About this file
This is a Request for Information (RFI) document for solicitation W911SG26RA011, issued by the Department of the Army Mission and Installation Contracting Command (MICC) at Fort Bliss, Texas. The RFI addresses five clarifying questions from potential contractors regarding the removal and installation of vinyl composite tile (VCT) flooring in Building 1001.
The primary scope of work involves removing current flooring and installing new vinyl flooring in nine rooms (114, 115, 116, 117, 118, 119, 120, 122, and 124), totaling approximately 1,500 square feet. Key clarifications provided include: asbestos encapsulation material must still be applied before new VCT installation despite prior mitigation efforts, as the lowest tile layer contains asbestos; rooms 111 and 113 are excluded from the proposal despite initial mention; serviceable aluminum transition strips may remain in place; multiple rooms will be available for simultaneous work rather than single-room sequencing; and contractors must obtain and review the attached Lead-Based Paint (LBP) survey to determine if door frames require containment and abatement. The work also includes demolition of existing flooring, concrete subfloor preparation, installation of 4-inch vinyl base with toe throughout all designated rooms, and contractor responsibility for furniture movement during flooring removal and installation.

RFI Question #001 – Asbestos encapsulation material:
· The scope of work mentions the following “The work includes mitigating asbestos exposure risk by encapsulating existing asbestos-containing floor tile with a liquid membrane sealant prior to new flooring installation” When attending the site visit, It was mentioned to us that the floor containing asbestos was removed and mitigated previously. Are we required to still pour/install the asbestos encapsulating material before installing the new VCT?
Answer
Yes, the upper layer of tile on floor is non asbestos while the lowest layer is still asbestos tiles.
RFI Question #002- Update rooms needing VCT l
· When attending the site visit, Maj. Saxton/ Parkinson mentioned that they wanted all the rooms updated with new VCT. That would include room numbers 111 & 113. It was noticed that room 113’s floor was not stripped yet and room 111 was not opened for the interested contractors to enter please find the pictures for reference below. Please clarify if these two rooms must be added to the proposal as they are not mentioned in the scope of work.
Answer:
Those two rooms will not need tile work
RFI Question #003 Aluminum transition strips:
· The existing aluminum transition strips across the doorways into the rooms appear to be in serviceable condition. Do you want them replaced, or left in place?
Answer:
If they are serviceable, they can be left in place.
RFI Question#004 Building Occupancy
· Since the building is fully occupied and very busy, will we be required to perform the flooring and door frame repainting in ONLY one room at a time? Or will the occupants be relocated during repairs, so multiple rooms can be worked on simultaneously? (This also affects where furnishings can be staged while work is underway)
We will have multipole rooms available once work starts, while one half is being worked on the other half would still be there. Multiple rooms will be available
RFI Question#005 Asbestos
· The SOW mentions "An Environmental Review indicates the presence of Asbestos-Containing Material (ACM) and potential Lead-Based Paint (LBP) in Building 1001". The ACM has already been abated, but can we obtain a copy of the LBP test results? We need to determine if the door frames contain LBP, hence requiring containment and abatement.
