anticipated that the Contractor would only need to protect one to two gate bays at a time. Therefore, dependent upon the time of year the Work is being performed it may be permissible to have one to two additional gates inoperable for a short period of time.
Typically, river forecasting would provide advanced notice of the gate operation needs.
The Contractor would need to coordinate with and inform the Government of planned and current protection of operating cylinders and equipment. The Contractor is also required to provide the Government with an emergency and backup phone numbers.
8. Will the aluminum bulkheads at the back channel dam be relocated to a gate bay when the extension and painting of the bulkhead storage structure occurs or will the Contractor have to consider the protection of the bulkheads when pricing?
A8. The contractor should anticipate the bulkheads will be in the storage pit and will have to consider the protection of the bulkheads.
9. Does the original page 3 of 93 (lump sum line item 0001) need to be submitted with the revised price schedule?
A9. No it does not.
10. Detail B on Drawing S-1173 (attached) shows a bent plate wheel stop. The radius for the bending of a ¾” plate will be 2 times the thickness of the plate or 1 ½” R.
Is the 1 ½” R acceptable in this application or should this be a welded plate?
A10. The existing service bridge crane wheel stop is a bent plate which, bears on the rail.
It is possible that the existing has a bend radius that does not conform to current recommendations. The Contractor may supply a welded plate configuration at no additional charge. Also, the Contractor may propose a variation to supply a pre -manufactured wheel stop designed for the rail to be supplied for the service bridge crane.
11. As the specifications are written, the Contractor is responsible for sequencing work in a manner that shall allow for restoration of the contractors work for emergency operation as directed by the Contracting Officer during any stage of construction. As the possibility of one or numerous emergencies may prevail, can the addition of a separate price line be added to include this scenario?
A11. A separate payment item will be added for Restore Bulkhead Hoist for Emergency Service. The item will include payment for restoring the hoist to operation and returning to the construction condition prior to restoring to service.
11A. If a line item is added would there be specifics as to the wording?
A11A. The wording is given in the attached Amendment 0002.
12. Section 01 11 00, Paragraph 1.5.2.2 and Section 01 50 00, Paragraph 3.5 refer to requirements for Temporary Fencing. Please clarify the scope of fencing required.
A12. The fencing required in Section 01 11 00, Paragraph 1.5.2.2, is for safety and to secure the Contractor’s Work Area within the Construction Work Limits (CWL) for their project trailer(s), and laydown area. The CWL is indicated on Sheet C-1057.
The fencing required in Section 01 50 00, Paragraph 3.5 refers to 42” high, safety fencing.
This fencing is intended to be for workplace safety. The location(s) are to be proposed by the Contractor and approved by the Government. This may include sub-areas within the at-grade laydown and trailer area as well as on the bridge.
13. Section 09 97 02, Paragraph 1.4.4 requires the Paint Removal to be done by a certified SSPC-QP 2 Painting Contractor. This requirement excludes at least one qualified paint subcontractor with lead removal experience on various Corps and PennDOT projects. Could this requirement be modified to include Paint Contractors with “PennDOT Prequalification or SSPC- QP 2 Certification”?
A13. No, the Government does not feel we can alter this requirement because of the known presence of lead based paint.
14. If the Corps directs the Contractor to restore the use of the Bulkhead Hoist within 72 hours in the event of an emergency per Paragraph 1.12.5 in Section 01 11 00, how will the Contractor be compensated for this work?
A14. See answer to Comment A11 above.
15. Please clarify the scope of rivet removal required considered incidental to other work items and not included in Bid Item 0019.
A15. The Contractor is referred to Sheet S-5170, “RIVET REPLACEMENT NOTES:” 1 and 2. Removal or replacement of structural steel that requires removal of existing rivets within the Contract Documents, shall include costs of the rivet replacement as work incidental to the removal/replacement item (e.g. removal of frames for jacking – see Sheets S-3163 & S-3164). Therefore, structural steel items (e.g. plates and shapes) shown to be removed or replaced within the Contract Documents shall have the existing rivet removal and replacement with high strength bolts paid as an incidental cost to the structural steel item removed or replaced and not included in Bid Item 0019AA or 0019AB.
16. Section 01 11 00, Paragraph 1.5.5 indicates the Contractor is to arrange for transportation of employees from off-site parking areas. Section 01 50 00, Paragraph 3.1 indicates employees will park in an area within reasonable walking distance of the site and then goes on to state that it is up to the Contractor to provide transportation should remote parking become necessary. Is it possible to define available parking more clearly?
A16. Section 01 11 00, Paragraph 1.5.5 correctly indicates that limited laydown, storage and parking area is available to the Contractor. Should insufficient parking be available, Paragraph 1.5.5 correctly indicates that the Contractor is responsible for obtaining any supplemental parking areas and the associated transportation of employees from off-site parking.
Section 01 50 00, Paragraph 3.1 refers to any parking the Contractor plans on having within the Construction Work Limits (CWL). As a part of the Contractor’s work plan the Contracting Officer will review and approve, as appropriate, the Contractor’s proposed parking area(s) within the CWL’s. Any parking permitted within the on-grade CWL’s is estimated to be within reasonable walking distance to the construction site. Paragraph 3.1 correctly indicates that due to limited available space at the site, the Contractor shall provide transportation for employees parked off-site at a remote parking location.
17. Please note that in the Solicitation, on page 74 of 93, in Section 52.236-1, the percentage of work to be performed by the Contractor has not been filled in.
A17. The percentage for general construction is 15%
52.236-1 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984)
The Contractor shall perform on the site, and with its own organization, work equivalent to at 15% percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.
18. Please clarify if there are required locations for the splices in the new Bulkhead Hoist Beam on Drawing S-1175.
A18. The Contract Documents do not intend to explicitly, precisely locate the required splice locations. Note 6 on Sheet S-1175, and the corresponding “PROPOSED TRACK BEAM ELEVATION”, also on Sheet S-1175, indicate the variation in splice location permitted. This allows the Contractor flexibility to determine the lengths of beams desired to be purchased and installed. This also allows the Contractor some flexibility in determining their means and methods required to have the bulkhead hoist operable within the time constraints specified if notified by the Contracting Officer.
19. Can we start the project at Pier 16 and progress the work back to Pier 10?
A19. There are no restrictions specified on where the work can begin.
20. Can we utilize the existing top rails to access materials and equipment across the dam (55,000 to 60,000# unit and misc. equipment)?
A20. Yes, the Contractor’s plan will be subject to the Contracting Officer’s approval. The load limits on the bridge spans will be the same as the Locomotive Crane Loadings shown on Reference Drawing O-LEM-53/1.

WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

52.236-1 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984)
The Contractor shall perform on the site, and with its own organization, work equivalent to at 15% percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.
