1Solicitation55, 56L.2.3, L.2.8InstructionsStates that all files shall be zipped and submitted as a single proposal.zip file; however, L.2.8 states that all price data should be in the Cost.zip file. Will the Government please clarify how files are to be submitted (e.g., a single zip file with all files, including pricing files; or 2 separate zip files - proposal.zip with non-price data and cost.zip with pricing data)The following language was removed from paragraph L.2.8, "All price data shall ONLY be contained in the COST.zip file". Please follow the file packaging instructions under paragraph L.2.3.
2Solicitation58L.3.1.1.7.2.2InstructionsStates "OFFERORS ARE ADVISED THAT BY SUBMISSION OF A RESUME, THE OFFEROR IS UNDESTOOD TO REPRESENT THAT THE INDIVIDUAL SHALL BE MADE AVAILABLE UPON AWARD OF A RESULTANT CONTRACT TO THE EXTENT NOTED IN THE PROPOSAL. ANY CHANGES OR SUBSTITUTIONS TO THE INDIVIDUAL SPECIFIED IN THE PROPOSAL MUST BE APPROVED IN ADVANCE BY THE CONTRACTING OFFICER."
While we understand the intent of key personnel, since the initial Task Order will be awarded with the IDIQ contract and requires a single FTE, will the Government please consider removing the requirement for all technical personnel shown in the IDIQ to be key personnel? If a TO RFP and award is not made immediately after IDIQ contract award, it would be difficult for a small business organization to have this number of personnel on staff awaiting a potential award under a future task order. Instead, would the Government please consider changing the language to reflect the contractor shall provide resumes for personnel representative of those that are required to staff the technical positions to demonstrate to the Government that the contract has the ability to provide such candidates?Section L, paragraph L.3.1.1.7.2.2 was revised to “OFFERORS SHALL PROVIDE RESUMES FOR PERSONNEL REPRESENTATIVE OF THOSE THAT ARE REQUIRED TO STAFF THE TECHNICAL POSITIONS IN ACCORDANCE WITH THE PWS IN ORDER TO DEMONSTRATE THAT THE OFFEROR HAS THE ABILITY TO PROVIDE SUCH CANDIDATES TO ACCOMMODATE THE ISSUANCE OF FUTURE TASK ORDERS UNDER THE RESULTANT BASE CONTRACT. THOSE INDIVIDUALS SHALL BE MADE AVAILABLE UPON AWARD OF ANY SUBSEQUENT TASK ORDERS TO THE EXTENT NOTED IN THE PROPOSAL.
3Solicitation58L.3.1.1.7.2.4 c.InstructionsThe requirement references a checklist, however, none is provided. Will the Government please clarify the requirement?Paragraph L.3.1.1.7.2.4 "c" was revised.
4Solicitation58L.3.1.1.7.2.4InstructionsWill the Government please confirm that paragraph d and e are missing from the page?Paragraph L.3.1.1.7.2.4 has been revised to reflect a, b, c, and d
5Solicitation58L.3.1.1.7.2.4 f.InstructionsWill the Government please confirm that if actual Salary Data for employees is provided, National Salary Survey Data is not required (or vice versa) for the positions?"National Salary Survey Data" has been removed as a requirement under paragraph L.3.1.1.7.2.4 "c"
6Solicitation59L.3.1.1.7.2.5InstructionsStates "The Offeror shall define its own key personnel (including subcontractors) consistent with its proposed organization. Key personnel shall be in accordance with paragraph C.3.1 of the PWS."
Will the Government please clarify what the intent of this statement is? Defining an Offeror's key personnel consistent with its proposed organization seems to conflict with paragraph 3.1 requirements. The statement in paragraph L.3.1.1.7.2.5 " The Offeror shall define its own key personnel (including subcontractors) consistent with its proposed organization"., was removed.
7Solicitation59L.3.1.1.7.2.6 j.InstructionsStates "The identification of key positions that will ensure success on the program (including those that will be filled by subcontractors), minimum qualifications for those key positions, the rationale for using the proposed key positions, and a description of how these positions will interact with Government personnel. (NOTE: This information shall be limited to the key positions)."
This appears to conflict with paragraph 3.1 requirements. Will the Government please clarify the difference between these key positions and key personnel in 3.1?The statement in paragraph L.3.1.1.7.2.6 "j" has been removed.
8Solicitation59/60L.3.1.1.7.2.6 m.InstructionsWill the Government please confirm that the submission of any teaming agreements will be excluded from page count of the Volume? The following language has been incorporated in paragraph L.3.1.1.7.2.6 m, "The submission of any teaming agreements will be excluded from the page count volume".
9Solicitation60L.3.1.1.7.4.1InstructionsWill the Government please define "major subcontractor"?"Major" has been removed
10Solicitation60L.3.1.1.7.4.2InstructionsStates "Offeror shall use formatting guidelines as referenced in Section A1 and A2."
Will the Government please identify where these formats can be found as there are no A1 and A2 sections? Should this reference be sections L.3.1.1.7.4.5?The following statement has been revised in paragraph L.3.1.1.7.4.2, " Offeror shall use formatting guidelines as referenced in section L.3.1.1.7.4.5.
11Solicitation60L.3.1.1.7.4.3InstructionsWill the Government please confirm that Letters of Commitment and Letters of Consent from subcontractors are not included with page count? The following statement has been incorporated into paragraph L.3.1.1.7.4.3, " Letters of Commitment from subcontractors are not included in the page count".
12Solicitation61L.3.1.1.7.4.6InstructionsThis Section Three, in the Past Performance Volume, does not seem to align with Past Performance, but requires how performance under the PWS will be assigned to subcontractors after contract award. This section is to address future work. This section should be included in the Management Volume, section L.3.1.1.7.2.5 since this is asking us to explain how we will execute the management of our subcontractors.Paragraph L.3.1.1.7.4.6 has been removed. The language in paragraph L.3.1.1.7.2.5 has been revised.
13Attachment 10InstructionsWill the Government please confirm that the Labor Category Descriptions filled in on rows 2 and 3 are examples only? The Government confirms that the labor categories listed in "labor category description" row 2 and 3 are examples only.

However, will the Government please confirm that the Government will allow applicable G&A or handling burdens, in accordance with standard and approved accounting system practices, to be applied to materials procured under a subsequent award? The following language was added to paragraph L.3.1.1.7.5.31: " The Material plug numbers located on the cost proposal template are unburdened. Offerors shall propose applicable G&A or handling burdens in accordance with standard and approved accounting system practices, to be applied to materials procured under subsequent Task Order awards in regards to the base IDIQ contract.
15Solicitation65L.3.1.1.7.5.34InstructionsStates "Uncosted Information for Cost Realism Analysis. The Offeror shall include the following UNCOSTED information, which will be used to determine cost realism. The information for the TO shall include information for all subcontractors, if applicable. In addition, this information must correlate with the information submitted in

accordance with Volume IV Cost/Price and this section shall be void of all pricing data."

Will the Government please clarify what UNCOSTED information is required for submission?Paragraph L.3.1.1.7.5.34 has been removed. Please refer to paragraph L.3.1.1.7.5.33 "Sanitized Excel Cost Proposal".
16Solicitation65L.3.1.1.7.5.35InstructionsWill the Government please clarify if there are any notices that were supposed to be included in this paragraph?Paragraph L.3.1.1.7.5.36 and paragraph L.3.1.1.7.5.37 have been re-numbered under paragraph L.3.1.1.7.5.35 as subparagraphs L.3.1.1.7.5.35.1 and L.3.1.1.7.5.35.2, to provide general notices to offerors. No notices are to be included in paragraph L.3.2.2.7.5.36.
17Attachment 9InstructionsWill the Government please confirm that this attachment is informational only to demonstrate the overall labor categories and hours to be proposed for evaluation purposes and that there is no completion requirements for this attachment? Further, please confirm this attachment does not need to be returned with the Offeror's proposal?Attachment 9 has been removed from the solicitation under Section J
18Solicitation61L.3.1.1.7.4.8InstructionsStates "Blank past performance questionnaires can be found in Section J as Appendix A." Will the Government please confirm that this should state "can be found in Attachment 7" since there is no Section J or Appendix A?Please refer to solicitation amendment two, posted 27 July 2021, on beta.sam.gov on as paragraph L.3.1.1.7.4.8 was removed and indicates "reserved" and "Attachment 7" has been removed from Section J of the solicitation. No Past Performance Questionnaires will be utilized for this effort. Paragraph M.3.1.5.2 has been revised to remove the following language: "along with responses received from utilizing the forms and questionnaires set forth in Appendix C provided to Offerors with the RFP".
19Solicitation57L.3.1.1.6.1InstructionsStates "In accordance with the instructions provided in paragraphs (1) through (4) below…" There are no specific paragraphs identified as (1) through (4) in this section. Please clarify which specific paragraphs the Government is referring to and where they can be found.Paragraph L.3.1.1.6.1 has been revised to " In accordance with the instruction provided in paragraphs L.3.1.1.6.2 and L.3.1.1.6.3 below and within the TO, the offeror shall provide a narrative response describing their technical approach, along with supporting documents as described".
20Solicitation57L.3.1.1.6.3InstructionsStates "Matrice of proposed labor hours showing the number of hours for any proposed labor categories, skill level, and grade, by PWS requirements." Paragraph C.1.2 of the Executable Task states the "objective of the task order is to obtain qualified non-surety technical support, one FTE, for the DEVCOM CBC BSD mission relating to the biomanufacturing effort". Please confirm the Government is requiring offer's to include a labor matrix for the one FTE proposed. The first sentence in paragraph L.3.1.1.6.3 has been revised to "The offeror shall indicate the number of hours for the proposed labor category and skill level by PWS requirements.
21Executable TaskC.1.2ObjectiveParagraph C.1.2 of the Executable Task states the "objective of the task order is to obtain qualified non-surety technical support, one FTE, for the DEVCOM CBC BSD mission relating to the biomanufacturing effort". Since this language states that this is non-surety work please confirm that this person does not need to be in the PRP.The Government confirms that The first executable Task order will be performing Non-surety work and PRP is not required.
22Solicitation13-14C.3.4.3Non-Surety Chemical and Biological Laboratory SupportStates in the first bullet “Real Time PCR instrumentation to include” but a list of PCR instruments/thermocyclers is not provided. Did the government intent to list these instruments? The statement "to include" was removed from the first bullet point in Section C.3.4.3 of the PWS.
23Solicitation17[C.] 3.9Safety/Hazards InformationStates that the contractor will perform surety operations with chemical and biological agent agents as well as stimulants [simulants], nonagent compounds and TICs. How will the government address Hazard Pay when working with chemical and biological agents? How should this be reflected in our pricing of both the Base Contract and the Executable Task? The following language was incorporated into parapgraph L.3.1.1.7.5.12.1 to reflect paragraph C.3.9 of the PWS. "Hazard duty Pay" - Will be evaluated at the Task Order level. Offerors may propose an anticipated duty rate only for hazard duty pay, in accordance with standard and approved accounting practices, to reflect only those labor categories/rates for direct labor hours that are performing surety operations in accordance with applicable tasks detailed in the base PWS. Please note that the first executable Task Order will NOT involve surety operations and the hazard duty pay percentage shall not be applied".
24Solicitation10C.3.1Key PersonnelStates "All proposed substitutions must be submitted in writing to the Contracting Officer (KO) 30 days or 180 days if security clearance is to be obtained, in advance of the proposed substitutions." Is the government requiring that the offeror submit the replacement candidate's resume 180 days in advance of the departure of the staff member being replaced? If so, this is unrealistic given employees rarely, if ever, provide 180 days notice, let alone 30 days notice. Please clarify. The following language was be removed from paragraph C.3.1 of the PWS, “or 180 days if security clearance is to be obtained”.
25Attachment 10Level of Effort TabThis tab appears to show many of the staff equally splitting their time between an on-site (1040 hours) and off-site (1040 hours) work location. Are these hours a notional placeholder or does the Government truly expect these staff to split their time between onsite and offsite work locations? Please clarify. The Government confirms that anticipated hours on Attachment 10 are a notational place holder for evaluation of the level of effort for the base IDIQ contract only. Actual hours for onsite/offsite work locations will be evaluated at the Task Order level upon issuance of future awards.
26Solicitation1Item 14Proposal Due DateRespectfully request that the Government extend the due date for proposal submission to Friday August 27, 2021 at 5:00 p.m EDT.Please refer to Solicitation Amendment Three.
27Solicitation38M.3.1.5.2Past Performance Evaluation FactorsThe evaluation factors still references using "responses received from utilizing the forms and questionnaires set forth in Appendix C provided to Offeror's with the RFP" to assess past performance. Since Amendment 2 removed requirements related to submission of questionnaires, will the Government please remove the language associated with the evaluation of such questionnaires? Please refer to Solicitation Amendment Three.

For each labor category provide 1) typical education and years of experience, 2) a brief (one sentence will suffice) description of job duties, and 3) if proposed labor will be composed of mostly current employees or new hires, ...” The example that follows doesn’t address No. 3 above and it then goes on to site things like “Employee Makeup: 5% Current Workforce” and “Basis of Estimate: Payroll Data” neither of which have anything to do with the three things the Govt is requiring offerors to provide. What does “Employee Makeup: 5% Current Workforce” even mean? Would the Government consider re-writing this example or even just deleting it from the RFP?The language under paragraph L.3.1.1.7.5.10 has been revised. 1Solicitation PWS (Section C) and Instructions (Section L)6C.3.0, C3.3.3The Contractor must have an active Personnel Reliability Program with DEVCOM CBC and provide a fully qualified Personnel Reliability Program (PRP) staff with requisite experience on day one of contract award to perform the tasks under the paragraph C.3.3 in this PWS.The PWS states in two separate paragraphs that the Contractor must have an active Personnel Reliability Program (PRP) with DEVCOM CBC on day one of contract award. At the same time, paragraph L.3.1.1.7.2.6 g. instructs the Offerors to describe their approaches for providing PRP qualified labor resources, should a future task order require them. So, must Offerors have an active PRP with DEVCOM CBC on day one of contract award or can the Offerors meet the PRP requirement by proposing their approaches to obtain a formal PRP certification within a specified number of days after contract award? In accordance with the Request for Proposal posted on 14 July 2021, this effort will be awarded to only one offeror under a single award IDIQ. The single awardee MUST possess an active Personnel Reliability Program (PRP) certification on day one of contract award. This is a critical requirement as certain tasks of the base Indefinite Delivery Indefinite Quantity (IDIQ) Performance Work Statement (PWS) involve the performance of surety operations that will require a PRP.

If a prospective awardee does NOT possess the requirements for a PRP certification on day one of contract award, that awardee would NOT have the technical capabilities to perform the surety work required to meet the critical elements as detailed in the base PWS contained in the RFP. As a result, DEVCOM CBC BSD would not be able to service or provide support at award of the base contract to any of their customers who may require the specialized surety support through the issuance of future task orders; therefore, the Mission of DEVCOM CBC BSD would be severely impacted.

9C3.3.1C.3.3.1 On day one of contract award, the contractor shall have an active PRP program with DEVCOM CBC in accordance with AR50-6, and provide personnel certified in the PRP. New personnel must be capable of being made PRP certified within two months of contract award.
28L.3.1.1.7.2.6 g.g. Methodologies proposed to ensure quality services are being provided to the Government plan for providing Personnel Reliability Program (PRP) qualified labor resources, should a future task order require them
2Same as for Question #1 above.Same as for Question #1 above.Same as for Question #1 above.Same as for Question #1 above.Requiring an active PRP on day one of the contract severely limits competition for this opportunity. To increase competition for this opportunity, would the Government consider modifying this requirement to be more in line with the PRP requirement currently in the CCDC CBC draft solicitation for STEPSS? Here is the requirement currently in the STEPSS solicitation (page 148, Section L.3 VOLUME II – Management Approach Factor (3) Personnel Reliability Program): "If the Offeror does not have current PRP certification, the Offeror shall submit a strategic plan (including discussion of the PRP compliance requirements, risk mitigation, and milestone schedule) for obtaining a formal PRP certification for itself within 180 calendar days of Contract award.
