THIS IS A REQUEST FOR INFORMATION (RFI) ONLY:

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response and documents submitted in response to this RFI will not be returned. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, the Government will distribute it via SAM.gov. Potential offerors are responsible to monitor SAM.gov for additional information pertaining to this requirement.

ELIGIBILITY:

The Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC) invites participation from all those engaged in related research activities and appreciates responses from all capable and qualified sources.

The ACC ECD, on behalf of DEVCOM CBC is requesting information on program and staff support. This RFI is to facilitate the Contracting Officers review of the market base, for acquisition planning, size determination, and procurement strategy.

BACKGROUND:

DEVCOM CBC requires a qualified vendor to provide all the necessary labor, supervisor and materials to support personnel management, security, strategic planning, business development, operations, project management, acquisition development, financial management, and safety and risk management services in support of DEVCOM CBC.

PLACE OF PERFORMANCE:

% On-Site Government 90% % Off-Site Contractor 10%

DEVCOM CBC Locations, primarily APG & APG Edgewood Area and various test locations - Continental United States (CONUS)

THE GOVERNMENT REQUESTS THE FOLLOWING INFORMATION:

1. Can you meet the required capabilities? If so, please provide your Capabilities statement.

2. Please provide a Brief Narrative (Microsoft Word or Adobe Portable Document Format (PDF)) explaining/responding to the below information:

a. Can you exceed these requirements? If so, how and why is this an additional benefit to the Government to the effect the Government can review/consider and potentially add to the requirement?

b. Is there any information that is confusing or needs to be added, as the Government wants to ensure our requirement is understood to the maximum extent practicable.

c. Please briefly describe any experience your business has in the attached PWS Summary.

d. Is your company a Large or Small business? Please provide Small Business Status if not stated on capabilities statement.

3. Are there any business management tools that you feel would be beneficial to support these requirements?

4. Do you recommend any customization or additional features to achieve our goals?

5. Please provide your company’s mission and/or vision statement.

6. Describe the company structure. (Private, public, partnership, etc.)

7. What awards or recognition has your company received in the last three years?

8. Is your company affiliated with any industry or professional associations?

9. What licenses or certifications does your company hold?

10. Please ensure you let the Government know if you intend to potentially bid on this requirement.

SPECIAL REQUIREMENTS

In the event that a contract is awarded the contractor shall be required to comply with the following requirements:

Personnel and Facility Security Clearances. The contractor shall have personnel cleared to Secret. A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain Secret Facility Clearance. An approved Property Management System in accordance with FAR 52.245-1(b)(1) as the result of potential government furnished property (GFP), ex, laptops, An approved accounting system in accordance with DFARS 252.242-7006 Information Technology (IT) (e.g. Clinger-Cohen Act) Service Contract Act As a condition of award, the Contractor’s eligibility for future prime contract or subcontract awards will be restricted for the minimum specified time of three (3) years for ANY work provided under this contract; to include any information that the Contractor had access to, whether Governmental or proprietary information from other contractors and as specified in FAR 9.505-1 through FAR 9.505-4.

SUBMISSION GUIDELINES:

Please provide: (1) Capabilities Statement (if available) and (2) the Brief Narrative with your response to any of the above questions/inquiry. The requested information should be submitted electronically in Adobe Portable Document Format (.pdf) or Microsoft Word (.doc) format. When printed onto single-sided letter-size sheets the submitted information should not exceed ten (10) sheets.

Submission for Questions must be submitted by 8 May 2023. Any questions submitted beyond this deadline will not be answered.

The response date for this market research is 20 May 2023. No telephone calls will be accepted, but based on number of responses, this RFI may be followed by an industry Day or other. All responses to the RFI may be submitted via email to the Contract Specialist at sammy.b.solo.civ@army.mil and the Contracting Officer at nicholas.granata.civ@army.mil. Both the Contract Specialist and Contracting Officer must be addressed in the email submission
