SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been added by full text:

AMENDMENT 0002

Q24. Drawing S-3125, Section D, shows a 9-inch and 7-inch casing for the 7-inch diameter micropile in rock. Is this an error? If the micropile is cased in rock the bond zone will be negated and the micropile will be ineffective.

A24. Drawing S-3125, Section D shows a 9-inch diameter hole with a 7-inch diameter casing, and requires grout throughout the rock bond zone including the annulus between the casing O.D.

and drill hole. However, the Government will consider the specified 7-inch diameter casing grouted into an oversized or underreamed rock socket smaller than 9-inch diameter, if the Contractor provides a configuration of equivalent structural capacity and perimeter surface area grouted into rock (combination of rock socket minimum diameter and length) at no additional cost to the Government

Also, for additional clarification, note the following:

1. The micropile design basis used an ultimate grout bond strength of 200 psi and an allowable grout bond strength of 100 psi. The degree of surface preparation and treatment of the micropile casings shall be established to attain these required grout-to-casing bond strengths.

2. The joints of permanent micropile casing may consist of threaded flush joints typical in the oil industry. However, joints shall not be located within 4 feet above to 10 feet below the base of the existing abutment wall (reference El. 688.0).

Q25. Drawing S-3125, Section D, calls for a 9” diameter hole in rock. The largest hole diameter that can be drilled using 7” diameter casing is 7-3/4”. The additional capacity can be made up lengthening the bond zone. Please provide direction.

A25. See Q&A 24.

Q26. Specification section 31 68 13, paragraph 3.2.2, Drilling Through Concrete, states that “Holes through concrete in existing structures shall be core drilled through out the entire length………..structure.” However the last sentence in this paragraph reads “A 30-inch to 36-inch long cored starter/pilot hole is required if a “down-the-hole” hammer or other percussion type drilling methods are used.”

Can you please clarify if we can drill with percussion methods, assuming we core drill the starter hole?

A26. Percussion methods are acceptable if the starter hole is core drilled. A 30-inch to 36-inch long cored starter/pilot hole is required if a down-the-hole hammer or other percussion type drilling methods are used. The Government reserves the right to require the Contractor to core a longer starter/pilot hole or adopt alternative drilling methods at no additional cost, as necessary to preclude the Contractor’s drilling activities from disturbing the existing concrete

Q27. Section 35 20 23 Dredging – 1.5 Quantity of Material states “The total estimated amount of material to be removed from within the specified limits, including side slopes, but excluding overdepths, is shown on the bid schedule. This estimated quantity is for bidding purposes and for application of the Contract Clause “Variation in Estimated Quantity” includes overdepth, derrick stone, and graded stone”

Section 35 20 23 Dredging – 1.11 Basis of Bids states “Base bids on the quantity of dredging indicated.”

Will quantities of dredged material be provided? And will a bid item also be provided for excavating, staging, and segregating this material? Currently it appears that the excavation of this material is included in Item 0045, which is a Lump Sum bid item, with the description of Replace Salvaged Graded Riprap and Derrick Stone. Please clarify.

A27. The quantities of dredged material can be assumed from the specifications. No quantity will be specified since there is a degree of uncertainty on what will be encountered. And no bid item will be provided for excavating, staging, and segregating the dredged material. It is the intent of the project to dredge in front of the existing abutment to facilitate the combination wall construction. Once the combination wall is complete, suitable material that was dredged will be backfilled behind the combination wall.

Q28. There have been significant obstructions along the wall line for the work at the Emsworth Main Channel project. From observing current conditions at the Back Channel site similar conditions can be anticipated. Note 6 on sheet S-3124 indicates that USACE also believes significant obstructions will be encountered. This note directs the contractors to pre-excavate/backfill to elevation 688 or deeper, if necessary and approved by the Contracting Officer. Since there is no bid item for this pre-excavation/backfill, the quantity of material from elevation 691.5 to 688 must be considered incidental to other combination wall work. How will the contractor be compensated for any additional pre-excavation/backfill work that the Contracting Officer may require?

A28. Consideration will be taken during construction if non-specified (ie. not derrick stone, rip-rap, or silt) objects are encountered. It will the be contractors responsibility to cease operation if non-specified objects are found and communicate to the contracting officer the problem. At that time, the contracting officer will determine the coarse of action and proper compensation.

Q29. Due to ongoing work at the Emsworth Main Channel project, some flow is being diverted to the Back Channel. This may significantly impact the work at the Back Channel. Has this condition been considered in the allotted non-work days per month and anticipated performance time published in the contract documents?

A29. The estimated gate schedule in the specifications is a representation of how the gate will be operated during increased flow. Increased flow is based on inclement weather. Thus the allotted non-work days would be the same if work was being performed on the main channel or not. No additional non-work days will be added to the contract.

Q30. One of the subcontractors bidding the micro-piles just informed me that his takeoff for Item 0017 (soil drilling) is 620 LF, not the 732 LF listed on the Bid Schedule. Please verify the bid quantity.

A30. The 732 LF is correct. It includes 620 LF of driling in soil below the concrete for all piles and 112 LF of drilling in soil above the concrete step for the landside piles

Q31. In the Q&A section of Addendum #1 for the above referenced project the answer to Question #18 states “The Bid Item 0013 quantity should be changed to 1,004 CY to encompass micropile and anchor drilling spoils (additional 44 CY).” The Bid Schedule included with this addendum does not reflect this change. Will a revised Bid Schedule be distributed, or should be bid the quantity on the Bid Schedule provided in Addendum #1?

A31. Please see the updated Bid Schedule included in Amendment 0002.

Q32. Is a full time CQC Systems Manager required?

A32. Yes

Q33. Division 2, section 31 6333, Micropiles, paragraph 2,1,2 requires that surface of casing be roughened or prepared as required "to obtain the required minimum ultimate grout bond strength, Drawing S-3125 does not show any surface treatment or required ultimate bond strength, What surface preparation is required?

A33 To be addressed in Amendment 0003

Q34. Division 2, section 31 6333, Micropiles, paragraph 2,2,1 requires that casing joints develop 100% of the tensile strength of the casing, This is only nearly possible by using external couplers, since welding of N-80 casing requires special treatment.

Will industry typical flush joint threads be acceptable and this requirement waived?

A34. To be addressed in Amendment 0003

Q35. Division 2, section 31 6333, Micropiles, paragraph 3,2,3 essentially requires duplex drilling with water for the soil stratum, Drawing S-3125 requires a 9 inch hole in rock, Therefore, drilling with larger temporary casing and a larger corehole in the abutment wall seems to be required, Division 2, section 31 6333, Micropiles, paragraph 3.2.9 requires water testing of the rock portion and then grouting and redrilling. With full length 7 inch casing, this will require oversized temporary casing which may become grouted in place. Is temporary casing really intended? Can a smaller rock socket of equivalent structural strength and perimeter surface area be substituted?

A35. To be addressed in Amendment 0003

Q36. USACE response to Q23 indicates that they have the same predicament that the contractors have regarding material quantities. In fairness to the contractors and to insure that USACE receives similar, responsive bids from all contractors, assumed bid quantities should be provided.

A36. See Amendment 0001 Question 23 (Q23).

Q37. Please clarify Note 6 on Sheet S-11-32. What is the expected quantity and how is additional Rip Rap to be paid?

A37. See Amendment 0001 Question 23 (Q23).
