E.g., one document askes about subcontracting or teaming, one document asks about socio economic status. 4RFI FOR PASS35SPECIAL REQUIREMENTS:
As a condition of award, the Contractor’s eligibility for future prime contract or subcontract awards will be restricted for the minimum specified time of three (3) years for ANY work provided under this contract; to include any information that the Contractor had access to, whether Governmental or proprietary information from other contractors and as specified in FAR 9.505-1 through FAR 9.505-4.Would you be able to provide some clarity or elaborate on the following that is included in the RFI and assume will be included in the final Solicitation? With the scope of the current PASS PWS covering support to most any type of work efforts that might be solicited on CCDC CBC, as written this would limit any organization from doing business in practically any manner for CCDC CBC for 3 years which seems overly restrictive. Will there be any allowance for firewalling or providing some type of OCI mitigation plan so as not to eliminate any contractor currently (or in the future) performing on any contract for the next 3 years?Right now the this action is only at the preliminary stages of the acquuisiton process, specifically gathering information. No verbiage in the RFI is final and will most likely be changed/finalized before the actual solicitation is released at some point in the future. Yes, Will there be some type of allowance for firewalling and/or providing some type of OCI mitigation plan so as not to eliminate any contractor currently (or in the future) performing on any contract for the next 3 years. The Government encourages any interested contractors in this action to send in their submission.N/A
5RFI FOR PASSN/AN/AGENERAL QUESTIONIn the context of the PASS RFI, I write to ask about the advanced planning briefing deck presented 27 April, and specifically slide #9, PASS. I note that while all other opportunity slides provide the contract number and incumbent holder, the PASS slide notes that there are multiple task orders and multiple incumbent contractors.

In terms of trying to better understand the opportunity environment, is it possible to receive this information?

Can you please tell me if the task orders all been issued under a single MATOC or IDIQ? Or, have the requirements been distributed in more of a piecemeal fashion across multiple vehicles/schedules?

I’m also interested in knowing how a transition of responsibility will take place if this new contract is an amalgamation of many different task order contracts, which I assume have varying end dates. Part of my wondering has to do with multiple staffing footprints, and whether and to what degree rebadging is a viable option for filling the workforce requirements.

While there may have been 'portions' of the work that will be peformed under this new, upcoming action on past contracts/task orders, this future action is being considered a 'new requirment.'N/A

Instructions to Respondents, states that “Interested businesses should submit a brief capabilities statement package (no more than five (5) 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the items and services detailed in this RFI.” And it gives three points for offerors to address (i, ii, iii);

While the RFI For PASS document, in the Submission Guidelines section, states, “Please provide: (1) Capabilities Statement (if available) and (2) the Brief Narrative with your response to any of the above questions/inquiry. […] When printed onto single-sided letter-size sheets the submitted information should not exceed ten (10) sheets.” And it gives ten points for offerors to address (1-10).

Question: Will the Government please confirm which of these instructions offerors should adhere to when responding to this RFI?

8PWS SUMMARY11The PWS notes, The results of this market research will contribute to determining the method of procurement of the cases, if a requirement materializesThis effort has been out and tracked for over a year and firms have spent time researching and tracking the effort. Is this going to come to an RFP or not? Small businesses do not have time to expend on and efforts that never come out.The Government acknowledges there have been delays in releasing this requirement. We are working to maintain current milestones as shared at Aberdeen Proving Ground (APG) FY23 Advance Planning Briefing To Industry (APBI).N/A

Can you be more specific as to the projects? There are other contracts awarded to CCDC and CBC. 11PWS SUMMARY13THE PWS notes, Contractor shall perform tasks related to personnel management, and development; security; strategic planning, communications, and business development; operations and plans; program management; financial management; acquisition planning and strategy; and safety and risk management.Can we assume that each Task Order under this RFP will be for one of the areas listed? Or is it possible that Task Orders will be for several areas but support to one Organization or Office? If neither, how is the work being acquired? It is difficult to determine if teaming is necessary if the work is not fully detailed.Task Orders may be for one functional area or for mulitple functional areas depending on the government requirment.N/A
12PWS SUMMARY23.1 and 3.23.1 contract tasks are Strategic Initiatives and Staff services and 3.2 Staff Services.In conjunction with the above question, are the tasks coming out as 3.1 or 3.2 or is there another division of labor that might be used to decide what a Task Order PWS might look like? It is difficult to determine teaming, workshare, and other bid decisions without a clear understanding of the work. For example, the PWS does not look like it can support 90-110M over a 5 year Period of Performance. More detailed information is required.Additonal details will be incldued in the RFP.N/A
13PWS SUMMARYGeneral: Too vagueThe PWS is too vague to be useful in determining a Basis of Estimate. When the Final RFP and PWS come out, will the Government please include deliverables, and Basis of Estimate data (numbers of deliverables, frequency of delivery, etc) so proper estimates can be made when bidding the RFP.Noted. Additonal details will be included in the RFP. As an ID/IQ contract, the government will define deliverables to the point that is practical.N/A

The RFI notes, The Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC) invites participation from all those engaged in related research activities and appreciates responses from all capable and qualified sourcesPlease provide the rationale for selecting NAICS 561110 Office Admin Services when the RFI notes you want firms with research background. Is this effort low level admin personnel (max 2 years experience and AA or BS degree) type work or are you looking to use the expertise of SMEs with 15-20 years experience? The NAICS does not seem to fit the need or desire for quality outcomes.Noted. The Government is reviewing most approprate NAICS.N/A
