GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 SCOPE
This section addresses the general requirements applicable to the performance of the work under this contract. These requirements are in addition to those specified in other sections of the contract.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having an "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

Access Plan; G|RE
The Contractor shall submit an access plan for Government lock or dam operating personnel to the Contracting Officer.
Propelling Unit Agreement; G|RE
The written agreement between the Contractor and the lessor documenting the requirement for required towboat or propelling unit to be on site within the specified time limit shall be provided to the Contracting Officer prior to mobilization of any floating plant to the work site.
Temporary Mooring Facilities; G|RE
The Contractor shall submit any proposed plans for development of temporary moorings to the Contracting Officer. Moorings shall be designed in accordance with the requirements herein.
Plan of Action, Withdrawal of Equipment and Floating Plant; G|RE
The Contractor shall prepare and submit a Plan of Action for withdrawal of equipment and floating plant in accordance with paragraph "Plan of Action, Withdrawal of Equipment and Floating Plant."
Small Water Craft Operations Plan; G|RE
The Contractor shall develop and submit a plan for operation of small water craft within the area of the dam.
1.4 DRAWINGS
1.4.1 Contract Drawings - General
The contract drawings provided reflect the work to be performed under this contract. The Contractor shall check all drawings immediately upon receipt, and verify the figures, dimensions, and representation of the work. The Contractor shall compare all drawings and verify the figures before laying out the work. Dimensions marked on drawings shall, in general, be followed. Use of scaled measurements shall not be allowed.
The Contractor shall promptly notify the Contracting Officer of any discrepancies, and shall be responsible for any errors which might have been avoided by complying with this paragraph. Any omissions from the contract drawings, specifications or incorrect description of details of the work which are manifestly necessary to carry out the intent of the contract drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or incorrectly described details of work, but shall be performed as if fully and correctly set forth and described in the contract drawings and specifications. Unless otherwise noted, dimensions and elevations, and other features shown on contract drawings are generally based on site surveys and measurements, and As-Built drawings. The Government cannot guarantee the accuracy of the dimensions, elevations, and features shown on the contract drawings which are based on the reference drawings, and it shall be the responsibility of the Contractor to verify all elevations and the dimensions shown by measurements in the field, at no additional cost to the Government.

1.4.2 Reference Drawings
The reference drawings included with the folio of contract drawings show existing conditions to the best knowledge of the Government. Unless otherwise noted, dimensions, elevations, and other features shown on contract drawings, are generally based on the reference drawings supplemented by field surveys. The Government cannot guarantee the accuracy of the dimensions, elevations, and features shown on the reference drawings or on the contract drawings which are based on the reference drawings, and it shall be the responsibility of the Contractor, whenever necessary, to verify all elevations and the dimensions shown by measurements in the field. All elevations are referenced to the local datum used for the original construction of the lock and dam. The Contractor shall verify elevations and dimensions before laying out the work. The Contracting Officer shall be notified of any discrepancies prior to commencing work.
1.4.3 Final "As-Built" Shop Drawings
The Contractor shall provide a final set of As-Built fabrication drawings in accordance with Section 01 78 02.00 15 CLOSEOUT SUBMITTALS (AS-BUILT DRAWINGS), prior to completion of the work. All working "As-Built" and final "As-Built drawings shall become the sole property of the Government at the conclusion of the contract. Shop-drawings provided by the Government and used by the contractor in the performance of the contract shall be titled as the contractor's and submitted in the folio of drawings to be submitted. No stamped, printed, or written statements that any drawings are the property of the Contractor or any other entity shall be placed on drawings submitted to the Government.
1.5 WORK AREAS AND RESTRICTIONS
1.5.1 General
The work under this contract shall be performed at the Emsworth Locks and Dams, Ohio River, Allegheny County, Pennsylvania. The Ohio River at the project is divided by Neville Island into two channels, a larger main channel and a smaller back channel. The Emsworth facility consists of two dams, one located on the main channel 6.2 river miles downstream of the Point in Pittsburgh, and another located on the back channel 6.8 river miles downstream of the Point in Pittsburgh. Work performed under this contract shall be at the back channel dam. Limited access to the bulkhead storage pit, the staging area, and the work areas located on the piers of the back channel dam may be accessed from the Government fee parcel, public roads, temporary easement adjacent to the right abutment, or from the river as shown on the drawings.
1.5.2 Work Areas
The work areas under this contract shall be at the back channel dam. As required by CONTRACT CLAUSE "OPERATIONS AND STORAGE AREAS", all operations of the Contractor shall be confined to areas shown on the drawings required to accomplish the work under this contract and as authorized and approved by the Contracting Officer. The limits of the Contractor's work areas are as shown on the Contract Drawings. All work areas shall be coordinated with the Contracting Officer prior to commencement of work. The Contractor shall submit an access plan for Government lock operating personnel and inspectors to the Contracting Officer.

1.5.2.1 Restrictions on Existing Abutment Wall
The Contractor shall not be permitted access to the area adjacent to the back channel dam right abutment.
1.5.2.2 Work Area Fencing
The Contractor shall coordinate security fencing around the work area with the Contracting Officer and other contractors performing work at the site.
It is the responsibility of the contractor to ensure the security and safety of the site and personell and prevent unauthorized access. Fencing shall be installed in accordance with Section 01 50 00 TEMPORARY
CONSTRUCTION FACILITIES AND CONTROLS.
1.5.3 Access to Project Site
1.5.3.1 Back Channel Access
Back channel access is limited from both the water and land.
The Government possesses a tract of land on the right dam abutment of the back channel dam as shown on the drawings. The Contractor may use this area to stage equipment and materials for the work associated with the back channel service bridge repairs, subject to limitations and coordination requirements specified within this section and other sections. The Contractor may also further develop the riverbank within this area for access into the river. Any proposed development of the river bank for the purpose of access shall be submitted to the Government for review and approval. Any proposed access will not block or in any other way obstruct flow through the dam gates. The development of plans for any proposed access shall be prepared under the direction of, or by a Registered Professional Engineer. Any required investigations (i.e. soil and rock mechanics, rock depth, etc.) shall be the responsibility of the Contractor, and all costs for such investigation shall be borne by the Contractor.
Equipment and material staging shall be coordinated with other contractors concurrently present at the site performing work related to the abutment stabilization.
Upstream access to the back channel dam from the river is restricted by two low-clearance bridges located upstream of the dam. The Fleming Park Highway Bridge and the CSX Railroad bridge have shallow clearance between low steel and normal operating pool (El. 710). The Contractor shall investigate these bridges in order to plan and design the delivery of equipment and materials to the dam site from upstream. Special low clearance floating plant and propelling units will likely be required for work from upstream of the dam. No downstream access restrictions are present.
1.5.4 Existing Roads and Property
1.5.4.1 General
The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. The Contractor shall investigate the adequacy of existing roads and the allowable load limit on these roads. The Contractor shall be responsible for all damage to existing roads and property occasioned by any of his operations. When intending to transport any heavy loads on roadways, the

Contractor shall investigate all weight limits for the roads he intends to use and shall secure any required bond(s) from the respective owner(s).
The Contractor shall document the existing condition of the roadways that he will be using, with the owners thereof. In the past, video recordings of the original roadway conditions have provided satisfactory documentation. Prior to beginning any construction, the Contractor shall videotape, on DVD format, all existing structures including, but not limited to, local roads, public and private property, and any other areas as directed by the Contracting Officer. The owners of such roadways and other property should be present at the time of the documentation. An unedited copy of all video recordings shall be given to the owners and the Contracting officer within 5 days after documentation. All damage to transportation facilities, public or private property, or utilities caused by the Contractor's operations shall be repaired to the satisfaction of the Contracting Officer at no additional cost to the Government. Any damage to the roadways, caused by the Contractor's operations, shall be repaired in kind by the Contractor and at his own expense. Roads shall be kept clear of all debris generated by the Contractor's operations. Roads shall be cleaned of any spillage. Upon completion of all work requiring use of the local roads, the roadways shall be restored to their preconstruction condition by cleaning and or reconstruction of damaged drainage facilities, base courses, and pavements as necessary. Repairs shall be made in the same manner as the original construction. No separate payment will be made for maintaining and restoring the condition of the roads, and all costs in connection therewith shall be considered as incidental to performance of the work.
1.5.4.2 Hauling Permits
The Contractor shall be responsible for acquiring all necessary oversized hauling permits and general hauling permits for any equipment or debris transported via roadways, as required. No heavy hauling on public roads will be permitted until all permits and bonds have been obtained as required. All costs associated with securing these permits shall be borne by the Contractor.
1.5.5 Laydown, Storage and Parking Areas
Limited laydown, storage and parking areas are available to the Contractor. The Contractor shall arrange for any transportation of employees from off-site parking area(s) to the points of access at the dam site. No other areas owned by the Government are available to the Contractor. The Contractor shall coordinate use of the the available areas with other contractors performing work at the site. Any supplemental areas obtained by the Contractor shall be the responsibility of the Contractor as described in Section 01 50 00 TEMPORARY CONTSTRUCTION FACILITIES AND
CONTROLS.
1.5.6 Utilities
The Contractor shall be responsible for coordination of all existing utilities with the work and for providing utilities for construction purposes. Utilities shall be coordinated in accordance with Section
01 18 00 UTILITY COORDINATION.
1.6 EXISTING SURVEY CONTROLS
Corps of Engineer survey controls are located on the back channel dam. The Contractor will be given this information upon request.

1.6.1 Project Alignment
All new work to be constructed under this contract shall be constructed level, plumb, and accurately from survey control points established by the Contractor as necessary to construct all work within the proper alignment.
The Contractor shall verify the elevations and positions of the Corps of Engineers survey controls before using them to layout the work under this contract, and shall notify the Contracting Officer of any discrepancies prior to commencing work. If any existing survey controls are disturbed during execution of the work, the Contractor shall replace the survey control as directed by the Contracting Officer at no expense to the Government.
1.7 CONTRACTOR'S FLOATING PLANT
The Contractor shall assume land-based access to the site. Use of a floating plant shall be permitted with approval of the Contracting Officer.
1.7.1 General
Floating plant, and the operation of such plant, shall comply with the requirements of EM 385-1-1, Section 19. Floating plant which is not being used in the performance of the work shall be secured in a manner that does not interfere with navigation on the river. Emergency plans for removing or securing floating plant and evacuating personnel in the event of severe weather shall be prepared in accordance with EM 385-1-1, Section 19.A.03.
The Contractor shall provide personnel as necessary to adjust moorings to provide for fluctuations of pool level. A propelling unit capable of moving the floating plant must be available at all times. If the Contractor chooses to have a leased towboat or propelling unit off-site, the towboat or propelling unit must be capable of being on-site within 4-hours notice. The written propelling unit agreement between the Contractor and the lessor documenting this requirement shall be provided to the Contracting Officer prior to mobilization of any floating plant. The agreement shall also include documentation that the propelling unit operator currently possesses a U.S. Coast Guard "Operator of Uninspected Towing Vessels" license. The Contractor shall be fully responsible for selection of floating plant which is suitable for the performance of the work under this contract. Contractor's floating plant shall operate only within the areas of work shown on the drawings, unless such areas are modified with the approval of the Contracting Officer and Lockmaster.
1.7.2 Equipment Requirements
The Contractor shall select floating plant and towboats and propelling units of a size and capacity suitable for performance of the work under this contract. Towboats and propelling units shall have sufficient horsepower capacity to control the floating plant used, considering the size and draft of the plant, for the expected river velocities and wind conditions. The Contractor shall submit a plan of all floating plant, floating plant based equipment (i.e. cranes, derricks), temporary operating systems (i.e. generators, compressors, welding machines, etc.), and other appurtenant features which he will have present during the contract period. The Contractor shall use sketches, diagrams, and narratives to indicate location of all floating plant-equipment. The Contractor shall use manufacture catalog information or other suitable data to describe the specific equipment to be used. The Contractor shall also indicate the methods and procedures that will be used to deliver materials, supplies and

1.7.3 Signal Lights and Markers
The Contractor shall display signal lights and conduct his operations in accordance with the General Regulations of the Coast Guard, as set forth in Commandant, U.S. Coast Guard Instruction M16672.2 or 33 CFR 81 Appendix A (International) and 33 CFR 84 through 33 CFR 89 (inland) as applicable.
The Contractor shall be required to furnish and install all buoys, lights, signs, and other safety devices as required by Coast Guard rules and regulations. All equipment and devices shall be Coast Guard approved.
1.7.4 Maintenance of Floating Plant
The Contractor shall maintain all floating plant equipment in good working condition throughout the contract period.
1.7.5 Mooring of Floating Plant
The Contractor shall be responsible for all mooring of floating plant.
When not in use, the Contractor's floating plant shall be securely moored.
The Contractor shall also be solely responsible for providing personnel in order to adjust mooring lines as required by the prevailing river conditions.
In addition to the use of spuds for securing floating plant, the Contractor may construct temporary mooring facilities such as dolphins, pile clusters and dead man anchorages within the back channel for mooring. Any such temporary mooring structures shall be placed no closer than 1,000 feet from the upstream face of the dam, unless otherwise shown on the drawings or approved by the Contracting Officer, and shall not adversely obstruct flow. If temporary mooring facilities are located within 1,000 feet of the upstream face of the dam, mooring of the floating plant shall be coordinated with the Lockmaster and approved by the Contracting Officer.
Temporary mooring within this area shall not be permitted during high water to prevent the floating plant from being swept through the dam. Any temporary moorings constructed by the Contractor shall be completely removed at the completion of the project. Development of plans for any proposed mooring shall be prepared under the direction of, or directly by, a Registered Professional Engineer. Any required investigations (i.e. soil and rock mechanics, rock depth, etc.) shall be the responsibility of the Contractor, and all costs for such investigation shall be borne by the Contractor.
Design loads, "hydraulic" design factors, criteria and standards used for development of temporary mooring structures, as a minimum, shall be in accordance with the following Corps of Engineers hydraulic structure design standards:

Additional Corps of Engineers design standards may be applicable dependent on the nature of the mooring structure proposed.
Any temporary moorings constructed by the Contractor shall be completely removed at the completion of the project.
The Contractor will not be permitted to moor floating plant to the upstream face of the dam when not in use, unless approved by the Contracting Officer and Lockmaster. However, this plant must be completely removed and secured to temporary moorings by the time the upstream river gauge reaches 22.0, or within two hours notice from the Contracting Officer or Lockmaster.
1.7.6 Suspension of River Traffic and Construction
1.7.6.1 Withdrawal of Equipment and Floating Plant
Navigational restrictions require that all river traffic through Emsworth Locks and Dams be suspended when the river level reaches El. 716.0 (Upper gauge = 22 feet). Therefore, all work performed from floating plant at the project site shall be suspended when the river level is at this stage.
Work from areas not affected by this river stage may continue. The Contractor's floating plant, or any subcontractor's floating plant, shall be moored away from the dam by the time the river level reaches El. 716.0, and work is suspended. It shall also be the Contractor's responsibility to withdraw any land-based equipment that would be subject to damage by rising river stages at this level from such affected areas, before they are subject to damage. The Contractor shall monitor the prevailing river conditions at the project site, referring to the upstream project river gauge, river forecasts issued by the National Weather Services, and the Corps of Engineers River Forecast System, and shall determine when to withdraw equipment and floating plant. The withdrawal of equipment and floating plant shall ultimately be the Contractor's decision and will not be directed by the Government. It shall be the Contractor's responsibility to determine the time necessary to make a complete and safe withdrawal of equipment and floating plant with due consideration given to the location of mooring area; amount of equipment; size of the floating plant, and capacity of towboats and propelling units to operate safely and efficiently at the expected river velocities. All floating plant and equipment shall remain securely moored during the period when river levels are at or above El. 716.0, and river traffic and work is suspended. The Contractor shall also be responsible for providing personnel during the suspension to adjust mooring lines as required by the prevailing river conditions. The Contractor shall resume all work, and remobilize equipment and floating plant from its moored location when the river level reaches El. 716.0 with a falling condition forecasted.
1.7.6.2 Plan of Action, Withdrawal of Equipment and Floating Plant
The Contractor shall prepare and submit a Plan of Action for withdrawal of equipment and floating plant. The plan shall detail the procedures for
SECTION 01 11 00 Page 10 withdrawal of equipment and floating plant in the event that suspension of river traffic and work is imminent. The Plan of Action shall include but is not limited to the following information:
a. Procedure(s) For Monitoring River Conditions Including River Levels, Discharges, And Velocities
b. Mooring Location(s)
c. Monument River Condition Which Affect Notification Actions
d. Monument River Conditions Which Affect Withdraw
e. Sequence and Duration of Withdraw
f. Procedures for Care of Moored Floating Plant and Equipment
g. Monument River Conditions Affecting Remobilization
h. Sequence and Duration of Remobilization
The Plan of Action shall include a listing of key Contractor's Points of Contact and telephone numbers. The Plan of Action shall include the withdrawal of any subcontractor's equipment and floating plant. The Contractor's Plan of Action shall be consistent with the applicable requirements for Emergency Planning as described in EM 385-1-1. All key Contractor personnel including superintendents, foremen, safety officers, and QC personnel shall be given a copy of the Plan of Action and shall be thoroughly familiar with their duties under this plan. Subcontractors shall also be thoroughly familiar with their responsibilities and duties under the plan.
1.7.6.3 Compensation and Extension of Contract Period, Suspension of Work
The withdrawal of floating plant and equipment is considered a condition of work dictated by the nature of the worksite. The Contractor's withdrawal of equipment and floating plant shall not be construed as a direction on the part of the Government or Contracting Officer, under the provisions of CONTRACT CLAUSE "SUSPENSION OF WORK," which shall not apply to this work condition. No compensation will be made to the Contractor for withdrawal of this equipment nor will any delay costs be made for the period during which work cannot be accomplished. In accordance with CONTRACT CLAUSE "DEFAULT (FIXED PRICE CONSTRUCTION)," the contract period will be extended equitably for the withdrawal of floating plant and equipment.
1.7.7 Operation of Small Water Craft
The Contractor shall develop, prepare and submit a small water craft operations plan addressing the operation of small water craft within the "Restricted Area" of the Emsworth Locks and Dams. The plan shall address safe operations of small water craft and shall include; maximum river stages, maximum river flows, horsepower requirements, training, and any other items necessary to address all the hazards associated with navigating in the "Restricted Area" of the dams.
1.8 PROTECTION AND MAINTENANCE OF ROAD TRAFFIC
During construction the Contractor shall maintain and protect traffic on all affected roads during the construction period except as otherwise specifically directed by the Contracting Officer. The traveling public shall be protected from damage to person and property. The Contractor shall submit his proposed traffic control plan for approval.
1.9 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as
SECTION 01 11 00 Page 11 set forth in CONTRACT CLAUSE "PERMITS AND RESPONSIBILITIES". However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood or earthquake, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor shall make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work, an equitable adjustment pursuant to the CONTRACT CLAUSE "CHANGES", will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices.
Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.10 PROTECTION OF UTILITIES
Utilities shall be protected as specified in Section 01 18 00 UTILITY
COORDINATION.
1.11 COORDINATION AND MANAGEMENT OF BULKHEADS AND LIFT GATES
Coordination and management of the existing aluminum bulkheads will not be required for the performance of work under this contract. The Contractor will not be permitted to use the bulkheads or cause gate closures, and only the Government will operate the gates and use the bulkheads in the case of an emergency.
1.12 OPERATION OF GOVERNMENT FACILITY
The Emsworth Locks and Dams facility shall remain in operation at all times. The Contractor shall perform his work in a manner which will not interfere with the operation of the facilities and the duties of Government personnel. Particular care shall be taken during all operations under this contract to prevent damage to any operating equipment or facilities at the project. The Contractor shall take all necessary precautions to ensure the safety of the workers in accordance with the applicable provisions of EM 385-1-1. Contractor operations shall be performed in such a manner to ensure that project personnel, navigation industry personnel and the public are protected at all times.
1.12.1 Emsworth Locks and Dam, Hours of Operation
Emsworth Locks and Dams operates 24 hours per day.
1.12.2 Contractor's Work Hours
Contractor's work hours shall be restricted to 7:30 A.M. to 6:00 P.M., Monday through Friday, or as otherwise approved by the Contracting Officer. The Contractor shall coordinate with the Contracting Officer to make sure government personnel are present during major features of work.
1.12.3 Other Active Contract Work
Other active contract work will be or may be underway at the Emsworth Locks and Dams during performance of the work under this contract as specified in
SECTION 01 11 00 Page 12 the following subparagraphs. The Contractor shall be required to coordinate and provide access to the work areas at the back channel dam to other Contractors and shall no interfere with construction performed under these contracts. The Contractor shall be aware of all other contract work being constructed at the back channel and main channel dams during the construction period. The work under separate effort may continue through the completion of the work under this contract.
1.12.3.1 Main Channel Dam Rehabilitation
Efforts are underway at the main channel dam for rehabilitation construction. This rehabilitation construction consists of the following main channel dam work: site preparation work, including fence modifications; pier modifications, including concrete removal, concrete repairs, installation of embedded features, demolition of existing machinery houses, and construction of new machinery houses; lift gate modifications, including demolition of existing lift gates, installation of new lift gates, and installation of new lift gate operating machinery;
miscellaneous electrical modifications, including power, lighting, and HVAC systems, control and instrumentation systems, and new main channel dam electrical service; existing abutment wall modifications, including concrete removal, concrete repairs, construction of a new esplanade concrete slab, and the installation of rock anchors for stability; dredging operations downstream of the dam apron, including removal of existing obstructions, and staging and reinstallation of derrick stone and graded stone; grout bag scour protection downstream of the main channel dam, including grout bag installation, apron tie-in element installation, bedding material and geogrid reinforcement installation on the prepared river bottom, and grout bag flank protection during various stages of construction; existing left abutment wall modifications, including the installation of an abutment combination wall consisting of the installation of pipe piles, sheet piles, and end piles, drilling of rock sockets, placement of concrete in and around the pipe piles, and installation of riprap backfill on the landward side of the constructed combination wall;
installation a pre-engineered metal control building with foundation; and installation of a main channel emergency generator set and access platform.
This main channel rehabilitation construction consists of the following back channel dam work: installation of access platform around the existing back channel dam emergency generator; and installation of new bellow covers on the machinery houses.
1.12.3.2 Back Channel Dam Right and Left Abutment Stabilization Contracts
Efforts are expected to be near completion on the back channel dam right abutment stabilization project prior to construction of the left abutment stabilization. Right abutment stabilization includes similar construction, with some modifications, as the left abutment stabilization, and consists of the following: abutment wall modifications, including concrete repairs, including removal of existing concrete, installation of dowels and reinforcement, installation of new concrete, and installation of rock anchors; demolition of the existing guardrail and replacement with new steel handrailing on top of the abutment wall; installation of a work platform, including excavation and installation of aggregate base course and grouted riprap slope protection; contaminated material excavation and handling; installation of micropiles, including drilling holes in concrete, soil, and rock, pregrouting of holes in the rock section, watertightness testing, installation of the micropiles, and abandonment of holes for the micropiles; cleaning out existing weep holes in the abutment wall and
SECTION 01 11 00 Page 13 drilling of new weep holes; installation of an abutment combination wall, including installation of pipe piles, sheet piles, and end piles, drilling of rock sockets, placement of concrete in and around the pipe piles, and installation of riprap backfill on the landward side of the constructed combination wall; and procurement of steel materials for the abutment combination wall.
Efforts are expected to begin on the back channel dam left abutment stabilization project construction of the right abutment stabilization has been completed. Left abutment stabilization includes similar construction, with some modifications, as the right abutment stabilization, and consists of the following: obtaining subgrade railway easements for installation of the rock anchors; abutment wall modifications, including concrete repairs, including removal of existing concrete, installation of dowels and reinforcement, installation of new concrete, and installation of rock anchors; demolition of the existing guardrail and replacement with new steel handrailing on top of the abutment wall; installation of a work platform, including excavation and installation of aggregate base course and grouted riprap slope protection; contaminated material excavation and handling; installation of micropiles, including drilling holes in concrete, soil, and rock, pregrouting of holes in the rock section, watertightness testing, installation of the micropiles, and abandonment of holes for the micropiles; cleaning out existing weep holes in the abutment wall and drilling of new weep holes; installation of an abutment combination wall, including installation of pipe piles, sheet piles, and end piles, drilling of rock sockets, placement of concrete in and around the pipe piles, and installation of riprap backfill on the landward side of the constructed combination wall; and procurement of steel materials for the abutment combination wall.
1.12.4 Coordination with Dam Operations
The Contractor shall perform all work in a manner that will not interfere with the duties of the lock and dam personnel. Particular care shall be taken during all operations under this contract to prevent damage to any operating equipment or facilities at the project. The Contractor shall continuously maintain safe access to all areas of the main channel dam for operating personnel, during every phase of the work, unless otherwise directed by the Contracting Officer.
1.12.5 Government Service Crane and Bulkhead Hoist
The Contractor will not be permitted to use the Government's service crane or bulkhead hoist for any purposes under this contract. The Contractor will provide all necessary cranes for lifting equipment, materials and supplies.
The Contractor is responsible for sequencing work in a manner that shall allow for restoration of the track beam and conductor system for emergency operation of the hoist crane within 72 hours (3 calendar days) of notice.
The Contractor shall prepare and submit, as part of the work plan, proposed plans for restoring the hoist crane track beam and conductor system for emergency operation if directed by the Contracting Officer during any stage of construction. Restoration measures shall include, but are not limited to supporting each span on fully installed bearings (if jacking is in progress), establishing power to the conductor system, providing a continuous track beam (spliced as detailed on the plans) with all track beam supports fully installed, and performing removal of temporary work platforms or containments systems which would hinder full operation of the
SECTION 01 11 00 Page 14 hoist crane.
1.12.6 Contractor Coordination and Scheduling
In accordance with Section 01 32 01.00 10 PROJECT SCHEDULE, the Contractor shall submit a project schedule for his work to the Contracting Officer.
All necessary adjustments in the Contractor's work schedule shall be coordinated and approved by the Contracting Officer.
1.13 SAFETY AND HEALTH REQUIREMENTS
Safety and Health Requirements shall conform to Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, EM 385-1-1, and the requirements of the Occupational Safety and Health Administration. Where provisions of EM 385-1-1 vary with OSHA requirements, the more stringent requirements shall be applied.
1.14 POOL LEVELS
The normal pool level of upstream of the Emsworth Dams is El. 710.6 (gage reading = 16.6 feet). The normal pool level downstream of the dams is El.
692.0 (gage reading = 12.0 feet).
1.14.1 Hydrographs
The Discharge-Duration curves are given on the reference drawings. The duration for particular pool stages can be determined by obtaining the relevant pool stage for that pool from the appropriate Stage-Discharge curve for use with the Discharge-Duration curve for that pool.
1.15 DISCHARGES
The Contractor shall also refer to the STAGE-DISCHARGE relationship curve on the drawings to determine the river discharge (cubic feet per second) for various river stages. The Contractor should refer to the Discharge- Duration curves when planning the various work activities for this project.
It is noted that Emsworth Locks and Dams is closed at a river stage of El.
716.0 (Upper gauge = 22.0), and all river traffic shall be suspended at this stage.
1.16 INSPECTIONS AND ACCEPTANCE OF WORK
1.16.1 General
Not withstanding other provisions of this contract, all materials and work to be performed under this contract shall be inspected and accepted by the Contracting Officer or his authorized representative(s). Inspections and acceptance will be performed on phases of the work, before the next definable sequential phase of work commences, OR may be performed at the completion of all of the work, as determined appropriate by the Contracting Officer. The Contracting Officer or representatives of the Contracting Officer so authorized shall be the individual(s) solely authorized to reject materials, disapprove or approve any work in progress, or order or direct any revision or change to the plans and specifications as presently shown and stated.
1.16.2 Access to Work
The Contractor shall provide access to all areas of work for inspection by
SECTION 01 11 00 Page 15 the Government. The Contractor shall maintain suitable land based access to allow Government inspectors access to the areas of work. The Contractor shall also provide access for Government by boat, transporting Government inspectors to the various areas of work. The Contractor shall submit an access plan for Government lock operating personnel and inspectors to the Contracting Officer.
PART 2 PRODUCTS
2.1 PRODUCTS AND PARTS OF STANDARD MANUFACTURE
All materials, supplies and articles furnished so as to be incorporated into the work under this contract shall be new and shall, whenever so specified and otherwise practicable, be standard products of recognized reputable manufacturers. Standard products of manufacturers other than those specified will be accepted when it is proven to the satisfaction of the Contracting Officer, in accordance with the CONTRACT CLAUSE "MATERIAL AND WORKMANSHIP," that they are equal in performance, strength, durability, usefulness and convenience for the purpose intended. Any changes required in the details and dimensions shown on the drawings as a result of the substitution of standard products, other than those provided for, shall be properly made as approved by the Contracting Officer, and at the expense of the Contractor. All products specified by "similar or equal to" a particular brand name are for descriptive purposes only and are not to imply that the product is available from only that source. Each major piece of equipment furnished under the contract shall be provided with a substantial nameplate securely fastened or cast in place and clearly inscribed with the manufacturer's name, year of manufacture, principal rating data and other pertinent data.
PART 3 EXECUTION
3.1 SEQUENCE AND CONDITIONS OF WORK
3.1.1 Sequence of Work
The work shall be prosecuted in such order of precedence as best suits the Contractor's construction schedule subject to the following conditions and restrictions. The Contractor shall perform the work in a diligent, effective manner, and shall schedule his operations in such a manner that the work is completed on time. In accordance with SPECIAL CONTRACT CLAUSE "LIQUIDATED DAMAGES -- CONSTRUCTION", the Contractor will be assessed the daily monetary damages for failure to complete the work in the allotted contract period.
Sequence of work shall consider the requirements outlined in paragraph Government Service Crane and Bulkhead Hoist, which requires work be performed in a manner that shall allow for restoration of the track beam and conductor system for emergency operation of the hoist crane within 72 hours (3 calendar days) of notice.
3.1.2 Conditions of Work
3.1.2.1 Operation of Dam Gates During Contract Work
All back channel dam gates will remain operable at all times during the contract period, with the exception of one gate at any given time for work on the abutment stabilization contracts. The single gate closure will occur on the gate adjacent to the existing abutment wall to facilitate the
SECTION 01 11 00 Page 16 abutment stabilization contract. No additional gate closures will be permitted for the service bridge repairs contract.
The gate closure at the back channel dam shall be coordinated with the gate closures at the main channel dam during performance of the main channel dam rehabilitation construction. The following figures are provided as example references for the main channel and back channel dam closures required for construction of the main channel dam work and back channel abutment work.
The supplied Gate Schedule is an example, and is subject to change based on the USACE's operational needs and the prevailing construction activities at the facility.
Figure A - SCHEDULE OF SPILLWAY GATE OPERATIONS, provided at the end of this section shows typical gate operations for the main and back channel dam gates under various stage-discharge conditions.
Figure B - INTERIM SCHEDULE FOR MAJOR REHABILITATION, TRIAL SCHEDULE OF SPILLWAY GATE OPERATIONS, 2 GATES provided at the end of this section shows the typical gate operations that will be followed during replacement of two main channel dam gates and the stabilization of the back channel right abutment. The schedule reflects possible gate closures during the course of the work. The schedule also considers other active work on the main channel dam that is expected to be occurring at the same time that work under this contract is performed.
It is noted that the red/yellow bar scale shown in Figure B is a "sliding scale". The colored bars must be moved left or right to position them correctly in line with the particular gate being replaced. The red bar scale shows gates out of service and not available for operation, while the yellow bar scale shows restricted gates that may need to be opened during construction. The scenario shown in Figure B reflects the replacement of either gate 4 or 5. On the other hand, if gate 6 was being replaced, the red bars would cover gates 5 and 6, while the yellow bar would cover gates 4 and 7. Gate 9 is shown as a yellow bar for the abutment stabilization contract work.
The gate operations shown in Figure B are necessary in order to prevent an adverse increase in water levels at the Point in Pittsburgh, and excessive scour downstream of the dam. The Contractor nor Contracting Officer will have authority to modify gate operations as shown to accommodate active contract work. All gate operations shall be made by Government personnel.
3.2 RECORDS AND REPORTS
All records, test reports and similar documentation produced in connection with quality control operations shall be promptly submitted to the Contracting Officer or his authorized representative as required by the specifications.
3.3 PROTECTION OF HOISTING MACHINERY
Prior to the start of blast cleaning operations on the service bridge, the Contractor shall provide protection for the lift cylinders and machinery so that no sand, dust, or grit shall come into contact with the surface of the piston rods and machinery. All such protection shall be capable of being quickly removed in the event emergency operation of the gate is required.
This protection shall be as set forth below. Polyethylene sheeting shall not be placed over floor openings or other vertical openings unless adequate protection is provided to prevent falls through the openings.

3.3.1 Lift Cylinders
The exposed portions of the lift cylinders of the gate bay in which work is being performed and the nearest lift cylinders of the adjacent gates shall be completely enclosed in 10 mil thick polyethylene film or other suitable material, sealed in such manner that no sand, dust, or grit comes in contact with the piston rod surface or cylinder or piston rod attachments.
