About this file

This document is a Questions and Answers (Q&A) response to RFQ W911SG26QA064 issued by the Fort Bliss Military Integrated Command Center (MICC) for dining facility equipment procurement. The solicitation covers equipment delivery and installation for the Stafford Dining Facility/Warrior Restaurant in Building 2457 at Fort Bliss, Texas, with a required completion date of November 30, 2026. Installation costs must be incorporated into unit prices for each applicable equipment CLIN, with no separate installation CLIN. The contractor is responsible for complete delivery, installation, testing, and closeout actions at a single location (Building 2457); no interim storage or moves between buildings are required. Equipment may be delivered in coordinated or phased shipments before installation proceeds in phases as items arrive.

The solicitation contains strict domestic manufacturing requirements—all equipment must be domestically manufactured and assembled in the United States, with no nonavailability determinations permitted. Offerors must provide country-of-origin certification for products not identified on qualifying-country lists. The solicitation is not brand-name-or-equal; equivalent products meeting stated salient characteristics from multiple manufacturers are acceptable. All utility stub hubs (electrical, plumbing, gas, steam, ventilation) will be completed before installation begins. Receiving hours are Monday through Friday, 0800 to 1530, with a loading dock available. Personnel requiring base access must possess valid identification and obtain appropriate installation access passes. Updated solicitation documents on SAM.gov control item descriptions and quantities, and quotes must be submitted by email using SF 1449 forms. DFARS 252.225-7965 regarding stainless-steel flatware will be incorporated at award. The Government requires confirmation regarding progress invoice eligibility and has deferred specific guidance on several technical specifications for individual CLINs.
