About this file
This file is a Questions and Answers document providing official Government responses to industry inquiries regarding RFI W911SR-26-R-MSOM issued by the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground on May 21, 2026. The document consolidates questions submitted by potential contractors and the corresponding answers from the Government regarding the Screening Obscuration Module - Multispectral (SOM-M) initiative.
The RFI seeks to identify industry sources capable of developing, testing, and manufacturing a modular, man-portable, ground-emplaced obscuration and screening system designed for both mounted and dismounted military use. The Government is open to solutions utilizing existing commercial systems, modified systems, or rapid development of new systems and obscurant materials that produce multi-spectral obscurant clouds meeting specified technical performance targets. This Questions and Answers document serves to clarify requirements and industry capabilities without addressing specific response deadlines, award dates, pricing, set-asides, or federal contract vehicles, as those details are contained in the primary RFI document referenced within this amendment.

| I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed these requirements? If the latter, would you be able to inform me of the Contract # used for these services? | To clarify, this RFI is for the same effort as the 31 March 2026 RFI for SOM M. If your question was in reference to whether this is a new requirement or a continuation of a previous effort, it is indeed the same effort. |
If you were asking about something different, please let us know so we can provide the appropriate information or clarification.
1) Can you confirm the questions and answers will not be shared among other potential responders?
2) We would like to confirm whether any white paper or concept briefs described in Section 4.0 (“Requested Information”) count against the five page limit specified for the RFI response. We want to be sure our submission meets the RFI’s formatting and compliance requirements.
3) Are there any additional Tech Data available since the prior SOM Multispectral RFI was issued? 1. Questions and answers submitted in response to the RFI will be routed through ACC and posted for public view on Sam.gov, in accordance with federal regulations. If you have information that you prefer not to share publicly, we recommend reserving those details for your RFI response.
2. The five-page limit specified for the RFI response does not include supplemental data or conceptual designs such as white papers or concept briefs described in Section 4.0 (“Requested Information”). You are welcome to provide additional supporting materials beyond the five-page response to help us better understand your submission.
3. There is no additional technical data available since the prior SOM Multispectral RFI was issued.
| 1. How will you protect proprietary information, or would you prefer that respondents didn’t include PI? | |
| 2. Is there any conflict of interest with any current or past SOM IR (Infrared) and SOM M (mmw) work with Devcom CBC? | 1. The Government fully respects and protects any proprietary information (PI) that is clearly marked and submitted in accordance with federal regulations. However, it is recommended that respondents minimize the inclusion of PI in their written RFI responses to facilitate broader internal review. Additional follow-up conversations may occur following this RFI where submitters can share more PI. |
2. There is no conflict of interest related to current or past SOM IR (Infrared) and SOM M (mmw) work with DEVCOM CBC. In fact, we are actively partnering with DEVCOM CBC as part of our S&T process to acquire new technologies. If you have technology developed in coordination with DEVCOM CBC, you are welcome to discuss it as part of your response.
