About this file
This is a Request for Information (RFI) issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground (Solicitation Number W911SR-26-R-MSOM) seeking industry capabilities for the Screening Obscuration Module - Multispectral (SOM-M). The RFI is issued solely for information and planning purposes and does not constitute a commitment to contract or promise of a future RFP. The Government seeks to identify sources capable of developing, testing, and manufacturing a modular, man-portable, ground-emplaced obscuration and screening system for both mounted and dismounted military use that produces multi-spectral obscurant clouds to protect Joint Warfighters in CBRN-contested environments. The Government is open to solutions including existing commercial systems, modified systems, or rapid development of new systems and obscurant materials.
Interested parties must demonstrate capabilities to meet specific technical performance parameters: generating an obscurant cloud that effectively degrades visibility across the visual (0.04-1.2 microns), infrared (3-5 microns and 8-12 microns), and millimeter-wave (1-10 millimeters) regions of the electromagnetic spectrum; achieving area coverage of 204 meters in length and ground level to 12 meters in height within 95 seconds or less; and maintaining the obscurant effect for a minimum continuous duration of 12 minutes without resupply. Responses must be submitted as white papers or concept briefs no longer than five pages and must include technical descriptions, past performance, development schedules and scalability, lifecycle and sustainment considerations, and risk and cost analyses. The submission deadline is Friday, 29 May 2026, with inquiries directed to Jessica Green-Farley (jessica.r.green-farley.civ@army.mil) or Imani Daiyaan (imani.s.daiyaan.civ@army.mil). The applicable Product Service Code is 1040 (Chemical Weapons and Equipment) and NAICS code is 332993 (Ammunition Manufacturing).

Request for Information
W911SR-26-R-MSOM
Title: (RFI): Multispectral Screening Obscuration Modules (SOM)
1.0 Disclaimer This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government (USG) to contract for any supply or service whatsoever. Furthermore, the USG will not accept unsolicited proposals in response to this RFI. Responders are advised that the USG will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. The information gathered by this RFI will be shared with relevant interested USG parties to help inform future development and procurement efforts.
1.1 Background
The Joint Product Manager for CBRN Layered Effects is responsible for enabling and enhancing the survivability of our Joint Warfighters so they can fight and win across all domains in a CBRN-contested environment. As the acquisition leader in mobile analytics, our portfolio provides transformative solutions—including advanced reconnaissance systems, sensors, and mobile analytical laboratories—that ensure our military is safeguarded against chemical and biological threats.
To support this mission, the Government is issuing this Request for Information (RFI) to identify sources for the Screening Obscuration Module - Multispectral (SOM-M). The SOM-M is envisioned as a modular, man-portable, ground-emplaced obscuration and screening system for both mounted and dismounted use.
The goal is to acquire a system that produces a multi-spectral obscurant cloud. The technical performance targets for this capability are detailed in Section 3.0 of this document. The Government is open to solutions that include existing commercial systems, modified systems, or the rapid development of a new system and/or obscurant materials.
2.0 Purpose
The purpose of this RFI is to survey industry capabilities in developing, testing, and manufacturing modular Multispectral Screening Obscuration Modules (SOM). The USG seeks to identify innovative solutions and assess industry readiness to meet emerging operational needs. The SOM is envisioned as a modular, man-portable, ground-emplaced obscuration and screening system designed for both mounted and dismounted use.
3.0 Technical Requirements
Interested parties must demonstrate capabilities or conceptual pathways to meet the following performance parameters:
· Spectral Degradation: Generate an obscurant cloud that effectively degrades visibility across the visual, infrared, and millimeter-wave regions of the electromagnetic spectrum. Specifically, the system must cover the following bands: 0.04–1.2 microns, 3–5 microns, 8–12 microns, and 1–10 millimeters.
· Volumetric Coverage & Deployment Speed: Achieve area coverage of 204 meters in length and from ground level to 12 meters in height within 95 seconds or less.
· Duration: Maintain the obscurant effect for a minimum continuous duration of 12 minutes without the need for resupply.
4.0 Requested Information
Interested parties are requested to respond with white papers, concept briefs, and technical insights that detail the design feasibility, integration paths, operational readiness, and sustainment strategies for solutions capable of meeting the criteria outlined in Section 3.0.
Ideal responses will include the following elements:
· Technical Description: A comprehensive overview of the proposed approach and underlying technology.
· Past Performance: A summary of relevant experience, mature technologies, or prior testing.
· Schedule & Scalability: Estimated timelines for development, testing, and manufacturing scalability.
· Lifecycle & Sustainment: Identified sustainment considerations and logistics footprints.
· Risk & Cost: Potential cost drivers, technical risk factors, and mitigation strategies.
5.0 Submission Guidelines
· Page Limit: All responses shall be no longer than five (5) pages.
· Deadline: Responses to this RFI must be submitted no later than Friday, 29 May 2026.
· Points of Contact (POC): Submissions and/or questions should be emailed directly to the following individuals:
· Jessica Green-Farley, Contracting specialist: jessica.r.green-farley.civ@army.mil
· Imani Daiyaan, Contract Specialist: imani.s.daiyaan.civ@army.mil Classification Codes
· Product Service Code (PSC): 1040 - Chemical Weapons and Equipment
· North American Industry Classification System (NAICS): 332993 - Ammunition (except Small Arms) Manufacturing
