About this file
This file is a Questions and Answers document for RFI W911SR-26-R-MSOM addressing industry inquiries regarding the Screening Obscuration Module - Multispectral (SOM-M) procurement. The Government clarified that this RFI represents market research for the same effort as a prior 31 March 2026 SOM M RFI and does not guarantee follow-on contract work. Questions and answers submitted by industry will be routed through ACC and posted publicly on Sam.gov in accordance with federal regulations; respondents preferring confidentiality are advised to reserve proprietary information for direct follow-up discussions rather than written RFI responses.
Key clarifications provided include: the five-page response limit does not include supplemental materials such as white papers or concept briefs, with respondents encouraged to provide additional supporting documentation; no additional technical data has been released since the prior SOM Multispectral RFI; the Government welcomes combined SOM-V/SOM-M integrated solutions or standalone SOM-M systems and is open to existing, modified, or newly developed systems and obscurant materials; there is no conflict of interest with DEVCOM CBC, and respondents with technology developed in coordination with DEVCOM CBC may discuss it as part of their response; and all responses will inform future program planning. The RFI is managed by the Joint Product Manager for CBRN Layered Effects under Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

Questions Received
| Question | Response |
| I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed these requirements? If the latter, would you be able to inform me of the Contract # used for these services? | To clarify, this RFI is for the same effort as the 31 March 2026 RFI for SOM M. If your question was in reference to whether this is a new requirement or a continuation of a previous effort, it is indeed the same effort. |
If you were asking about something different, please let us know so we can provide the appropriate information or clarification.
1) Can you confirm the questions and answers will not be shared among other potential responders?
2) We would like to confirm whether any white paper or concept briefs described in Section 4.0 (“Requested Information”) count against the five page limit specified for the RFI response. We want to be sure our submission meets the RFI’s formatting and compliance requirements.
3) Are there any additional Tech Data available since the prior SOM Multispectral RFI was issued? 1. Questions and answers submitted in response to the RFI will be routed through ACC and posted for public view on Sam.gov, in accordance with federal regulations. If you have information that you prefer not to share publicly, we recommend reserving those details for your RFI response.
2. The five-page limit specified for the RFI response does not include supplemental data or conceptual designs such as white papers or concept briefs described in Section 4.0 (“Requested Information”). You are welcome to provide additional supporting materials beyond the five-page response to help us better understand your submission.
3. There is no additional technical data available since the prior SOM Multispectral RFI was issued.
| 1. How will you protect proprietary information, or would you prefer that respondents didn’t include PI? | |
| 2. Is there any conflict of interest with any current or past SOM IR (Infrared) and SOM M (mmw) work with Devcom CBC? | 1. The Government fully respects and protects any proprietary information (PI) that is clearly marked and submitted in accordance with federal regulations. However, it is recommended that respondents minimize the inclusion of PI in their written RFI responses to facilitate broader internal review. Additional follow-up conversations may occur following this RFI where submitters can share more PI. |
2. There is no conflict of interest related to current or past SOM IR (Infrared) and SOM M (mmw) work with DEVCOM CBC. In fact, we are actively partnering with DEVCOM CBC as part of our S&T process to acquire new technologies. If you have technology developed in coordination with DEVCOM CBC, you are welcome to discuss it as part of your response.
We are asking whether this RFI is seeking Industry interest for follow‑on work similar to the engineering effort performed under Prime Contract Number W911SR‑19‑D‑0006, and whether the Government anticipates that such follow‑on work would include a technology‑development stage for SOM‑M and the obscuration material prior to the delivery of a prototype or production unit. Additionally, we seek to understand whether Industry may propose a combined SOM‑V/SOM‑M integrated solution, or whether the Government expects SOM-M capabilities to be offered and developed as a separate, standalone system. As stated in the RFI, the Government is seeking industry input and innovative solutions for SOM-M technology development. This RFI is for market research only and does not guarantee follow-on work, but responses will help inform a future program. The Government is open to existing, modified, or newly developed systems and obscurant materials. Respondents should outline their technology development approach, including any stages before prototype or production delivery. Industry may propose combined SOM-V/SOM-M solutions or standalone systems, as long as all technical requirements in Section 3.0 are met. All innovative concepts that fulfill the RFI requirements are welcome.
