About this file
This is a Request for Information (RFI) document for solicitation W911SG26RA011, issued by the Department of the Army Mission and Installation Contracting Command (MICC) at Fort Bliss, Texas. The RFI addresses clarifications regarding the scope of work for removing and installing vinyl composite tile (VCT) flooring in Building 1001.
The document contains five questions and answers that clarify key project requirements. Regarding asbestos mitigation, contractors must install asbestos encapsulation material before new VCT installation, as the lowest layer of existing floor tile contains asbestos while the upper layer is non-asbestos. Rooms 111 and 113, which were mentioned during the site visit, will not require tile work and should not be included in proposals. Existing aluminum transition strips across doorways may remain in place if they are in serviceable condition. The building will remain occupied during work, with multiple rooms available for simultaneous work once the project begins, allowing occupants to remain in half of the building while the other half undergoes repairs. The RFI indicates that lead-based paint (LBP) test results for Building 1001 would be provided the following day, which contractors need to determine containment and abatement requirements for door frames. The scope specifies VCT installation in nine rooms (eight measuring 11 ft x 16 ft and one measuring 12 ft x 37 ft, totaling approximately 1,500 square feet) with 4-inch vinyl base and toe throughout, including demolition, proper material disposal, concrete subfloor preparation, and furniture relocation.

RFI Question #001 – Asbestos encapsulation material:
· The scope of work mentions the following “The work includes mitigating asbestos exposure risk by encapsulating existing asbestos-containing floor tile with a liquid membrane sealant prior to new flooring installation” When attending the site visit, It was mentioned to us that the floor containing asbestos was removed and mitigated previously. Are we required to still pour/install the asbestos encapsulating material before installing the new VCT?
Answer
Yes, the upper layer of tile on floor is non asbestos while the lowest layer is still asbestos tiles.
RFI Question #002- Update rooms needing VCT l
· When attending the site visit, Maj. Saxton/ Parkinson mentioned that they wanted all the rooms updated with new VCT. That would include room numbers 111 & 113. It was noticed that room 113’s floor was not stripped yet and room 111 was not opened for the interested contractors to enter please find the pictures for reference below. Please clarify if these two rooms must be added to the proposal as they are not mentioned in the scope of work.
Answer:
Those two rooms will not need tile work
RFI Question #003 Aluminum transition strips:
· The existing aluminum transition strips across the doorways into the rooms appear to be in serviceable condition. Do you want them replaced, or left in place?
Answer:
If they are serviceable, they can be left in place.
RFI Question#004 Building Occupancy
· Since the building is fully occupied and very busy, will we be required to perform the flooring and door frame repainting in ONLY one room at a time? Or will the occupants be relocated during repairs, so multiple rooms can be worked on simultaneously? (This also affects where furnishings can be staged while work is underway)
We will have multipole rooms available once work starts, while one half is being worked on the other half would still be there. Multiple rooms will be available
RFI Question#005 Asbestos
· The SOW mentions "An Environmental Review indicates the presence of Asbestos-Containing Material (ACM) and potential Lead-Based Paint (LBP) in Building 1001". The ACM has already been abated, but can we obtain a copy of the LBP test results? We need to determine if the door frames contain LBP, hence requiring containment and abatement.
NOTE: Answer should be available tomorrow.
