Performance Work Statement Summary For Program And Staff Support (PASS)
1. DISCLAIMER. This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this RFI is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.gov (formerly FBO.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. Proprietary, confidential, privileged commercial or financial information submitted in the RFI response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the RFI response. Only Government personnel will have access to information marked as proprietary.
The results of this market research will contribute to determining the method of procurement of the cases, if a requirement materializes. Based on the responses to this RFI/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.
2. BACKGROUND. The U.S. Army Combat Capabilities Development Command (DEVCOM) Chemical Biological Center (CBC), subsequently referred to as DEVCOM CBC or the Center, is currently a subordinate activity of the U.S. Army Futures Command (AFC). The center is primarily responsible for the conduct and management of research, development and life-cycle engineering support of defensive systems.
The Center’s mission is to develop, integrate, sustain, and dispose of decisive technology-enabled capabilities. The Center, along with other Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) defense Organizations, will be serviced by this contract. The Center has lead responsibility for monitoring work performed under this contract. Mission focused requirements include: (1) Developing materials and technologies for the future; (2) Transitioning technology out of the laboratories and into the hands of the warfighter and customers in the shortest time possible; (3) Completing systems engineering, assessment and analysis; and (4) Providing life-cycle engineering support to development and sustainment efforts.
3. DESCRIPTION OF REQUIREMENT. Contractor shall perform tasks related to personnel management, and development; security; strategic planning, communications, and business development; operations and plans; program management; financial management; acquisition planning and strategy; and safety and risk management.
3.1 Contract tasks for Strategic Initiatives and Staff services include:
· Preparing, editing, and finalizing technical reports, scopes of work, status reports, annual reports, cost documents, job aides, briefings, and workforce communications.
· Program management tasks include support to technical reviews, symposia, and technical meetings. Contractor shall organize and facilitate conferences, workshops, and meetings.
· Plan and conduct market research, collect data, analyze results, and present findings on various support staff topics.
· Assess issues or questions related to technical reviews, workforce training, and mentorship/coaching to senior leaders.
· Attend various web-and video-based teleconferences and face-to-face meetings in both classified and unclassified forums and will be expected to travel occasionally.
3.2 Additional Staff Services shall include:
· Conducting analysis to provide recommendations for optimizing business processes and workforce capabilities and gaps. Advise on labor and management employee relations.
· Establish and maintain a comprehensive technology protection program. Conduct operational security reviews and assisting in the application of the foreign disclosure program.
· Supporting multi-criteria decision making, risk assessments, uncertainty analysis, gap analysis, vulnerability analysis, and analysis of alternatives.
· Identifying potential partners to promote technology and collaboration opportunities.
· Providing publication planning, writing, photography (including equipment), graphics, design, quality control, printing, and other services required to produce print publications in support of communications and business development. Developing and maintaining internet and intranet web services.
· Performing detailed analysis on assigned areas of interest using generally accepted analytical techniques and the Military Decision Making Process (MDMP) in support of CBC missions/tasks. Assisting with internal and external taskings and coordinating events.
· Providing budgetary and program analyst support. Provide technical assistance and analysis of funding actions based on interpretation of budgetary laws, policies, and regulations. Providing cost estimating expertise to programs as they progress through the acquisition cycle.
· Support government personnel in the development of acquisition documentation. Assist in tracking current and planned acquisitions.
· Conducting risk analyses. Preparing, reviewing, and processing standing operating procedures. Developing safety documentation related to, but not limited to, explosives, chemical agents, biological organisms and toxins, radiation, and hazardous materials and chemicals. Conducting inspections and compliance reviews and providing support to external audits and inspections. Proposing changes to processes and documents based on inspection findings and changes to laws and regulations.
· Providing support to the sustainment of the biological safety/surety programs and services necessary to support the Physical Security, Environmental Safety, and Emergency Management offices.
3.3 Clearance: All contractors shall have a minimum of SECRET Clearance
4. INSTRUCTIONS TO RESPONDENTS. The Government is interested in parties who have the capability to produce and deliver the required quantities, at an affordable cost and acceptable delivery schedule.
a. Please provide: (1) Capabilities Statement (if available) and (2) the Brief Narrative with your response to any of the above inquiry demonstrating ability to provide the items and services detailed in this RFI. When printed onto single-sided letter-size sheets the submitted information should not exceed ten (10) sheets in total. Your response to this RFI, shall be electronically submitted to Sammy B. Solo at sammy.b.solo.civ@army.mil and Contracting Officer, Nicholas Granata Jr. at nicholas.granata.civ@army.mil in Portable Document Format (PDF), via email no later than 5:00 p.m. Eastern Standard Time on 20 May 2023 and reference this RFI number in the subject line of the-mail and on all enclosed documents. Information and materials submitted in response to this request will become property of the Government and WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
b. If your organization has the potential capability to provide the required products/services, please provide the following information:
i. Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, type of ownership for the organization and North American Industry Classification System (NAICS).
ii. Tailored capability statements, with supporting information addressing the capability to comply with requirements in section 3 (above). If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Request for Information that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
iii. Please identify your business as either Small Business (including Alaska Nature Corporation and Indian tribe), Veteran-Owned Small Business, Service-Disabled Veteran-Owned small business, HUB zone Small Business, Small Disadvantaged Business (including Alaska Native Corporation and Indian tribes), and Women- Owned Small Business, or a Large Business.
