About this file
This is a Limited Lead Survey report documenting the results of a lead-based paint (LBP) inspection conducted on May 20, 2011, at Fort Bliss Building 1001 in Fort Bliss, Texas. The survey was performed by Terracon Consultants, Inc. (Project No. 96117216) for the Military Installation Command Center (MICC) – Fort Bliss in preparation for planned demolition or renovation of the structure.
The inspection identified seventy-seven (77) XRF readings from various paint combinations throughout the building. Seven (7) paint systems were found to contain detectable lead concentrations, with four (4) exceeding the HUD threshold of 1.0 mg/cm² and meeting the definition of Lead-Based Paint. The positive findings were concentrated on exterior components: beige paint on metal window frames (4.8 mg/cm²), beige paint on an exterior electrical panel door (3.7 mg/cm²), brown paint on an exterior door jamb at the supply hall (9.9 mg/cm²), and brown paint on exterior handrails at building entries (4.2 mg/cm²). Interior samples on CMU walls yielded readings at or below 0.3 mg/cm². The report recommends that if the facility is not demolished, lead-containing materials should be managed in place through repair of damaged materials, protection from further damage, periodic monitoring, and notification to employees and contractors. For renovation or demolition projects, contracting personnel must comply with OSHA lead regulations (29 CFR 1926.62) and implement proper lead-safe work practices per EPA and Structural Steel Painting Council guidelines. The survey was certified by EPA-accredited Lead Inspector Larri Ersted (EPA Accreditation No. 20437) and Texas-certified Lead Inspector Richard Ian Howes (TDSHS Certification No. 2060584).
