The following have been added by full text:
BLOCK 14 CONT.
1. The above numbered solicitation is hereby amended to make required changes. Those changes which are not readily apparent on subsequent pages of this amendment are described below:
a. Questions and Answers dated May 4, 2023 are hereby incorporated by reference.
b. Section H, Special Contract Requirements clause H-4, Organizational Conflicts of Interest is modified.
c. Section I, clauses which are inapplicable to this requirement have been removed and required clause has been added.
d. Section J, Exhibits/Attachments has been revised to replace Contract Data Requirements List (CDRLs)
A002 and A006 which have been revised to include the following changes. This also corrects Amendment
0001 which inadvertently changed the CDRLs to a 2023 date.
A002 – Technical Status Report
Block 9 changed to Distribution Statement C
Note added to not include any cost data
A006 – System Integration Guide
Block 12 and 13 have been revised to align with the Statement of Work with first submission due 120 days after contract award and subsequent submission due 180 days after contract award.
2. This amendment consists of the following documents: Amendment 0002; Questions and Answers; and revised
CDRLs.
SECTION H - SPECIAL CONTRACT REQUIREMENTS
The following have been modified:
H-4 ORG CONFLICT OF INTEREST
H-4 ORGANIZATIONAL CONFLICTS OF INTEREST (OCI)
(a) Definition. Organizational conflicts of interest (OCI), as used in this special contract requirement, is defined in
Title 48 of the Code of Federal Regulations (CFR) (Federal Acquisition Regulation) 2.101, Definitions, and
“…means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person's objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage.”
(b) Notice:
(1) At time of award of this Contract, the Government does not anticipate the work to be performed in the task orders issued pursuant to this Contract will give rise to an OCI as described in FAR Subpart
9.5, Organizational and Consultant Conflicts of Interest.
(2) This Contract procures Advanced Technology Development (ATD) as defined in the Department of Defense
Financial Management Regulation (DoD FMR), Volume 2B, Chapter 5, paragraph 1.5.3. ATD includes development of subsystems and components and efforts to integrate subsystems and components into system prototypes for field experiments and/or tests in a simulated environment. The contracted development does not lead to subsequent development or procurement phases but has the goal of moving out of Science and Technology (S&T) industrial base technologies and into the acquisition process within the Future Years Defense Program (FYDP).
(3) The objective of the Mission System Flying Test Bed (MSFTB) is to provide an architecture verification environment (AVE) for maturing, implementing, and verifying Model Based Engineering (MBSE) methods and
Modular Open Systems Architecture (MOSA) principles to demonstrate incremental airworthiness and cyber security qualification for infrastructure capabilities enabling affordability and faster to field for innovative integration. The work will include demonstration of integration of third party mission system components in the
MSFTB. Any third party applications, if developed using MBSE methods and in accordance with MOSA principles, should support MSFTB Integrator integration and demonstration in the MSFTB without generating OCIs.
(4) In light of the scope of development, the planned project activities will not likely generate OCIs. There is a potential that work at later stages may begin work to transition from the S&T industrial base and into an acquisition phase.
(c) If the Contractor as the development progresses identifies a potential conflict, the Contractor will submit to the
Contracting Officer the following:
(1) Assessment. Applying the principles of FAR Subpart 9.5, the Contractor assessment of the potential OCI associated with the development;
(2) Information. The relevant information regarding any OCIs, including information about current potential subcontracts; and
(3) Proposed Plan. The Contractor proposed draft mitigation plan.
