Signature Technical Support Questions and Answers
1. Question: I am hoping to find out if there is an incumbent contractor currently performing these services.
Answer: The current Bridge Contract is W911W5-16-C-0003 and, it is with EOIR Technologies Inc., 10300 Spotsylvania Ave STE 420, Fredericksburg, VA 22408-2697.The previous contract was W911W5-10-D-0004 with the same vendor
2. Question: Several tasks relate to ThermoAnalytics' activities, but this one does especially: "1.3.2.2 Support Tasks Specific to Geophysical and IR Predictive Codes.
The Contractor shall use predictive codes to model parameter changes of ground and rotary-winged systems and the effect upon the system's geophysical or IR signature. The Contractor shall use IR predictive code software ThermoAnalytics’ MUSES to analyze..."
Do you have any suggestions for us on how we could be involved with this? It looks like a recurring IDIQ contract that is up for 5 year renewal. We're wondering how to propose involvement on a targeted task basis (like this 1.3.2.2 Support Task).
Answer: If a contractor cannot propose for the entire requirement, then they can find another contractor(s) and team with them to cover the entire requirement.
3. Question: Table L.1 (page 85) states that the page limit for Volume III is 6 pages. This volume needs to include the Technical Capability Section and Management Section (L.4.3 and L.4.4 on pages 86-88). The Management Section includes resumes for key personnel as well as the geophysical and IR analyst resumes and that the name should "appear centered at the top of the first page of the resume" which implies at least one page per resume. This would not give sufficient space in Volume III to complete the other requirements needed for that volume. Question: Are resumes included in the page count?
Answer: You deserve a more detailed answer as the original answer was “yes”, but those 6-pages were only the resumes and did not include all of the pages needed to reply to the remaining requested proposal information. Use the plan as given below for a page count.

Of the 20 possible pages there shall be no more than 6 pages of resumes. The Technical capability section shall be no more than 5 pages. The Management Section, not including resumes, shall be no longer than 9 pages with 3 pages for the Quality Control Plan and the remainder has to be on the allotted 6 pages. In your response, you should not cover the same provided information twice.
4. Question: Per section H020, a Small Business Subcontracting Plan is required by all large businesses. Item (d) notes that the Government reserves the right to request the submission of Small Business Subcontracting Plans at the IDIQ and/or Task Order level. Question: Is this a requirement as stated? If not, will the appropriate Clauses Section H, clause H020 and FAR 52.219-9 be removed?
Answer: This is not required and it will be removed.
5. Question: Key personnel listed in section H012 shows Contract Manager and Alternate Contract Manager as key personnel, while Section L.4.4.h suggests the Key Personnel as Geophysical and IR analyst. Question: Are the Contract Manager and Alternate Contracts Manager to be considered Key Personnel.
Answer: The key personnel have been changed in Section H012. The key personnel are Geophysical and IR analyst.
6. Question: Section H012, Key Personnel, references the FME Support Performance Work Statement (PWS). Question: Should that be removed?
Answer: Yes, it has been removed.
7. Question: For costing, section L4.5.8 asks offerors to develop a total proposed price for each Sample Task Order, yet only one Sample Task Order is included in the RFP. Question: Is there supposed to be more than one Sample Task Order in the RFP?
Answer: There is the base task order in Section C and there is the sample task order in the attachments. For costing, you are developing your total price off of the Task Order in Attachment 2.
8. Question: Would the government clarify if we are responding to an IDIQ proposal or a Task Order proposal. Or is one proposal response applicable to both the IDIQ and TO One (1) attachment?
Answer: Read question 7.
9. Question: Would the government clarify if additional Period of Performances will be applicable following the initial periods of 4 Sep 2016 - 3 Mar 2017?
Answer: Additional Task Orders on this IDIQ contract may be written depending on funding.
10. Question: Does the contractor need to provide a local storage facility to house the GFE property? If so, within what distance of NGIC? What will be the minimum size of that facility?
Answer: The NGICNational Ground Intelligence Center is where all the GFE is housed and where the contractor will reside and for the most part work..
11. Question: Would the government consider a classified proposal be submitted via SIPR or JWICS network(s)?
Answer: The Government does not anticipate the need for a classified proposal. If prior past performance has been classified, then sanitize the classified aspects and concentrate on the how you accomplished the CPED of the Past Performance. Example: A classified collection of a small arm (sniper rifle) was made. Do not use the classified name, just say “A collection was made of a sniper rifle. Do not give the actual results but how you derived the results.
12. Question: Would the government clarify who is considered Key Personnel?
Answer: Key personnel are considered the person or persons representing the IR analyst, geophysical analyst, and the person setting up the collection platforms for the collection modalities. Also, all funded contract management needs to be associated with the above mentioned Key Perasonnel.
13. Question: Would the government clarify if the Historic staffing in Section C is applicable to Attachment 2?
Answer: The Historic Staffing was provided just to say, “This is how this contract was accomplished in the past.” It was for the benefit of all those proposing to provide a historical baseline. Each offeror can decide how they would solve the manpower resource problem to accomplish the Sample Task Order independently.
