MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 SCOPE

The section describes the measurement and payment for features of work to be constructed under the performance of this contract.

1.2 LUMP SUM PAYMENT ITEMS

1.2.1 General

Payment items for the work of this contract for which contract lump sum payments will be made are listed in the BID SCHEDULE and described below.

All costs for items of work, which are not specifically mentioned to be included in a particular lump sum or unit price payment item, shall be included in the listed lump sum item most closely associated with the work involved. The lump sum price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.2.2 Bonds

Lump Sum items listed in PRICE SCHEDULE include:

0001 REIMBURSEMENT FOR ACTUAL PERFORMANCE AND PAYMENT BONDS, BASIC

CONTRACT ITEMS

1.2.2.1 Payment

Payment for this item shall constitute full compensation for the actual premium cost for obtaining Performance and Payment Bonds in accordance with the Contract Clauses.

1.2.2.2 Unit of Measure

Unit of Measure: Lump Sum.

1.2.3 Mobilization and Demobilization

Lump sum payment items listed in the BID SCHEDULE include:

0002 MOBILIZATION / DEMOBILIZATION

a. Payment shall constitute full compensation for all labor, equipment, material, and supply costs to mobilize machinery, tools and supplies onto the project site and to demobilize such items from Government property at the completion of the project. Labor, equipment, material and supply costs for operating an on-site crane, either land based or on a floating plant, SECTION 01 22 00.00 10 Page 2 in support of back channel bridge repair tasks including, but not limited to, delivery and removal of equipment and materials to the bridge deck and assisting in installation and demolition of new and existing materials shall be included.

b. Unit of measure: Lump Sum.

1.2.4 Project and Safety Signs

1.2.4.1 Payment

Payment will be made for costs associated with furnishing, installing, maintaining, relocating and removing project and safety signs as specified in Section 01 50 10 PROJECT SIGNS.

Unit of measure: Lump Sum.

0004 Project and Safety Signs

1.2.5 Cleaning and Painting

Unit price payment items listed in the BID SCHEDULE include:

0005 CLEANING AND PAINTING

a. Payment shall be made for work performed on all the existing service bridge structural steel spans, fuel storage rooms, bulkhead storage building structure steel and new steel fabrications as specified, including but not limited to new service bridge walkway steel, track beam, and track beam support brackets. All existing service bridge spans and bulkhead storage building work shall include the full cleaning, containment and painting of existing structural steel as shown in the plans or as specified in Sections 09 97 02 PAINTING: HYDRAULIC STRUCTURES, 01 57 20.00 10 ENVIRONMENTAL PROTECTION and 02 41 00 DEMOLITION. New walkway steel work shall include cleaning and painting as shown in the plans or as specified in Section 09 97 02 PAINTING: HYDRAULIC STRUCTURES. All cleaning and painting work includes full compensation for furnishing all materials, equipment, and labor required to clean steel to the satisfaction of the Contracting Officer and apply specified coating systems. All cleaning and containment of paint on existing steel includes full compensation for furnishing all materials, equipment, and labor required for cleaning, containment, protection of existing features, abatement, treatment, and disposal of existing lead-based paint in accordance with local, state, and federal requirements.

b. Unit of measure: Lump Sum.

1.3 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BID SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, SECTION 01 22 00.00 10 Page 3 and for performing all work required for each of the unit price items.

1.3.1 Monthly Progress Images

Unit price payment items listed in the BID SCHEDULE include:

0003 DIGITAL PROGRESS IMAGES

a. Payment shall constitute full compensation for all labor, equipment, material and supply costs for furnishing monthly digital progress images as specified in Section 01 32 33 PROGRESS PHOTOGRAPHS.

b. Unit of measure: Sets.

1.3.2 Addition of Upstream Walkway

Unit price payment items listed in the BID SCHEDULE include:

0006 ADDITION OF UPSTREAM WALKWAY

a. Payment shall be made for costs associated with removing the existing railing supports and service crane conductor supports on the upstream side of the bridge as specified in 02 41 00DEMOLITION, and for costs associated with fabricating and installing new walkway, including but not limited to walkway supports, grating, grating supports, conductor rail supports, and relocating/remounting existing utilities on the upstream side of the service bridges in accordance with the Sections 05 50 14 STRUCTURAL METAL FABRICATIONS and 05 50 15 CIVIL WORKS FABRICATIONS. Payment includes collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement for removal of supports and fabricating and installing new walkway and new walkway supports shall be for each bridge span installed.

Measurement shall be performed by the Contractor.

c. Unit of measure: Each.

1.3.3 Replace Existing Handrail with New

Unit price payment items listed in the BID SCHEDULE include:

0007 REPLACE EXISTING HANDRAIL WITH NEW

a. Payment shall be made for costs associated with Sections 02 41 00 DEMOLITION, 05 50 14 STRUCTURAL METAL FABRICATIONS, and 05 50 15 CIVIL WORKS FABRICATIONS, which includes full compensation for removing all existing handrail at locations shown on the drawings, furnishing all materials, equipment, and labor required to fabricate and install the new handrail, posts, toe boards, and connection hardware on the upstream side of the bridge piers and bridge spans after installation of new upstream walkway. Payment for handrail installation shall include coring and grouting of holes to remove and install rail post pins in pier concrete, and all welding as shown on the drawings to install new railing on new walkway support brackets. Payment includes temporary removal and reconnection of the existing lightning protection system and telephone boxes, as required for installation, and collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of replaced upstream handrail shall be along the centerline

SECTION 01 22 00.00 10 Page 4 of rail segments installed to the nearest foot and shall not include discontinuous gaps between railing sections. Measurement shall be performed by the Contractor.

c. Unit of measure: Linear Feet7.

1.3.4 Mount Existing Pier Floodlights on New Supports

Unit price payment items listed in the BID SCHEDULE include:

0008 MOUNT EXISTING FLOODLIGHTS ON NEW SUPPORTS

a. Payment shall be made for costs associated with 02 41 00 DEMOLITION, 05 50 14 STRUCTURAL METAL FABRICATIONS, and 05 50 15 CIVIL WORKS FABRICATIONS, which includes full compensation for furnishing all materials, equipment, and labor required to remove, modify, fabricate and install the existing floodlights, brackets, and electrical hookups for floodlight fixtures on new support posts at each pier. This shall include work to furnish the new bracket and mount the bracket to the existing pier concrete as specified.

b. Measurement of floodlights installed on new supports shall be for each fully modified and installed unit and post. Measurement shall be performed by the Contractor.

c. Unit of measure: Each.

1.3.5 Relocate Service Bridge Crane Conductor Rail

Unit price payment items listed in the BID SCHEDULE include:

0009 RELOCATE SERVICE BRIDGE CRANE CONDUCTOR RAIL

a. Payment shall be made for costs associated with Sections 02 41 00 DEMOLITION and 26 05 00.00 40 COMMON WORK RESULT FOR ELECTRICAL, which includes full compensation for furnishing all materials, equipment, and labor required to relocate the service bridge crane conductor rail and service bridge crane conductor rail supports on piers. Payment shall include all materials, equipment, tools, and labor required to replace the track hangers, mount the existing conductor rail to supports, and provide electrical power supply modifications.

b. Measurement of relocated service bridge crane conductor rail shall be along the length of the conductor rail, excluding the length of conduit connection at the end to establish the electrical power supply, to the nearest foot and performed by the Contractor.

c. Unit of measure: Linear Feet.

1.3.6 Demolish and Replace Crane Rails

Unit price payment items listed in the BID SCHEDULE include:

0010 DEMOLISH AND REPLACE CRANE RAILS

a. Payment shall be made for costs associated with Sections 02 41 00 DEMOLITION, 34 11 00 SERVICE CRANE RAIL SYSTEM and 34 11 19.00 20 WELDING CRANE RAIL - THERMITE METHOD, which includes full compensation for furnishing all materials, equipment, and labor required to remove the

SECTION 01 22 00.00 10 Page 5 existing crane rail and install new crane rail. Payment includes collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of demolished crane rail shall be along centerline of a single rail section to the nearest foot, performed by the Contractor.

c. Unit of measure: Linear Feet (LF).

1.3.7 Demolish and Replace Hoist Conductor Rail

Unit price payment items listed in the BID SCHEDULE include:

0011 DEMOLISH AND REPLACE HOIST CONDUCTOR RAIL

a. Payment shall be made for costs associated with Sections 02 41 00 DEMOLITION, 26 05 00.00 40 COMMON WORK RESULT FOR ELECTRICAL, and 41 22 23.19 MONORAIL HOIST CONDUCTOR RAIL SYSTEM, which includes full compensation for furnishing all materials, equipment, and labor required remove the existing hoist conductor rail system and install the new hoist conductor rail system. Payment shall include all labor, material, tools, and equipment required to perform disconnection of existing hoist conductor rail system from conductor rail supports for bridge jacking operations and full replacement of the existing hoist conductor rail system after all jacking has been completed. Include all peripheral components, including but not limited to, conductor rails, splices, conductor rail supports, and power collector components required to install and operate the full conductor rail assembly, and modifications to the hoist crane for the new collector system. Payment includes collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of the demolished hoist conductor rail and new installed hoist conductor rail shall be performed by the Contractor. Measured length shall be the overall length of the conductor rail system measured along the length of the track beam to the nearest foot.

c. Unit of measure: Linear Feet).

1.3.8 Demolish and Replace Hoist Track Beam

Unit price payment items listed in the BID SCHEDULE include:

0012 DEMOLISH AND REPLACE HOIST TRACK BEAM

a. Payment shall be made for costs associated with Sections 02 41 00 DEMOLITION, 05 50 14 STRUCTURAL METAL FABRICATIONS and 03 30 53 MISCELLANEOUS CAST-IN-PLACE CONCRETE, which includes full compensation for furnishing all materials, equipment, and labor required to demolish the existing hoist track beam with new track beam support brackets. This shall include, but is not limited to furnishing and installing new cover plated track beam, splices, hoist positioner plates, crane wheel stops, all track beam support brackets, and bearing assemblies for track beam support brackets to be performed sequential with span jacking operations.

Demolition and replacement of fuel storage room concrete to remove and replace track beam brackets embedded in the concrete floor is included.

Also include hoist extension support frame at bulkhead storage structure, including all associated electrical modifications required to remove, store, and remount the existing floodlight at this support frame. This item shall account for all adjustments upon track beam installation, SECTION 01 22 00.00 10 Page 6 including but not limited to heat-straightening and track beam support bracket adjustments necessary to meet tolerances and clearances specified.and install a new hoist track beam. Payment includes collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of demolished hoist track beam and new installed hoist track beam shall be along the centerline of the hoist track beam to the nearest foot and shall be performed by the Contractor.

c. Unit of measure: Linear Feet.

1.3.9 Demolish and Replace End Span Concrete and Bridge Joints

Unit price payment items listed in the BID SCHEDULE include:

0013AA DEMOLITION OF EXISTING

a. Payment shall be made for costs associated with Section 02 41 00 DEMOLITION, which includes full compensation for furnishing all materials, equipment, and labor required to selectively demolish areas of the existing bridge deck concrete at the end of the bridge spans and selectively demolish pier concrete at the bridge recesses for joint installation as indicated on drawings. Payment includes saw cutting, protection of existing features to remain, disposal of demolished materials, and collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of the demolished concrete shall be performed by the Contractor in accordance with a method(s) approved by the Contracting Officer.

c. Unit of measure: Cubic Yard .

0013AB NEW PLACEMENT AT BRIDGE DECK, JOINTS, & PIERS

a. Payment for this item shall include all new concrete work to accommodate the reconstruction of the bridge deck at end spans and the pier concrete adjacent to the joints. Work shall be performed in accordance with Sections 03 11 14.00 10 FORMWORK FOR CONCRETE, 03 15 14.00 10 SERVICE

BRIDGE EXPANSION JOINTS, 03 20 02 STEEL BARS AND WELDED WIRE FABRIC FOR

CONCRETE REINFORCEMENT, and 03 30 53 MISCELLANEOUS CAST-IN-PLACE CONCRETE.

Payment shall constitute full compensation for all labor, equipment, tools, and supplies, for the following:

1. Preparation and protection of all existing concrete surfaces for placement of new concrete.

2. Furnishing and installing all concrete reinforcing, dowels, and accessories, including drilling and grouting of dowels.

3. Furnishing and placing new concrete, including formwork, finishing, curing and protection, and other necessary work to complete concrete placement as shown.

b. Measurement of the new concrete shall be performed by the Contractor in accordance with a method(s) approved by the Contracting Officer.

c. Unit of measure: Cubic Yard.

0013AC REPLACEMENT OF JOINT SEAL SYSTEM

a. Payment shall be made for costs associated with Sections 03 15 14.00 10 SERVICE BRIDGE EXPANSION JOINTS, and 05 50 14 STRUCTURAL METAL FABRICATIONS which includes full compensation for furnishing all materials, equipment, and labor required to fabricate and install the new joint seal system, including strip seals, strip seal splices and returns, and studded joint corner armor assemblies.

b. Measurement of the demolished joint seal system and new joint seal system shall be along the centerline of the joint seal system to the nearest foot and shall be performed by the Contractor.

c. Unit of measure: Linear Feet.

1.3.10 Demolish and Replace Concrete Bulkhead Wall at Pier 10

0014AA DEMOLITION OF EXISTING BULKHEAD WALL

a. Payment shall be made for costs associated with Section 02 41 00 DEMOLITION, which includes full compensation for furnishing all materials, equipment, and labor required to selectively demolish the existing bulkhead wall concrete at Pier 10 as indicated on drawings. Payment shall include saw cutting, disposal of demolished materials, and collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of the demolished concrete shall be performed by the Contractor in accordance with a method(s) approved by the Contracting Officer.

c. Unit of measure: Cubic Yard.

0014AB NEW PLACEMENT AT BULKHEAD WALL

a. Payment for this item shall include all new concrete work to accommodate the reconstruction of the bulkhead wall as indicated on the drawings. Work shall be performed in accordance with Sections

03 11 14.00 10 FORMWORK FOR CONCRETE, 03 15 14.00 10 SERVICE BRIDGE

EXPANSION JOINTS, 03 20 02 STEEL BARS AND WELDED WIRE FABRIC FOR CONCRETE

REINFORCEMENT, and 03 30 53 MISCELLANEOUS CAST-IN-PLACE CONCRETE. Payment shall constitute full compensation for all labor, equipment, tools, and supplies, for the following:

1. Preparation and protection of all existing concrete surfaces for placement of new concrete.

2. Furnishing and installing all concrete reinforcing, dowels, and accessories, including drilling and grouting of dowels.

3. Furnishing and placing new concrete, including formwork, finishing, curing and protection, and other necessary work to complete concrete placement as shown.

b. Measurement of the new concrete shall be performed by the Contractor in accordance with a method(s) approved by the Contracting Officer.

1.3.11 Demolish and Replace Bridge Bearings

Unit price payment items listed in the BID SCHEDULE include:

0014 DEMOLISH AND REPLACE BRIDGE BEARINGS

a. Payment shall be made for costs associated with Sections 02 41 00

DEMOLITION, 05 50 14 STRUCTURAL METAL FABRICATIONS, 05 50 15 CIVIL WORKS

FABRICATIONS, and 05 50 16 STEEL BEARING ASSEMBLIES, which includes full compensation for furnishing all materials, equipment, and labor required to remove the existing service bridge bearings and install new bearings.

Payment includes collection of all debris and materials to prevent materials from falling into the waterway.

b. Measurement of the demolished and replaced bridge bearings shall be based on the actual number of bearings demolished and replaced by the Contractor.

c. Unit of measure: Each.

1.3.12 Demolish and Replace Pier Concrete for Bearing Access

Unit price payment items listed in the BID SCHEDULE include:

0016 DEMOLISH AND REPLACE PIER CONCRETE FOR BEARING ACCESS

a. Payment shall be made for costs associated with Sections 02 41 00

DEMOLITION, 03 11 14.00 10 FORMWORK FOR CONCRETE, 03 20 02 STEEL BARS AND

WELDED WIRE FABRIC FOR CONCRETE REINFORCEMENT, and 03 30 53 MISCELLANEOUS CAST-IN-PLACE CONCRETE, which includes full compensation for furnishing all materials, equipment, and labor required to demolishing and replace the volumes of existing concrete required to enable access to the bridge seat for replacement of bearings as shown on the drawings. Include modification and/or relocation of existing features required to establish access.

Payment for additional concrete demolition and replacement required as a result of encountered existing concrete field condition will be made in accordance with Section 00700 CONTRACT CLAUSE, clause 52.243-4 "Changes".

Payment shall constitute full compensation for all labor, equipment, tools, and supplies for the following:

1. Preparation and protection of all existing surfaces for demolition of existing concrete to prescribed limits shown on the drawings.

2. Preparation and protection of all existing concrete surfaces for placement of new concrete.

3. Furnishing and installing all concrete reinforcing, dowels, and accessories, including drilling and grouting of dowels.

4. Furnishing and placing new concrete, including formwork, finishing, curing and protection, and other necessary work to complete concrete placement as shown.

5. Collection of all materials and debris to prevent materials from falling into the waterway.

b. Measurement of the demolished and replaced concrete volumes shall be performed by the Contractor in accordance with a method(s) approved by the Contracting Officer.

c. Unit of measure: Cubic Yards.

1.3.13 Vertical Jacking of Bridge Spans

Unit price payment items listed in the BID SCHEDULE include:

0017 VERTICAL JACKING OF BRIDGE SPANS

a. Payment shall be made for costs associated with Sections 05 12 33

TEMPORARY GIRDER SUPPORT AND JACKING, 05 50 14 STRUCTURAL METAL

FABRICATIONS, 05 50 15 CIVIL WORKS FABRICATIONS, and 05 50 16 STEEL BEARING ASSEMBLIES, which includes full compensation for furnishing all materials, equipment, and labor required to install, operate, and remove the vertical jacking system for jacking of bridge spans. This item shall include, but not be limited to preparing and restoring utilities for vertical jacking, removing existing diaphragms, installing temporary jacking frames, performing jacking, reinstalling existing diaphragms, and establishing final vertical alignment of the bridge spans. The work shall also include design engineering and supplying equipment required to perform vertical jacking including but not limited to hydraulic jacks, shims, guides, temporary jacking frames, and any other required hardware. Jacking frames shall become property of the Government after project completion. Utility preparation work shall include, but is not limited to preparing existing conduit banks, cable trays, and lightning protection systems for span displacements as result of jacking work.

b. Measurement of the jacking performance shall be made for the number of full bridge spans, which includes the steel girders, cross members, the deck supported thereby, and all appurtenant materials carried by the girders and concrete deck between any two adjacent piers. Measurement shall be based on the actual number of bridge spans jacked by the Contractor.

c. Unit of measure: Each.

1.3.14 Longitudinal Jacking of Bridge Spans

Unit price payment items listed in the BID SCHEDULE include:

0018 LONGITUDINAL JACKING OF BRIDGE SPANS

a. Payment shall be made for costs associated with Sections 05 50 14

STRUCTURAL METAL FABRICATIONS, 05 12 33 TEMPORARY GIRDER SUPPORT AND

JACKING, 05 50 15 CIVIL WORKS FABRICATIONS, and 05 50 16 STEEL BEARING ASSEMBLIES, which includes full compensation for furnishing all materials, equipment, and labor required install, operate, and remove the longitudinal jacking system. This item shall include, but not be limited to preparing and restoring utilities for jacking, installing temporary jacking brackets, performing jacking, and establishing final longitudinal alignment of the bridge spans. The work shall also include design engineering and supplying equipment required to perform vertical jacking including but not limited to hydraulic jacks, temporary jacking brackets, and hardware. Utility preparation work shall include, but is not limited to preparing existing conduit banks, cable trays, and lightning protection systems for span displacements as result of jacking work.

b. Measurement of the jacking performance shall be made for the number of full bridge spans, which includes the steel girders, cross members, the

1.3.15 Steel Repair Work

Unit price payment items listed in the BID SCHEDULE include:

Painting of the repair area shall be included. Payment shall exclude rivet removal and bolting work associated with repairs or other work identified on the drawings.

0020 RESTORE BULKHEAD HOIST FOR EMERGENCY SERVICE

a. Payment shall be made for costs associated with Section 01 11 00 GENERAL REQUIREMENTS for restoration of the track beam and conductor system for emergency operation if directed by the Contracting Officer. The payment shall include all work necessary to make the track beam and conductor functional for operation of the bulkhead hoist and to return the track beam and conductor system for continuing the rehabilation work after emergency use of the bulkhead hoist is completed.

b. Measurement shall be made for each restoration of the track beam and conductor performed by the Contractor as directed by the Contracting Officer.

c. Unit of measure: Each.
