About this file
This is a Questions and Answers document for federal solicitation W911SG26QA058, addressing clarifications on contract requirements for portable latrine and restroom services at Fort Bliss, Texas and associated training locations.
The contract is a Firm-Fixed-Price (FFP) award with evaluation based on Technical Acceptability, Price, and Past Performance across the Base Year plus all four Option Years combined. The primary performance locations are Fort Bliss, TX and the Dona Ana Range Complex in New Mexico, though the DoDAAC address is being corrected from Sierra Army Depot, California to Fort Bliss. This is a new requirement with no incumbent contractor. Installation access for contractor and subcontractor service drivers requires background checks coordinated through the Provost Marshal Office or Security Office, with processing timelines of 1-4 weeks for basic passes and 1-6 weeks or more for thorough background checks; the same access process covers all performance areas including Fort Bliss, McGregor Range, Dona Ana Range Complex, Tobin Wells, and Oro Grande. No limitations exist on subcontracting. Grid coordinates for delivery locations are specified in PWS Section 1.5.1, with the initial latrine delivery required within 10 days of award; remaining latrines will be requested based on identified training and exercise dates. The contractor may utilize restroom trailers if they meet all PWS requirements.
Environmental permits and waste-hauling licenses for Texas (TCEQ) and New Mexico (NMED) may be held by the prime contractor's proposed on-site subcontractor, provided the proposal explicitly details this arrangement. Service Contract Act wage rates must be applied based on the geographic location where work is performed: El Paso County, TX follows Wage Determination No. 2015-5229, and Dona Ana County, NM follows Wage Determination No. 2015-5447. The Project Manager or Alternate PM must be reachable and responsive during 8:00 a.m. to 6:00 p.m., Monday through Sunday, but does not require continuous physical on-site presence. CLIN 1002AB requires 14 days of performance, and CLIN 4 units represent select latrines and handwashing stations to be relocated a maximum of four times during given exercises, with one or two relocations being typical.

Solicitation W911SG26QA058 Questions and Answers
1. Installation Access

Answer: Refer to PWS section 1.15. Security. Obtaining installation access for recurring contractor/subcontractor service drivers involves the contractor and all associated subcontractors’ employees provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. This initiates a vetting process, including background checks, which can vary in lead time based on the completeness and accuracy of submitted documentation, and the current workload of the security office. Basic passes might take 1-4 weeks, more thorough background checks or higher levels of access can extend processing to 1-6 weeks or more.
Also, does the same access process cover Fort Bliss, McGregor Range, Dona Ana Range Complex, Tobin Wells, Oro Grande, and the other performance locations?
Answer: Yes, the same access covers all performance areas.
2. Price Evaluation
For determining the lowest evaluated price for award, will the Government evaluate the Base Year only, or the Base Year plus all four Option Years?
Answer: Yes, the Government will evaluate the Base Year plus all four Option Years.
3. Subcontracting
Are there any solicitation-specific limitations on this subcontracting that we should account for when preparing our quote?
Answer: No limitations on subcontracting
4. Contract Type Contradiction (FFP vs. T&M/LH Alternate I): Performance Work Statement (PWS) Section 1.14 and Section B of the solicitation specify that the contract will be awarded on a Firm-Fixed-Price (FFP) basis. However, Section I incorporates FAR clause 52.212-4 Alternate I (Terms and Conditions-Commercial Products and Commercial Services, Alternate I, Tailored) in full text, which governs Time-and- Materials (T&M) or Labor-Hour arrangements. Could you please clarify if the resulting contract will be administered strictly on an FFP basis, and whether the inclusion of Alternate I is an administrative oversight?
Answer: The correct contract type is Firm-Fixed-Price (FFP).
5. Inconsistent Delivery and Performance Locations (California vs. Texas/New Mexico):
Section F (Deliveries or Performance) of the solicitation lists the primary delivery address and service performance site as "Sierra Army Depot, 74 C Street Bldg 307 S Herlong, CA 96113-5540" (DoDAAC: W45RNJ). Conversely, PWS Section 1.13 and Section 5.1.1 state that performance will occur at Imperial Field, Carrington Road, Fort Bliss, TX 79916 and various training locations across the Dona Ana Range Complex in New Mexico. Could you please clarify the correct physical delivery and service performance locations for the static and field units?
Answer: DoDAAC: W45RNJ is currently tied to the "Sierra Army Depot, 74 C Street Bldg. 307 S Herlong, CA 96113-5540" address and is being worked on to get corrected to Fort Bliss, TX.
The place of performance /delivery locations: See the delivery grid coordinates in PWS
1.5.1 for the specified locations.
5.1.1 is the only latrine that will be delivered with 10 days of award to the corresponding grid coordinate. The remainder of the latrines will be requested when the training/ exercise dates have been identified. Refer to PWS 1.51 for the specified location and quantity.
6. Prime Contractor Licensing and Environmental Permit Requirements: Under NAICS 562991 (Septic Tank and Related Services), the transport and disposal of liquid waste are subject to strict Texas (TCEQ) and New Mexico (NMED) environmental regulations.
In accordance with PWS 4.3.3, please clarify if the Prime Contractor must directly hold these waste-hauling permits and registrations in its own name at the time of proposal submission, or if the Government will accept a Prime Contractor utilizing the valid licenses, permits, and disposal facility agreements of its proposed on-site subcontractor.
Answer: The Government will accept a Prime Contractor utilizing the valid licenses, permits, and disposal facility agreements of its proposed on-site subcontractor, provided that the proposal clearly demonstrates this arrangement. The proposal must explicitly and thoroughly detail how the Prime Contractor intends to meet these requirements through its subcontractor.
7. Service Contract Act (SCA) Wage Rate Application across Dual States: Contract performance spans both El Paso County, TX (covered by Wage Determination No.
2015-5229) and Dona Ana County, NM (covered by Wage Determination No. 2015- 5447). Could you please clarify whether contractors must apply SCA wage rates strictly based on the physical location of each individual unit at the time of servicing, or if one specific wage determination takes precedence for all labor performed under the contract?
Answer: One specific wage determination does not take precedence for all labor performed under the contract, if the work is split between two geographic areas covered by different wage determinations. If an employee performs work in El Paso County, TX, they must be paid according to WD No. 2015-5229 for that time. If that same employee, or a different employee, performs work in Dona Ana County, NM, they must be paid according to WD No. 2015-5447 for the time spent working in New Mexico.
8. Project Manager On-Site Presence Requirements: PWS Section 1.16.9 states that the Project Manager (PM) or Alternate PM must be available from 8:00 a.m. to 6:00 p.m., Monday through Sunday. Please clarify if the PM or Alternate PM is required to maintain a continuous, physical on-site presence at Fort Bliss, TX, or if remote administrative, quality control, and supervisory management is acceptable.
Answer: The PM or Alternate PM must be reachable, responsive, and capable of performing their administrative, quality control, and supervisory management duties during those specified hours, regardless of their physical location.

Answer: This is a new requirement
12. Would the Government accept an offer utilizing restroom trailers to meet the restroom requirements, provided the trailers meet all applicable requirements and performance standards outlined in the solicitation?
Answer: Yes, once it meets the requirements of the PWS.
13. Is it possible to get grid coordinates or GPS coordinates for all of the locations?
Answer: Refer to PWS 1.51 for the specified locations.
14. Section B, CLIN 1002AB (E Co LFX), identifies a requirement of 56 days. However, the corresponding sub-CLIN 0002AB in the Base Year and 2002AB, 3002AB, and 4002AB in Option Years 2, 3, and 4 each identify 14 days. Please clarify which period of performance/quantity is correct for CLIN 1002AB. Should the requirement be 56 days or 14 days?
Answer: 14 days
15. Please clarify the applicable evaluation methodology. The Addendum to FAR 52.212-2 indicates Technical Acceptability and Lowest Evaluated Price based on the Base Year, while Section M identifies Price and Past Performance and indicates that options are included. Which evaluation scheme and pricing period will govern the award?
Answer: Technical Acceptability, Price and Past Performance. The Government will evaluate the Base Year plus all four Option Years.
16. Does CLIN 4 unit represent one piece of equipment being relocated 4 times or all pieces of equipment for the exercise being relocated up to 4 times?
