About this file
This document is a Questions and Answers response to a Request for Information (RFI) for federal contract solicitation W911SG27QA004, with a closing date of 3:00 p.m. on October 30, 2026.
The solicitation is for portable latrine and handwashing station rental, delivery, servicing, and removal services. The contract requires 291 portable latrines and 115 handwashing stations (the amended solicitation reflects an increase from the original quantities of 290 latrines and 112 stations). This is a brand-new contract with no incumbent contractor. The updated period of performance is November 3, 2026 through December 15, 2026, with some locations extending through November 30. Equipment delivery is permitted upon contract award, with all units required to be operational by 0830 on their respective start dates. Service hours are 0830 to 1830 Monday through Friday. The specific cleaning dates and schedules identified in the grid-coordinate attachment take precedence over the general Monday/Wednesday/Friday servicing requirement outlined in the Performance Work Statement (PWS). All latrines are standard portable units (no ADA-accessible units required). Contractors are responsible for selecting a permitted disposal facility for latrine waste and gray water. Emergency equipment replacement or correction in response to severe weather damage is required within 24 hours. Environmental remediation procedures must be submitted to the Contracting Officer within 72 hours of notice of spillage; no-additional-cost remediation applies only when the Contracting Officer determines negligence occurred on the contractor's behalf. No-cost relocations are permitted within a 3-mile radius of the original location with 48-hour advanced notice from the Contracting Officer Representative. All designated locations are accessible to commercial delivery and servicing vehicles, and servicing requirements may not be adjusted due to government-directed range restrictions. Contract award announcement is anticipated between 4:00 p.m. October 30, 2026 and 4:00 p.m. November 2, 2026.

A: This is a brand-new contract for a new service requirement.
2. Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
A: This is a brand-new contract for a new service requirement.
3. Q: Equipment quantities: Section B specifies 290 portable latrines and 112 handwashing stations. However, the grid-coordinate attachment appears to total 291 latrines and 115 handwashing stations. Which quantities should contractors use for pricing and performance?
A: 291 latrines and 115 handwashing stations. The amended solicitation reflects the update.
4. Q: Period of performance: The solicitation identifies November 3–23, 2026, while the grid-coordinate attachment includes locations extending through November 30 and December 15. Should the quoted prices include service, rental, and pickup through those extended dates?
A: Yes
5. Q: Delivery dates: Seven locations show November 2 as their start date, which precedes the stated November 3 contract start. Should contractors plan to deliver those units on November 2?
A: Considering the short suspense, the contractor should plan on delivering on or before the contract start date of 03 November 2026 if necessary to have all equipment operational by the start of the period of performance.
6. Q: Cleaning schedules: Should the specific cleaning dates in the grid-coordinate attachment take precedence over the general Monday/Wednesday/Friday schedule outlined in the PWS?
A: Yes
7. (Section B CLINs 0001/0002; PWS 1.3; Grid coordinates attachment) The CLINs and PWS require 290 latrines and 112 handwashing stations, but the grid coordinates list totals 291 latrines and 115 handwashing stations (including the 11 Nov row with two grids, 8 latrines and 3 handwash stations each). Which quantities should be priced and delivered?
8. (PWS 1.4; Section F; Grid coordinates attachment) The period of performance is 03– 23 November 2026, but eight grids start on Monday, November 2, grid 13SDR 10303 79995 ends November 30, and grid 13S CR 99438 79427 ends December 15. Should the unit price cover these extra days, or will the dates outside 03–23 November be handled separately?
A: The contract will start 03 November 2026. The amended solicitation reflects the ending period of performance updates.
9. 3. (PWS 1.3, 5.2; Grid coordinates attachment) The PWS requires servicing every Monday, Wednesday and Friday, but several grids list other cleaning dates ("6th, 10th, 13th, 16th, 19th" and "13, 15, 17, 19, 21, 23 NOV," which include a Sunday and a Saturday). Should the contractor follow the grid list dates, and are weekend services included in the unit price?
A: The specific cleaning dates in the grid-coordinate attachment take precedence over the general Monday/Wednesday/Friday schedule outlined in the PWS.
10. (PWS 1.3, 5.1) Are any ADA/handicap-accessible latrines required among the 290 units, or are all units standard portable latrines?
A: Standard portable latrines
11. (PWS 1.3, 5.2, Environmental Cleanup) Is there a Government-designated or recommended disposal facility or on-post dump station for latrine waste and gray water, or is the contractor responsible for selecting a permitted facility?
A: The contractor is responsible for selecting a permitted facility
12. (PWS 1.3.1, 1.5.3, 5.3) PWS 1.3.1 states service hours of 0830 to 1630, while 1.5.3 states 0830 to 1830. Which hours apply, and must all units for the November 2/3 start dates be delivered and operational by 0830 on that date?
A: 0830 to 1830.
13. Please confirm weekend and November 11 holiday requirements, including access and delivery arrangements.
A: Confirmed.
14. Please clarify the required spill-cleanup response time and whether any range-clearance/road-closure exhibits referenced in the PWS are missing.
A: The 72-hour requirement applies to the written remediation plan being submitted to the Contracting Officer. Remediation at “no additional cost to the Government” applies if it is determined by the Contracting Officer, a spillage occurred due to negligence on behalf of the contractor. Technical Exhibits 3, 4, and 5 are not applicable.

A: The contract will start 03 November 2026. The amended solicitation reflects the ending period of performance updates.
17. Servicing Frequency Reference: PWS, Section 1.3, page 1, Section 1.5.3, page 2, and Sections 5.1 and 5.2, pages 5-6; Grid Coordinates attachment.
The PWS requires servicing every Monday, Wednesday and Friday, and Section 1.5.3 limits weekend work to extenuating circumstances. However, the grid attachment specifies alternate servicing dates for several locations, including weekend servicing on November 15 and November 21. Please confirm that the servicing schedules identified in the grid attachment supersede the general Monday/Wednesday/Friday requirement where differences exist, and that the weekend dates listed constitute the Government's request for weekend service under Section 1.5.3.
18. Delivery and Mobilization Reference: PWS, Section 5.3, page 6.

b. Please clarify whether the no-additional-cost requirement applies to incidents caused by Government personnel, vandalism, severe weather or other circumstances beyond the Contractor's control.
A: The 72-hour requirement applies to the written remediation plan being submitted to the Contracting Officer. Remediation at “no additional cost to the Government” applies if it is determined by the Contracting Officer, a spillage occurred due to negligence on behalf of the contractor.
22. Servicing Hours Reference: PWS, Section 1.3.1, page 1, and Section 1.5.3, page 2.

A: Relocation requests with a 48-hour advanced notice given by the Contracting Officer Representative will be no-cost relocations if the requested relocation destination is within a 3-mile radius of the original location listed on the grid coordinates attachment to the PWS. Requests to re-locate any portable unit outside a 3-mile radius of the drop off coordinates are un-authorized IAW the terms of the
PWS.
